ERASMUS+ student mobility for the study is carried out within the framework of the existing bilateral agreements of the higher education institution holding the Standard or Extended ERASMUS+ University Charter to exchange ERASMUS+.
The action is that the student registered in the higher education institution carries out a part of his/her education in the higher education institution abroad, which is a partner with a bilateral agreement.

Study Mobility Selection Process and Required Documents/Minimum Requirements
Students must first meet the following minimum requirements to participate in the activity:
- Being a full-time student enrolled in a higher education program at any of the formal education cycles (first, second, or third cycle) within the higher education institution,
- Having a minimum of 2.20/4.00 CGPA for first-cycle (undergraduate) students,
- The associate degree graduation grade being minimum of 2.20/4.00 for students who have transferred from the associate degree;
- Having a minimum of 2.50/4.00 CGPA for second and third-cycle (graduate) students,
- Having enough courses or non-course ECTS credit load for study mobility.
- The total period not exceeding 12 months with the new activity if the applicant has benefited from higher education mobility activities in the 2014-2020 and/or 2021-2027 Erasmus+ periods within the current education cycle. (The activity period could be a period of 2 to 12 months, valid separately for each level of education (1, 2, or 3 terms depending on the country's systems). Level of education describes associate/bachelor, master, and doctorate degrees.
Important Points to Consider During the Application Process
- For master’s and doctoral students who do not have a course load, such as those in the thesis period, the Learning Agreement shall be prepared based on a non-course-based workload equivalent to 30 ECTS per academic semester.Graduate students who wish to carry out their mobility during the thesis period are required to obtain, prior to the start of the mobility, an approval from an academic staff member at the host institution confirming that they will receive academic supervision/support for their thesis. This approval document must be submitted to both the Office of International Relations and the Graduate School. In addition, graduate students applying for Erasmus+ study mobility are required, at the application stage, to contact the partner university and obtain confirmation that they can receive academic supervision for their thesis work during the mobility period.
- Students enrolled in the IUE School of Foreign Languages English Preparatory Programme or in the first year of IUE undergraduate programmes are not eligible to benefit from Erasmus+ study mobility. Students who wish to participate in Erasmus+ or other international exchange programmes starting from their second year may submit their applications during the first semester of their first year, provided that their cumulative grade point average (CGPA) has been formed.
- At the time of application, students are required to upload a current and officially approved transcript obtained via E-Devlet or issued by the Student Affairs Directorate with a wet signature or electronic signature, valid as of the application date.Transcripts downloaded from the IUE Student Information System (OBS) and uploaded to the system without any signature shall not be accepted as official transcripts, and applications submitted with such documents will not be taken into evaluation.
- In addition to the average of success and foreign language scores, when calculating the Erasmus selection score of students who have previously benefited from higher education student or internship mobility within the scope of Erasmus+ (2014-2020 or 2021-2027) within the same education cycle, a deduction of 10 points is applied for each activity previously utilized (regardless of between study-internship distinction).
- Students who suspend their registrations can not perform their study mobilities or compulsory internships during the period when they froze their registration. In a voluntary internship, it is left to the Higher Education Institution to decide whether the student who has suspended his/her registration can benefit from mobility. Students can apply for the Erasmus Study and Traineeship mobilities in the period they froze their registration.
- Master’s and doctoral students who are in the final stage of their thesis period are required to proceed with their Erasmus+ study mobility applications by taking into consideration the maximum duration of study at IUE. During the Erasmus+ study mobility period, students are considered to be on leave for the relevant semester. Students who will have reached the maximum duration of study upon completion of the mobility period will not be able to register for the following semester, their student status will be terminated, and accordingly, they will not be able to fulfil academic obligations such as thesis submission, thesis defence, or similar requirements. Therefore, students are strongly advised to make their decision to apply for and participate in Erasmus+ study mobility by carefully considering these implications.
Language Proficiency
Students applying for Erasmus+ Study Mobility and Erasmus+ Traineeship Mobility activities have the opportunity to improve their IUE English Proficiency Exam scores, which constitute one of the application criteria. Within this scope, students who intend to apply may take the English Proficiency Exam organized by the School of Foreign Languages on various dates throughout the academic year in order to improve the exam scores they previously obtained for passing the English Preparatory Programme. The results obtained from this exam shall be used exclusively for Erasmus+ applications. Students who take the score improvement exam may request their exam result documents by contacting the Office of International Affairs via oia@ieu.edu.tr.
Applications of students who fall under any of the categories listed below will not be evaluated:
- Students who do not have a valid İEÜ English Proficiency Exam score or an English language exam score recognized as equivalent by the Council of Higher Education (YÖK) (https://sfl.ieu.edu.tr/ingilizce_hazirlik_programi/en/yabanci-dil-yeterligi)
- Students who have transferred to İEÜ from another university through orizontal transfer or Vertical Transfer Examination (VTE) and do not hold a valid English language score
- Students enrolled in graduate programmes who do not hold any English language exam score obtained prior to the start of their programme
- Students who fail to upload an OFFICIALLY APPROVED English language proficiency result document to the system at the time of application

Matters to be Considered Before Application:
- The number of students to be granted will be determined according to the ERASMUS+ score of the applicants based on Faculty, Graduate School, Vocational School in accordance with the grant amount allocated to our University by the Turkish National Agency.
- The University and Turkish National Agency are not responsible for the difference that may occur between the candidate status in the application and the finalized selection results.
- In cases where there are multiple applications for the same host university, the selection will be made according to the ERASMUS+ score, regardless of the order in which the applicants prefer that university.
- It is important to consult the Departmental ERASMUS+ coordinator for academic guidance before deciding whether to apply for the Study Mobility. The list of Departmental ERASMUS+ coordinators by department is available at https://ects.ieu.edu.tr/new/idari.php?id=29.
- Students enrolled in a double major programme may apply for mobility for only one major within the same application period.
- Students who want to benefit from Erasmus+ study mobility are obliged to take at least 30 ECTS credits in a semester. Depending on the academic program of the partner university abroad, the courses that can be taken in a semester can be a maximum of 33 ECTS and a minimum of 27 ECTS.

Since the local language is used as the medium of instruction in some universities, the Medium of Instruction of the university where you want to study within the scope of the ERASMUS+ program must be carefully researched before applying. Students are fully responsible for checking the medium of instruction at the host institution and making sure that they meet the required language requirements. If a student decides to withdraw from the mobility after the announced waiver deadline due to language-related reasons, a –10 point penalty will be applied to the student’s next Erasmus+ mobility application.
- Applications are evaluated solely on the basis of the Grade Point Average (GPA) and the English language proficiency score. The request for an English language certificate in TurnaPortal does not guarantee that the language of instruction at the host university will be English.
- For students of the Faculty of Medicine and the Faculty of Health Sciences, Erasmus+ Study Mobility may be carried out together with a traineeship aimed at gaining professional experience, either simultaneously or consecutively. The mobility activity, including the traineeship must have a minimum duration of two months.
- Students studying abroad within the scope of the Erasmus+ program pay the tuition fees for that semester to IUE according to the dates specified in the academic calendar. They do not pay tuition fees to the university abroad. However, all expenses such as accommodation, transportation, personal expenses, nutrition, health insurance are the responsibility of the student.
- The students who will benefit from the Erasmus+ Mobility for Studies should check the academic calendar of the universities they wish to choose. The students should make their choices in a way that will not affect the period they will continue at IUE.
- Students bear all responsibility for any academic consequences arising from incompatibilities between the academic calendars of IUE and the partner university, including inability to register for courses at IUE after returning, exceeding attendance limits, and any negative impact on academic performance
- The regulations published by Turkish National Agency will be followed in case mobility starts physically and then turns into virtual mobility depending on the conditions of the pandemic, natural disasters, force majeure, etc.
- It is the student’s responsibility to follow the abroad exit procedures, accommodation, passport, and visa application procedures.

TRAVEL ASSİSTANCE
Students receive travel support to contribute to their travel expenses. The travel grant is determined based on the km[6] distance between the starting point of the mobility and the location where the activity takes place. The distance is calculated using the European Commission’s Distance Calculator, and the grant amount is determined according to the table below.

- Students who receive travel support will be required to submit supporting documents such as boarding passes, travel tickets (bus, train, flight), and passport copies in order to verify their round-trip travel dates
- If the actual travel expenses exceed the “Standard Travel Grant Amount” specified in the table above, no additional payment shall be made, as the grant amount is limited.
- Green Travel refers to travel carried out using low-carbon, sustainable means of transport. Bus, train, and car-sharing are considered green travel options.
- For a mobility activity to be classified as Green Travel, both the outbound and return journeys must be completed using green travel methods, and more than half of the total travel distance must be covered by green means of transport
- There is no additional payment that will be made to students under the Erasmus+ Funds apart from the grant allocated to students. These expenses are paid by the students.
- The Erasmus+ grant is initially calculated based on the dates stated in the acceptance letter issued by the host university, and 70% of the total grant is paid to the student in advance. After the completion of the mobility period and the submission of the required documents to the Office of International Affairs (OIA), the final grant amount is recalculated based on the actual duration of the mobility and the student’s academic status, by comparing the dates indicated in the Certificate of Attendance and the signed Grant Agreement. If the final calculation results in an overpayment, the student will be required to refund the excess amount.
- The remaining grant payment will not be made to students who are not successful in at least two-thirds (2/3) of the total ECTS credits of the courses taken at the host institution within the scope of the Erasmus+ Programme. If the final grant calculation results in an amount to be refunded, the student will be required to repay the relevant amount.
- The mobility is considered invalid if students fail to submit required documents such as the Certificate of Attendance or Transcript of Records proving their particpation in the mobility. In that case, the grant is not paid to students, and a refund of the first payment of the grant is requested from the students.
- The right not to pay the grant partially or completely or to request the refund of the payment already made for the student who does not follow the syllabus specified in the Learning Agreement, fails to attend classes or other studies, is reserved by IUE.
- Students who are selected within the scope of one grant agreement but do not perform their mobilities in that agreement period are not included in the next agreement period on the grounds of “vested rights”. Students are selected for each agreement period and carry out their activities according to the selection conditions valid during the relevant agreement period. Students who do not perform their activities during the relevant agreement period must re-apply and be selected if they want to benefit from the activity later.
ADDITIONAL GRANT SUPPORT IN STUDENT MOBILITY
Participants with fewer opportunities will be provided with Additional Grant Support in addition to the grant they are entitled to. Participants with fewer opportunities are defined as individuals who are economically and socially disadvantaged and fall into one of the following subcategories:
- Students who are or have previously been subject to Law No. 2828 (i.e., students for whom a protection, care, or accommodation order has been issued by the Ministry of Family and Social Services pursuant to Law No. 2828).Individuals receiving orphan's or survivor's pensions.
- Students who are or have previously been subject to a protection, care, or accommodation order under Law No. 5395 on Child Protection
- Students receiving an orphan’s or survivor’s pension.
- Spouses and children of martyrs/veterans and the veterans themselves.
- Students who provide documentation proving that they, their family, or their legal guardian are receiving financial assistance from a public institution (such as municipalities, ministries, Social Assistance and Solidarity Foundations, the General Directorate of Foundations, or the Turkish Red Crescent) at the time of application.
- Individuals with disabilities.[7]
- Students whose parent or legal guardian receives a disability or needy allowance under Law No. 2022 dated 1 July 1976 on the Granting of Monthly Allowances to Turkish Citizens Aged 65 and Over Who Are Needy, Weak and Without Support, and to Disabled and Needy Turkish Citizens. [8]
- Students who themselves or whose first-degree relatives (biological or step) have received disaster relief assistance from AFAD.
Scholarships provided by the Council of Higher Education and Student Loans (KYK) and similar scholarships, other grants, assistance and scholarships awarded on the basis of academic achievement, and one-time financial assistance shall not be considered as financial aid within the scope of the above provisions.
Students who fall within the above-mentioned categories shall be eligible for Additional Grant Support in the amounts specified below, depending on the type of mobility, provided that they request such support and submit documentation proving their eligibility.

INCLUSION SUPPORT
The Erasmus+ Programme encourages the participation of participants with fewer opportunities. A participant with fewer opportunities is a potential participant whose personal physical, mental, or health condition would prevent them from taking part in a project or mobility activity without additional financial support.
In order to provide additional grant support to students and staff who require Inclusion Support, the beneficiary higher education institution/consortium coordinator shall follow the procedure outlined below:
- A student who wishes to request Inclusion Support must, after being selected for mobility and if additional grant support is required, contact the Office of International Relations with the necessary supporting documents at least 15 days prior [9]to the start of the activity. The Inclusion Support Request Form, together with the required supporting documents and the signature of the legal representative, shall be submitted by the higher education institution/consortium coordinator to the National Agency for approval.
- The application form must include a clear explanation of the reason for the Inclusion Support request and be accompanied by supporting documents. For example, For disability-related Inclusion Support: a medical report indicating the type and level of disability (issued within the last three months) or a copy of a disability card; For chronic illnesses: a medical report) In addition, documents confirming that the host higher education institution is informed that the incoming student/staff member requires Inclusion Support and undertakes to provide appropriate facilities must be attached. The requested additional grant amounts and the reasons for the request must be explained in detail in the form. The requested grant must be directly related to enabling the participant with Inclusion Support to take part in the mobility activity.
- The National Agency evaluates each application on a case-by-case basis and decides whether additional grant support can be provided and, if so, determines the appropriate grant amount.
- The final additional grant for participants receiving Inclusion Support is awarded based on the actual costs incurred. At the end of the activity, invoices and expenditure documents related to the use of the additional grant must be obtained and kept in the participant’s file for possible audits. Undocumented expenses and expenses exceeding the Inclusion Support amount specified in the grant agreement are not considered eligible, even if they have been incurred.

IMPORTANT: The exact number of students to be awarded the grant may vary depending on the total number of applications, faculty/school/graduate school quotas, the period of study of the preferred university, and the education cycle.

The grant quotas to be allocated under the Erasmus+ Study Mobility for the Spring Semester of the 2026–2027 Academic Year will be announced in the coming days.

Students, who want to apply to benefit from the ERASMUS+ program in the SPRING semester of the 2026-2027 academic year, can apply as of September 7, 2026.

[1] In addition to war veterans and their spouses and children, as well as the spouses and children of war martyrs:
- Spouses and children of public officials who, pursuant to Article 21 of Law No. 3713 on the Fight Against Terrorism dated 12 April 1991, were injured, became disabled, died or were killed as a result of terrorist acts while performing their duties in Türkiye or abroad, or as a result of such duties even after their official status had ended;
- Spouses and children of individuals who lost their lives, or civilians who became disabled, as a result of the coup attempt and terrorist act carried out on 15 July 2016 and subsequent acts in continuation thereof, pursuant to Article 7 of Decree Law No. 667 dated 23 July 2016, as well as the spouses and children of such persons;
- Individuals who suffered material damage due to terrorist acts or activities carried out within the scope of the fight against terrorism, as well as their spouses and children, pursuant to Law No. 5233 on the Compensation of Losses Arising from Terrorist Acts and the Fight Against Terrorism.
Applicants falling within the above-mentioned categories shall be given priority when applying for Erasmus+ student mobility.[2] To be prioritized, the student must present a Disability Health Committee report as specified in the "Regulation on Disability Assessment for Adults," published in the Official Gazette dated February 20, 2019, and numbered 30692.
