SUMMER SCHOOL PROCEDURES AND PRINCIPLES
SECTION ONE
Purpose, Scope, Basis, and Definitions
Purpose
ARTICLE 1- (1) The purpose of these procedures and principles is to regulate the matters regarding summer school at Izmir University of Economics.
Scope
ARTICLE 2- (1) These procedures and principles cover the provisions regarding the education oferred at Izmir University of Economics summer school.
Basis
ARTICLE 3- (1) These procedures and principles have been prepared based on the item c, sub-article one of Article 7 and Article 14 of Higher Education Law No: 2547 and dated 4.11.1981, Izmir University of Economics Regulation for Associate and Undergraduate Degree Education and Examinations entered into force by being published in the Official Gazette dated 22/1/2013 and numbered 28536, Izmir University of Economics Faculty of Medicine Education and Examination Bylaw entered into force by being published in the Official Gazette dated 9.10.2017 and numbered 30205, and Izmir University of Economics Graduate Degree Education Bylaw entered into force by being published in the Official Gazette dated 27. 12. 2020 and numbered 31347.
Definitions
ARTICLE 4- (1) The references in these procedures and principles are as follows:
a) ECTS: The European Credit Transfer System, which enables students to transfer the course credits and grades they have taken and succeeded in Turkey and abroad from one higher education institution to another.
b) ECTS Credit: The credits of the courses determined according to ECTS,
c) Faculty: Faculties affiliated with Izmir University of Economics,
ç) Relevant Administrative Board: The faculty administrative board in faculties, school administrative board in school, vocational school administrative board in vocational schools, graduate school administrative board in graduate school,
d) Vocational School: The Vocational schools affiliated with Izmir University of Economics,
e) Board of Trustees: The Board of Trustees of Izmir University of Economics,
f) Student: The Student enrolled in a faculty, school, vocational school, graduate school,
g) Rector: The Rector of Izmir University of Economics,
ğ) Senate: The Senate of Izmir University of Economics,
h) Summer education: An optional and complementary education program that will be implemented within the months covering the summer vacation, except for the fall and spring semesters.
ı) Graduate School: The Graduate School affiliated with Izmir University of Economics,
i) School: The Schools affiliated with Izmir University of Economics.
SECTION TWO
Purposes, Opening, Duration, and Running of Summer School
Purposes
ARTICLE 5- (1) The purposes of summer education are stated below:
a) increase the teaching capacity and efficiency by evaluating the teaching opportunities of Izmir University of Economics,
b) ensure the contribution of non-IUE academics who can only be available during the summer,
c) provide the students at other universities the opportunity to attend the courses at Izmir University of Economics,
ç) allow students to take the courses that they have failed to take because of the deficiencies in their academic programs to help them graduate in a shorter period,
d) allow students to take some of their courses during summer school to reduce their regular course load.
Opening of summer school
ARTICLE 6- (1) Summer school is optional. It is opened with the decision of the Senate and the approval of the Board of Trustees.
(2) Summer school is held during the summer months outside the regular Fall and Spring semesters of the academic year. It is not a third semester belonging to the same academic year.
(3) The courses in the fall and spring semester education programs cannot be postponed to summer school.
Education period
ARTICLE 7- (1) Registration, start and end dates of summer school are determined by the Senate and are included in the academic calendar.
(2) The total course hours of each course opened in summer school during the summer education is equal to the total course hours in the regular semester.
(3) The time spent in summer school is not deducted from the education period and is not included in the maximum period.
Determining the Courses to Be Offered
ARTICLE 8- (1) Associate, undergraduate and graduate courses to be opened in summer school are determined and announced by the Rectorate upon the proposal of the relevant faculty/graduate school/school/vocational school.
(2) The minimum number of students required for courses to be opened in summer school is determined by the Senate. At the end of the final course registration, the number of students is determined, and the Rectorate decides whether the course will be opened or not.
(3) Summer school can also be opened for foreign language preparatory class.
Application and Registration
ARTICLE 9- (1) Summer school programs and courses to be opened are announced on the date specified in the academic calendar.
(2) Students who want to register for a course pay the summer tuition fee and register via the Student Information System. Students who do not pay the summer tuition fee cannot be registered.
(3) Registration for the courses opened in the summer school is carried out within the dates determined in the academic calendar.
(4) Course dropouts and withdrawals are not applied in summer school.
(5) Those who have been dismissed from the higher education institution and those who have graduated from the higher education institution cannot benefit from summer school.
(4) Students who certify that they are students in higher education institutions in Turkey and higher education institutions abroad whose equivalence has been accepted by the Council of Higher Education can take the courses opened in summer school at Izmir University of Economics.
SECTION THREE
Principles Regarding the Education
Education
ARTICLE 10- (1) The evaluation criteria and weighing of the courses opened in the summer school are announced to the students on the introduction page of the course in the ECTS Catalogue published on the Izmir University of Economics website.
Attendance
ARTICLE 11- (1) Even if the students have met the attendance requirement for the course they have taken before, they must attend the courses they took in the summer school. Students who do not meet the attendance requirement cannot take the summer school final exam.
(2) In other matters regarding attendance, legislative provisions, internal regulations, and board decisions specified in Article 3 are applied.
Conditions for taking courses in summer school
ARTICLE 12- (1) A student can take 3 courses with 10 IUE credit at most in Summer School.
(2) Students with a GPA of 2.00 and above must take failed courses (FF, FD, W, U) and non-attendance courses (NA), and courses from lower grade(s) they have not taken before, or courses from current grade they have not taken yet in order of priority, if any, in summer school. If the student has missing courses both from the lower grade and the grade s/he is in, the student can take a maximum of 3 courses with 10 IEU credits, regardless of the grade order of these courses. If these courses are not offered in the summer school or there are no courses in this scope, the student can take the course/courses that he/she has been successful in or the course/courses from upper grade in order to raise a maximum of 3 and 10 IEU credits.
(3) Students with a GPA of 1,50-1,99 at the end of first grade, 1,70-1,99 at the end of second grade, and 1,80-1,99 at the end of third grade must take failed courses (FF, FD, W, U) and non-attendance courses (NA), and courses from lower grade(s) they have not taken before, or courses from current grade they have not taken yet in order of priority, if any, in summer school. If the student has missing courses both from the lower grade and the grade s/he is in, the student can take a maximum of 3 courses with 10 IEU credits, regardless of the grade order of these courses. If these courses are not offered in the summer school or there are no courses in this scope, the student can take the course/courses that he/she has been successful in or the course/courses from upper grade in order to raise a maximum of 3 and 10 IEU credits.
(4) Students with a GPA of below 1,50 at the end of first grade, below 1,70 at the end of second grade, and below 1,80 at the end of third grade must take take failed courses (FF, FD, W, U) and non-attendance courses (NA), and courses from lower grade(s) they have not taken before, or courses from current grade they have not taken yet in order of priority, if any, in summer school. If the student has missing courses both from the lower grade and the grade s/he is in, the student can take a maximum of 3 courses with 10 IEU credits, regardless of the grade order of these courses. Students in this situation cannot take new courses from upper grade. However, they can take a new elective course instead of an elective course and a new General Education Course instead of a General Education Course they have taken from the upper grade failed in the past.
Exams and Evaluation
ARTICLE 13- (1) Course success of the students who participated in the summer school and the success status of the preparatory class students who attended the English preparatory summer school are determined according to the legislative provisions, internal regulations and board decisions specified in Article 3.
(2) Courses taken in the Summer School are taken into account in the student's weighted grade point average at the beginning of the following fall semester.
(3) In summer school, the final grade in the courses that were failed in the previous semesters or taken to increase the grade is valid.
(4) Grades taken in the Summer School are included in a separate field in the transcripts.
(5) Grades obtained at the end of summer school are included in the GPA.
(6) The grade point averages at the end of the summer school are taken into account in determining the courses the students will take and the course load following the summer school, and they will be subject to the legislative provisions, internal regulations and board decisions specified in Article 3.
(7) The success ranking, which is taken into account in the determination of honor and high honor students of the semester, in the applications for double major and minor programs, and in the determination of merit discounts, is determined by the grades received in the fall and spring semesters. Grades taken at the end of summer school are not taken into account in determining the success ranking.
(8) Students who are unsuccessful in the last semester and students whose maximum education period has expired, can also use their exam rights, given within the scope of legislative provisions, internal regulations and board decisions specified in Article 3, in summer school and can graduate at the end of summer school if they successfully complete the required courses and provide a sufficient GPA.
Taking summer school courses at other universities
ARTICLE 14- (1) In order for Izmir University of Economics associate and undergraduate students to take courses in summer school from another university, they must be at the graduation stage at the end of the courses they want to take. Associate and undergraduate students who are not at the graduation stage, studying in interim grades, can be permitted to take courses only from universities abroad (except TRNC) whose equivalence is accepted by the Council of Higher Education and approved by the academic advisor and the Department Head. These students are also required to complete the approval process before going to a university abroad.
(2) English preparatory class and postgraduate courses are not allowed to be taken from another higher education institution during the summer school.
(3) For a course that is not offered in summer school, after examining the ECTS credits and content of the course, it may be allowed to be taken from another university with the approval of the relevant department, provided that the following points are complied with:
- The medium of instruction of the course must be the same as the medium of instruction of the program or course in which it is registered.
- Courses cannot be taken from distance education or open education programs.
- Graduation project, semester project, internship and similar courses and courses that are continued under the supervision of an instructor without being subject to a certain syllabus cannot be taken.
ç) In the event that the course not being offered at Izmir University of Economics, an application must be made at the latest in the first week of Izmir University of Economics summer school classes begin.
(4) The grades of the students, who take courses from another higher education institution in summer school, are adapted and transferred to their transcripts by the decision of the relevant administrative board. If the grade taken in the courses allowed to be taken from other universities in the summer school corresponds to the minimum success grade in the legislative provisions, internal regulations and board decisions specified in Article 3, the student can be considered successful in that course.
Document to be given to students who take courses from Izmir University of Economics
ARTICLE 15 – (1) Students who are enrolled in other higher education institutions and take courses from Izmir University of Economics in summer school are given a document showing the code, name, credit, and success grade of the courses they took in summer school.
SECTION FOUR
Other Matters
Financial Provisions
ARTICLE 16- (1) Summer school fees are determined and announced by the Board of Trustees upon the recommendation of the Senate. Students pay their tuition fees at registration.
(2) The determined fee is taken in return for the summer education service offered, excluding the education and training fee paid in the fall and spring semesters.
(3) Students who continue summer school pay the summer education tuition fee determined for each course they take in advance.
(4) The registration fee paid for the courses that cannot be opened despite the application is returned to the student.
(5) The tuition fee of the student who registers for a course opened in the summer school but does not attend is not refunded.
Non provisional matters
ARTICLE 17- (1) In matters where there is no provision in these procedures and principles, legislative provisions, internal regulations, and board decisions specified in Article 3 are applied.
SECTION FIVE
Final Provisions
Changes in Procedures and Principles
ARTICLE 18 – (1) These procedures and principles can be changed by the decision of the Izmir University of Economics Senate.
Effectiveness
ARTICLE 19- (1) These procedures and principles take effect on the date they are published and are applied to students enrolled in summer school courses.
Enforcement
ARTICLE 20- (1) The Rector of the Izmir University of Economics enforces the provisions of these procedures and principles.
These principles entered into force with the Senate decision dated 30.06.2021 and numbered 440-A/7 and the decision of the Board of Trustees dated 07.07.2021 and numbered 55.
