REGULATION FOR TRANSFER ON POST GRADUATE LEVEL
SECTION ONE
Purpose, Scope, Basis, and Definitions
ARTICLE 1- (1) The purpose of this regulation is to set out the general rules and principles regarding transfers within and outside the institution to post graduate programs of Izmir University of Economics within the scope of “Post Graduate Education Regulation” by Interuniversity Board and Izmir University of Economics “Bylaw of Graduate Programs”.
Scope
ARTICLE 2- (1) This regulation includes application terms and evaluation principles for transfers to post graduate programs.
Basis
ARTICLE 3- (1) This regulation has been prepared in accordance with the respective article of Izmir University of Economics Bylaw of Graduate Programs that is issued in accordance with Higher Education Law No: 2547.
Definitions
ARTICLE 4- (1) The references in this regulation are as follows;
a) ALES: Academic Personnel and Graduate Studies Admission Exam,
b) SGPA: Semester Grade Point Average,
c) Graduate School: Graduate Schools affiliated with Izmir University of Economics,
ç) Graduate School Administrative Board: Administrative Boards of Graduate Schools affiliated with Izmir University of Economics,
d) GMAT : Graduate Management Aptitude exam,
e) GPA: Grade Point Average,
f) GRE :Graduate Record Examination exam,
g) Student with a suspended registration: Student, whose registration is not renewed due to lack of payment on specified period of time and who is unable to benefit from student rights for that semester,
ğ) Senate: The Senate of Izmir University of Economics,
h) Sustained student: Student, who is still permitted to continue his/her education in accordance with article 44 of Law No: 2547, even though he/she completed the maximum period of education stated in this Regulation,
ı) University (IUE): Izmir University of Economics.
SECTION TWO
General Provisions
ARTICLE 5- (1) The transfer applications of students from higher education institutions in Turkey and abroad, who studied in post graduate programs for at least 1 semester, excluding the foreign language preparatory program, are accepted based on academic standing.
ARTICLE 6- (1) Students, who studied in post graduate program for at least 1 semester, excluding the foreign language preparatory program, can also apply for internal transfer.
ARTICLE 7- (1) The quota for transfers is determined by the Senate upon the recommendation of the respective graduate school.
ARTICLE 8- (1) The conversion tables, specified by the Turkish Higher Education Council, are used while converting the grades obtained in 100 point scale to 4 point scale.
ARTICLE 9- (1) Students, who deferred registration, students with a suspended registration, or sustained students can also apply to make a transfer.
ARTICLE 10- (1) Scholarship students will be considered as waiving their rights to scholarship if they transfer to another department/program. However, if the student with a full scholarship has a Cum. GPA of at least 3.00 at his/her initially registered department/program, and if the student meets the other requirements demanded by the respective departments, then the student may be allowed to transfer to another department within the University with a scholarship not to exceed 10% of the scholarship quota for the program he/she initially registered for the respective academic year.
ARTICLE 11- (1) Students may make transfers between same level diploma programs. According to this, students can transfer from graduate programs to graduate programs; from Ph.D. programs to Ph.D. programs. It is not possible to transfer graduate programs to Ph.D. programs or from Ph.D. programs to graduate programs.
ARTICLE 12- (1) Students may transfer between the equivalent diploma programs, which have the same level, same name, or the content of which are determined to be at least eighty percent the same by the respective administrative boards.
ARTICLE 13- Students, who apply to programs fully conducted in foreign language and to programs which require a compulsory preparatory class even though they are fully conducted in Turkish, need to attend foreign language preparatory program of IUE if their level of English is not sufficient, or if they fail at the foreign language (English) proficiency exam conducted by IUE. They may start taking their graduate program courses in the semesters following the successful completion of the foreign language preparatory program.
ARTICLE 14- (1) The transfer applications of students from distance education graduate programs to formal education graduate programs are not accepted.
SECTION THREE
Transfers from Universities in Turkey
ARTICLE 15-(1) Below you can find the requirements for transfers from higher education institutions in Turkey:
a) To have completed at least one semester in the graduate program excluding foreign language preparatory program.
b) To meet the requirements of the program applied specified by Izmir University of Economics.
c) To have obtained minimum cumulative GPA of 2.00/4.00 for graduate program students, and 2.50/4.00 for Ph.D. program students. (Students, who obtained the required cumulative GPA but who have failing course(s) can also apply for transfer).
ç) To have obtained minimum cumulative GPA of 1.00/4.00 for graduate program students and 2.00/4.00 for Ph.D. program students who applied for transfer while in scientific preparatory class (Students, who obtained the required cumulative GPA but who have failing course(s) can also apply for transfer).
d) To meet the foreign language requirements of IUE in transfers to programs conducted in foreign language and to programs which require a compulsory preparatory class.
SECTION FOUR
Transfers From Universities Abroad
ARTICLE 16- (1) Transfers, from higher education institutions abroad that are recognized by Turkish Higher Education Council (YOK), are accepted.
ARTICLE 17- (1) Requirements for applications made from higher education institutions abroad are as follows:
a) To have completed at least one semester in graduate program excluding foreign language preparatory program.
b) To meet the requirements of the program applied that are specified by Izmir University of Economics for foreign national students and Turkish citizens residing abroad.
c) To have obtained minimum cumulative GPA of 2.00/4.00 for graduate program students and 2.50/4.00 for Ph.D. program students. (Students, who obtained the required cumulative GPA but who have failing course(s) can also apply for transfer).
ç) To have obtained minimum cumulative GPA of 1.00/4.00 for graduate program students and 2.00/4.00 for Ph.D. program students who applied for transfer while in scientific preparatory class (Students, who obtained the required cumulative GPA but who have failing course(s) can also apply for transfer).
d) To meet the foreign language requirements of IUE in transfers to programs conducted in foreign language and to programs which require a compulsory preparatory class.
SECTION FIVE
Internal Transfers (From Other Programs)
ARTICLE 18- (1) Transfers, within the institution to options with/without thesis among the same or different programs, are accepted.
(2) Requirements for applications made for internal transfers are as follows:
a) To have completed at least one semester in graduate program excluding foreign language preparatory program.
b) To meet the requirements of the program applied specified by Izmir University of Economics.
c) To have obtained minimum cumulative GPA of 2.00/4.00 for graduate program students and 2.50/4.00 for Ph.D. program students. (Students, who obtained the required cumulative GPA but who have failing course(s) can also apply for transfer).
ç) To have obtained minimum cumulative GPA of 1.00/4.00 for graduate program students and 2.00/4.00 for Ph.D. program students who applied for transfer while in scientific preparatory class (Students, who obtained the required cumulative GPA but who have failing course(s) can also apply for transfer).
d) To meet the foreign language requirements of IUE in transfers to programs conducted in foreign language and to programs which require a compulsory preparatory class.
ARTICLE 19- (1) (Change SD 22.07.2014-231/A14) Transfer to thesis/non-thesis master programs is possible by meeting the minimum requirements specified for master program. In this case, the courses taken at previous program can be replaced with the courses at respective master program with the decision of the Graduate School Administrative Board.
(2) A student who is admitted to a doctorate program with an undergraduate degree can transfer to a master program on the condition that he/she completes at least seven courses offered at the doctorate program successfully. The adaptation of these students to a master program is made by the approval of the respective Graduate School Administrative Board. In order for these students to graduate from a master program, they have to be a registered student for at least one semester and have to take the courses anticipated by the respective Graduate School Administrative Board.
(3) Students, who were admitted to the program with undergraduate degree, if they make a demand, are issued a non-thesis graduate degree diploma on the condition that they meet the requirements of the program such as course load, writing a project, and etc. if they fail at the doctorate exam.
SECTION SIX
Evaluation and Announcement of the Results
ARTICLE 20- (1) Transfer applications are evaluated by the admissions jury within the respective graduate school department. The admissions jury makes their assessments in accordance with the criteria specified, and makes their recommendations about the admission of the candidates to the programs. Also, the jury, by taking the opinions of the respective departments into consideration, decide about which of the courses from previous programs correspond to the courses in the new programs to be transferred to, and also about the courses need to be taken from lower semesters. Final admission and course exemptions take place upon the approval of the recommendations of the jury by the respective Graduate School Administrative Board.
(2) While evaluating the transfer applications, the GPAs of the students are taken into consideration first. If they are equal, the students who never failed a course or those who have less number of failing courses are given priority. If the equality still continues, the students with the higher ALES or equivalent of ALES, or GRE or GMAT scores are given priority.
(3) As a result of the evaluation, the students who fall within the quota are determined as original and others are determined as substitutes and they are announced via the University website.
(4) The results for transfer applications are announced on the University’s web page.
SECTION SEVEN
Course Evaluation and Adaptation
ARTICLE 21- (1) Following rules are applied in the evaluation of courses taken by the students, accepted for transfer, at the higher education institution they are coming from:
a) (Add SD 22.07.2014-231/A14) In transfers within the university from a similar named non-thesis master program to a program with thesis, or from a program with thesis to non-thesis master program, the entire courses taken in the previous program can be replaced with the courses at master program with the decision of the Graduate School Administrative Board.
b) (Change SD 22.07.2014-231/A14) In transfers from other institutions, or from other programs within the university, number of courses, equivalent to 50% IUE credit courses may be exempted in the program being transferred to.
c)Courses without any IUE credits are not taken into consideration when calculating the total credit of the courses to be exempted.
ç)Courses, which will be exempted, should not be used for any diploma degree previously.
(2) Based on this, missing credits as a result of the adaptation, are completed by taking the compulsory courses of the program and by taking the electives that are not taken before.
ARTICLE 22- (1) The successful courses, of the students transferring from other institutions, are indicated with Exempt (EX) grade. The GPAs of these students are determined in accordance with the courses they take at IUE. These grades are not included in SGPA and GPA calculations.
(2) The successful courses, of the students transferring from other institutions, are indicated with the grade letters and are included in the grade point average.
Period of Education
ARTICLE 23- (1) The total period that is spent in the previous program by the students who transferred within the university or from other institutions, will be included in the maximum education period.
Enforcement
ARTICLE 24- (1) The Rector of the Izmir University of Economics enforces the provisions of this Regulation.
Effectiveness
ARTICLE 25- (1) This Regulation takes effect on the date of its approval by the Senate of Izmir University of Economics.
This Regulation went into effect with the Senate decision dated 05 May, 2014 and numbered 226/A5 and Board of the Trustees decision dated 13 May, 2014 and numbered 46.
