SECTION ONE
Purpose, Scope, Basis, and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Bylaw is to set out the general rules, procedures and principles regarding the aims, activities, governing bodies and duties of governing bodies of Izmir University of Economics Children’s University Research and Application Centre.
Scope
ARTICLE 2 – (1) This Bylaw includes provisions regarding the aims, activities, governing bodies and duties of governing bodies of Izmir University of Economics Children’s University Research and Application Centre.
Basis
ARTICLE 3 – (1) This bylaw has been established in accordance with paragraph (d), sub paragraph (2) of clause one of Article 7, and Article 14 of Higher Education Law No. 2547 dated 4 November 1981.
Definitions
ARTICLE 4 – (1) The references in this bylaw are as follows:
a) Academic Unit: Graduate school, faculties, schools, or vocational schools affiliated with Izmir University of Economics,
b) Child: Person under the age of eighteen,
c) Advisory Board: The Advisory Board of the Centre,
ç) Centre: Children’s University Research and Application Centre of Izmir University of Economics,
d) Director: The Director of the Centre,
e) Rector: The Rector of Izmir University of Economics,
f) University (IUE): Izmir University of Economics
g) Administrative Board: The Administrative Board of the Centre.
SECTION TWO
Aims of the Centre and Areas of Activity
Aims of the Centre
ARTICLE 5 – (1) The aim of the center is to support the development of children starting from the prenatal period, to provide activities for the needs of the society, and to carry out both academic and social responsibility projects with the support of experts working at IUE within this scope.
Areas of Activity
ARTICLE 6 – (1) Activities of the center are as follows:
a) Contributing to the education, training, research and development activities of the relevant academic units of IUE on the subject of child and child development.
b) Carrying out studies to support the development of all individuals in the 0-18 age range (with normal development, special needs, in need of protection, in the disadvantaged group, etc.)
c) Developing supportive programs for children, providing education, application and research services to families, educators, students and society in the field of child development.
ç) Carrying out studies within the framework of scientific cooperation with public institutions and organizations and non-governmental organizations within the scope of the provisions of the relevant legislation in the works and projects produced.
d) Bringing together experts and students from different disciplines in order to carry out national or international projects in the field of child development.
e) Sharing the results of the projects, researches and observations carried out with relevant experts, non-governmental organizations and institutions on different platforms, considering the best interests of children.
f) Organizing scientific activities such as national and international congresses, panels, symposiums, conferences, seminars and workshops on child development issues.
g) Supporting the development and needs of families via parent schools, with the awareness of the idea that the development of the child is a whole and the importance of the development and support of the family, which is one of the most important parts of this.
ğ) Establishing a kindergarten where families working at IUE or residing in the region where IUE is located can send their children, meeting their needs and providing students with a practice school within the scope of the relevant legislation provisions.
h) Organizing in-service trainings for educators with guidance services within the scope of the provisions of the relevant legislation, planning trainings that will enrich the development of students in their fields.
SECTION THREE
Governing Bodies of the Centre and Duties
Governing Bodies of the Centre
ARTICLE 7 – (1) The center is made up of the following governing bodies:
a) Director
b) Administrative Board
c) Advisory Board
Director and Duties
ARTICLE 8 – (1) Director of the Centre is selected among the faculty members of IUE who are experienced in the fields of activity of the Center, and assigned for three-year period upon the recommendation of the Rector and approval of the Board of Trustees.
(2) Two vice-directors the most are selected among the faculty members of IUE who are experienced in the fields of activity of the Center, upon the recommendation of the Director and the approval of the Rector to assist the Director of the Centre in carrying out the services of the Center. When the duty of the Director ends, the duty of vice directors also ends. In the absence of the Director, the vice director appointed by him/her acts as his/her substitute. This substitution cannot exceed six months. In cases where the Director cannot be on duty for more than six months, his/her duty ends.
(3) Duties of the Director of the Centre are to:
a) Represent the Center.
b) Chair the Administrative Board and the Advisory Board.
c) Prepare, implement, monitor, and supervise action plans in accordance with the policies and strategies specified by the Administrative Board.
ç) Determine the allocation and staffing needs of the Center, other respective issues, and recommendations about budgeting, and submit them to the Administrative Board with justifications,
d) Work in coordination with the academic units of the University in order to carry out education and research activities in the Center efficiently.
e) Collaborate with institutions and organizations domestic and abroad, develop joint projects, and submit them to the Administrative Board.
f) Ensure all the units within the Center operate efficiently, qualitatively, and in coordination.
g) Prepare the report on the activities of the Center at the end of each academic year or when requested and present it to the Administrative Board.
(4) The Director is primarily responsible to the Rector for the regular execution of the activities in line with the purpose of the Center, the supervision and control of all the activities of the Center, and for taking the necessary measures in all these matters.
Administrative Board and Duties
ARTICLE 9 – (1) The Administrative Board, under the chairmanship of the director, consists of a total of five members, including the vice director(s), and IUE faculty members who have experience in the Centre’s field of activity, and/or at least two members appointed by the Rector for three years from among the IUE personnel experienced in the Centre’s fields of activity. A person determined by the members of the Board of Trustees may attend the meetings of the Administrative Board without the right to vote. A member whose term has expired can be re-appointed. A new member is appointed in the same way to complete the remaining term in place of the member who leaves his/her position for any reason. The Vice Director appointed by the Director acts as the secretary of this Board at the meetings of the Administrative Board.
(2) The Administrative Board meets at least once a month with the invitation of the chairman and the participation of the absolute majority of the total number of members, and the decisions are taken by majority vote. In case of equality of votes, the decision is deemed to have been taken by the Director's vote. The chairman of the Administrative Board is the Director. In the absence of the Chair, this task is assumed by the Vice Director, who acts as the Chair.
(3) Duties of the Administrative Board are to:
a) Identify the policies and strategies regarding the operations of the Centre.
b) Specify the principles and rules regarding the use of the centre for associate, undergraduate, and graduate education activities and researches, and present opinion(s) about this to the Director when necessary.
c) Determine the working principles of the personnel needed for the activities to be carried out by the centre.
ç) Determine the study groups to be established within the centre and the members to be assigned to these groups.
d) Examine and decide on research, project and training applications suitable for the purpose of the centre.
e) Examining and adjudicating the reports prepared by the study groups.
f) Evaluate the appropriation and staff requirements of the Centre, budget, proposals for cooperation and joint projects with domestic and foreign organizations and other related issues submitted by the Director, and to make a decision to submit them to the Rectorate.
g) Evaluate the annual report prepared by the Director on the activities of the Centre or the reports to be requested when necessary and present the results to the Rectorate.
ğ) Search for funds in order to carry out the activities of the Centre.
h) Decide to initiate activities on issues not included in the annual report by obtaining the approval of the Rectorate.
ı) Request opinions and suggestions from the Advisory Board annually or when necessary.
i) Discuss and decide on other issues suggested by the Director.
Advisory Board and Duties
ARTICLE 10 – (1) The Advisory Board, under the chairmanship of the Director, consists of a maximum of thirty members, who are appointed by the Rector for a period of three years, upon the recommendation of the Administrative Board, among IUE faculty members or academic staff from other universities, if they wish, who have experience in the activities of the Center and/or experts experienced in the activities of the Center. A new member is appointed in the same way to complete the remaining term in place of the member who leaves his/her position for any reason. A member whose term has expired can be re-appointed.
(2) The Advisory Board convenes at least once a year or, when required by the Administrative Board, extraordinarily. Meetings are chaired by the Director.
(3) Duties of the Advisory Board are to:
a) Evaluate the long-term scientific and administrative plans of the Center and making recommendations to the Administrative Board.
b) Make evaluations, offer opinions and suggestions on the matters needed by the Administrative Board regarding the activities of the Center.

Miscellaneous and Final Provisions
Staffing Needs
ARTICLE 11 – (1) Academic, technical, and administrative staffing needs of the Center is fulfilled by staff to be assigned by the Rector pursuant to Article 13 of Law No. 2547.
Non-Provisional Circumstances
ARTICLE 12 – (1) Provisions of Law No. 2547 and other respective legislations shall be taken into account should non-provisional cases occur in this bylaw.
Effectiveness
ARTICLE 13 – (1) This Bylaw takes effect on the date it is published.
Enforcement
ARTICLE 14 – (1) The Rector of the Izmir University of Economics enforces the provisions of this Bylaw.
This bylaw took effect on the date of its publication on the Official Gazette dated 26 July 2021 and numbered 31549
