UNDERGRADUATE AND ASSOCIATE PROGRAMS SCHOLARSHIP AND DISCOUNT REGULATION


 

 

 

SECTION ONE

Purpose, Scope, Basis, and Definitions

 

Purpose

ARTICLE 1- (1) The purpose of this regulation is to set out the general rules regarding scholarships and tuition discounts to be awarded to students in order to provide enrolment of successful students to Izmir University of Economics; encourage these students to study harder, and to award successful students.

 

Scope

ARTICLE 2 - (1) This regulation includes the rules regarding scholarships and tuition discounts to be awarded to associate and undergraduate degree students of the university, including those in the English Preparatory Program.

 

Basis

ARTICLE 3-(1) This regulation has been established in accordance with the respective articles of Izmir University of Economics Student Regulation for Associate and Undergraduate Degree Education, and Faculty of Medicine Education and Examination Bylaw in pursuant of Laws No: 2547 and 4633.

 

Definitions

ARTICLE 4 – (1) The references in this regulation are as follows;

a) Board of Trustees: Izmir University of Economics Board of Trustees,

b) Academic Unit: Faculty, school, or vocational schools affiliated to Izmir University of Economics,

c) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)  Undergraduate program: Higher education program with at least eight semesters,

ç) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15) Associate program: Higher education program with at least 4 semesters,

d) Rector: The Rector of Izmir University of Economics,

e) Senate: The Senate of Izmir University of Economics,

f) Administrative Board: Izmir University of Economics Administrative Board,

g) University/IUE: Izmir University of Economics,

ğ) ECTS: European Credit Transfer and Accumulation System.

 

 

SECTION TWO

Scholarships

 

OSYS Scholarship

ARTICLE 5 - (1) Scholarship student quotas and quotas for students, who are going to receive scholarship based on special aptitude test, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

 

(2) (Change SD 30.01.2019-357-A/10-BDT 12.02.2019-16) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)The scholarship for undergraduate program students covers annual tuition fees, excluding summer school fees, and the opportunity of staying in the dormitory, provided by the University free of charge, for students, who are placed among the top 2500 people in Verbal and Language score type, and among the top 10.000 in Equal Weight and Quantitative score type that reside out of Izmir, and for those who reside in Izmir but whose transportation is not possible via public transportation vehicles in the same day (those travelling for more than 50km by land) , and those who reside in the districts identified by the University. The duration for scholarship students benefiting from the dormitory is 2 years in Foreign Language Preparatory Program, 4 years in 4-year undergraduate programs, and 6 years in 6-year undergraduate programs.

 

(3) The scholarship for associate program students covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees.

 

(4) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)The duration for scholarships is as long as the maximum education period. It is 2 years in Foreign Language Preparatory Program, 4 years in Associate Programs, 7 years in four-year Undergraduate Programs, and 9 years in six-year Undergraduate Programs. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

 

Scholarship for Students from Abroad

ARTICLE 6 - (1) Scholarship student quotas are determined by the Board of Trustees each year, and announced by Turkish Higher Education Council.

 

(2) Scholarship for undergraduate students from abroad covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees.

 

(3) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15) The duration for scholarships is as long as the maximum education period. It is 2 years in Foreign Language Preparatory Program, 4 years in Associate Programs, 7 years in four-year Undergraduate Programs, and 9 years in six-year Undergraduate Programs. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

 

OSYS Vertical Transfer Scholarship (Change SD 27.02.2019-358-A/16-BDT 11.04.2019-19)

ARTICLE 7- (1) Scholarship student quotas are determined by the Board of Trustees each year, and announced by Measurement, Selection and Placement Center (OSYS).

 

(2) The scholarship for students placed with vertical transfer exam covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees

 

(3) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15) The duration for scholarships is as long as the maximum education period. It is 2 years in Foreign Language Preparatory Program, and 7 years in four-year Undergraduate Programs. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

 

International Student Scholarship

ARTICLE 8- (1) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)The quotas, duration, and requirements for this scholarship, which will be awarded to international students who want to study at undergraduate programs based on the quotas specific for countries within the scope of the internalization mission of the University, are determined by the Board of Trustees upon the recommendation of the Senate. The duration for scholarships is as long as the maximum education period. It is 2 years in Foreign Language Preparatory Program, 4 years in Associate Programs, 7 years in four-year Undergraduate Programs, and 9 years in six-year Undergraduate Programs. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their scholarship period.

 

(2) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)Scope of International Student Scholarship is determined by the Board of Trustees.

 

Allocated Scholarship

ARTICLE 9 - (1) Various scholarships may be generated through funds by natural and legal persons or institutions, excluding the University or the founding organization of the University, to be allocated to the University for scholarship purposes, or funds generated by the University in the name of persons or organizations. 

 

(2) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)The Board of Trustees and the Senate determine the quotas, distribution, duration, and codes of practice for this scholarship in accordance with the protocol signed between the donator and the University.

 

(3) If there are no requirements specified for scholars, the provisions of this regulation will be taken as basis for this type of scholarship.

 

(4) Allocated scholarship does not cover summer school fees and dormitory fees.

 

SECTION THREE

DISCOUNTS

 

OSYS Discounts

ARTICLE 10-(Change of article number SD 26.12.2018-355-A/26-BDT 08.01.2019-15) (1) Quotas for students eligible for 75%, 50%, or 25% discount in tuition fees, and quotas for students, who are going to receive discount in tuition fees based on special aptitude test, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

 

(2) OSYS discount covers the discount rate at the time of registration, excluding summer school fees, and it does not cover dormitory fees.

 

(3) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)The duration for discounts is as long as the maximum education period. It is 2 years in Foreign Language Preparatory Program, 4 years in Associate Programs, 7 years in four-year Undergraduate Programs, and 9 years in six-year Undergraduate Programs. Discounts continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their discount period.

 

Basic Sciences Preference Discount ( Add SD 18.06.2020-399-A/11- BTD 22.06.2020-39) 

MADDE 10A1- (1) Basic Sciences Preference Discount is offered to support basic science fields such as Sociology, Mathematics and Physics. For the students who have been placed in the Sociology, Mathematics and Physics departments of our university with 50% discounted quota in YKS exam, are eligible to receive an additional 25% discount on top of their 50% YKS discount in the event that they select Izmir University of Economics in their top 10 preferences if they meet the conditions below. Students who are eligible to receive the Basic Sciences Preference Discount pay the tuition fees at a discount of 75% in total.

a)         to score in the top 250 thousand in Turkey rankings in Equal Weight score type for the sociology department,

b)         to score in the top 325 thousand in Turkey rankings in numerical score type for the Mathematics department,

c)         to score in the top 475 thousand in Turkey rankings in numerical score type for the Physics department.

 

(2) (Change SD 22.07.2020 403/A25-BTD 27.07.2020-41)Basic Sciences Preference Discount does not cover summer school and dormitory fees.

 

 (3) (Change SD 22.07.2020 403/A25-BTD 27.07.2020-41)The period for benefiting from the discount is as long as the maximum education periods, that is 2 years in Foreign Language Preparatory Program; 7 years in Sociology, Mathematics and Physics programs. Discount is not interrupted until the end of this period. The time that students defer their registration in any semester, in accordance with their justified and valid excuses, is added to the discount period.

Department of Architecture YKS Merit Discount (Add SD 22.07.2020 403/A25-BTD 27.07.2020-41)

ARTICLE 10/A2- (1) Department of Architecture YKS Merit Discount is given to support successful students who want to study in the Department of Architecture. In addition to 25% YKS discounts, 25% Department of Architecture YKS Merit Discount is applied to students who were placed to IUE Department of Architecture with a 25% discount quota with YKS exam who rank in the top 125 thousand in the numerical score type. Students who are entitled to receive YKS Merit Discount from the Department of Architecture pay tuition fees at a discount of 50% in total.

 

(2) Department of Architecture YKS Merit Discount does not cover summer school and dormitory fees.

 

(3) The period for benefiting from the discount is as long as the maximum education periods, that is 2 years in Foreign Language Preparatory Program; 7 years in Architecture Program. Discount is not interrupted until the end of this period. The time that students defer their registration in any semester, in accordance with their justified and valid excuses, is added to the discount period.

OSYS Vertical Transfer Exam Discounts (Add SD 27.02.2019-358-A/16-BDT 11.04.2019-19)(Change of article number SD 18.06.2020-399-A/11- BTD 22.06.2020-39) 

ARTICLE 10/A3 – (1)  (Change of article number SD 22.07.2020 403/A25-BTD 27.07.2020-41)Quotas, for students who are eligible for 75%, 50%, or 25% discount in tuition fees, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

(2) OSYS Vertical Transfer Exam discount covers the discount rate at the time of registration, excluding summer school fees, and it does not cover dormitory fees.

(3) The duration for discounts is as long as the maximum education period. It is 2 years in Foreign Language Preparatory Program, and 7 years in four-year Undergraduate Programs. The period of deferred registration, for students with justified and valid reasons, is added to their discount period.

 

 Associate and Graduate Programs Academic Merit Discount   (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12)

ARTICLE 11 - (Change of article number SD 26.12.2018-355-A/26-BDT 08.01.2019-15)

 (1) Associate and Graduate Programs Academic Merit discount quotas and discount rates are determined by the Board of Trustees upon the recommendation of the Senate by considering the University budget.

 

(2) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12) Associate and Graduate Programs Academic Merit discount is awarded to students who display outstanding performance in the fall/spring semesters of the academic year in which they registered for undergraduate/associate program, excluding the Foreign Language Preparatory Program. The scholarship starts from the end of the first year of their study, and the Board of Trustees designates the discount rate. Academic merit scholarship is awarded to students who meet the following requirements:

a)  Renewing registration for Fall/Spring semesters of the present academic year,

b) Taking at least 60 ECTS credit-courses at the end of the first year, at least 120 ECTS credit-courses at the end of second year, at least 180 ECTS credit-courses at the end of third year, at least 240 ECTS credit-courses at the end of fourth year, at least 300 ECTS credit-courses at the end of fifth year, and the total of ECTS for the respective year being at least 50,

 c) Obtaining a grade point average of 3.50 and over in the Fall/Spring semesters of the academic year in which they registered for,

 ç) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Getting a high internship grade in semester/s subject to Associate and Graduate Programs Academic Merit discount,

 d) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Not receiving any disciplinary punishments in semester/s subject to Associate and Graduate Programs Academic Merit discount,

 

(3) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Associate and Graduate Programs Academic Merit discount is valid for the duration of academic year the student has been awarded, but the grant’s continuity is not guaranteed, and it does not cover summer school fees. 

 

 (4) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12) If a student meets the requirements, he/she may be awarded the Associate and Graduate Programs Academic Merit discount for more than one academic year.

 

(5) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Seniors in 4-year undergraduate programs and seniors in 6-year undergraduate programs may qualify for Graduate Programs Academic Merit discount discount if they meet the requirements.

 

Foreign Language Preparatory Program Second Year Discount

ARTICLE 12 - (1) Students, who could not succeed in the Foreign Preparatory Program at the end of the first academic year, qualify for 50% discount in tuition fees for the second academic year.

 

 (2) Foreign language preparatory program second year discount does not cover summer school fees and dormitory fees.

 

Sibling, Parent, Child, Spouse Discount

ARTICLE 13 - (1) A 10% discount is applied to parents (mother-father), children, and spouses of students studying in associate, undergraduate, and graduate, programs of Izmir University of Economics at the same time.

 

(2) Sibling, Parent, Child, Spouse Discount does not cover summer school fees and dormitory fees.

 

(3) In the event of one of the beneficiaries of this discount leaving the University, the discount for the other student will be terminated in the following semester.

 

Chamber of Commerce Members Discount

 

ARTICLE 14 - (Change SD 29.08.2018/ 347-A7/ BDT 29.08.2018-5) (1) Discount in tuition fees, at specific rates deemed suitable by the Board of Trustees, is applied to students who meet the following requirements, once for each membership.

a)  (Change SD 06.08.2019/369-A/9/ BDT 20.09.2019-24) Blood relatives and in-laws of members (Pursuant to Article 18 of Turkish Civil Code, one of the spouses and blood relatives of the other spouse are considered in-laws at same level and type.) of Izmir Chamber of Commerce and Izmir District Chambers of Commerce, and other city and district chambers of commerce affiliated to the Union of Chambers and Commodity Exchanges of Turkey who are:

b) (Change SD 12.08.2020 406/11-BTD 18.08.2020 42)  Real persons, registered to Izmir Trade Registry Office, have been a member for 1 year, have been partners for the past year, have the authority to represent and bind income tax law, not having a pending chamber membership, and have declared a revenue not less than the written limits in article 48/1 of Income Tax Law at least once in the past 3 years,

c) Blood relatives and in-laws of members (Pursuant to Article 18 of Turkish Civil Code, one of the spouses and blood relatives of the other spouse are considered in-laws at same level and type.) of Izmir Chamber of Commerce and Izmir District Chambers of Commerce, and other city and district chambers of commerce specified by the Board of Trustees who are:

ç) Legal persons, registered to Izmir Trade Registry Office, have been a member for 1 year, have been partners for the past year, and have the authority to represent and bind

 (2) Below mentioned documents need to be submitted to the University in order to benefit from this discount:

a) (Change SD 12.08.2020 406/11-BTD 18.08.2020 42) Registration certificate from the respective Trade Registry Office, certified income tax return, and business account summary approved by the tax office for the same period (for real people), 

b) (Change SD 12.08.2020 406/11-BTD 18.08.2020 42)  Document proving the partnership for the past year from relevant Izmir Trade Registry Office (for legal people), registration certificate, approved corporate tax return, and document proving the legal persons having the authority to represent and bind.

c) Certified copies of identity register of students and parents who are going to benefit from the discount.

(3) This discount is valid for 1 year in Foreign Language Preparatory Program, 3 years in associate programs, 5 years in 4-year undergraduate programs, and 7 years in 6-year undergraduate programs. Discount does not cover summer school and dormitory fees, and extended education periods.  

 

IUE (Izmir University of Economics), IZTO (Izmir Chamber of Commerce) Members, and IUE Founder Members Discount

ARTICLE 15 - (1) Discount in tuition fees, at specific rates deemed suitable by the Board of Trustees, is applied to members, their spouses and children of Izmir Chamber of Commerce, to Izmir University of Economics permanent academic and administrative personnel, their spouses and children, and to members and staff of founding organization of Izmir University of Economics, and their spouses and children.

 

(2) This discount is valid for 1 year in Foreign Language Preparatory Program, 3 years in associate programs, 5 years in 4-year undergraduate programs, and 7 years in 6-year undergraduate programs. Discount does not cover summer school and dormitory fees, and extended education periods.

 

 (3) In the event of the right to discount being abolished, the discount for the student will be terminated in the following semester.

 

Vertical Transfer IUE Alumni Discount (Change SD 27.02.2019-358-A/16-BDT 11.04.2019-19)

ARTICLE 16 - (1) 25% discount is applied to students, who graduated from the University’s associate programs and qualify to enroll in the undergraduate programs of the University via Vertical Transfer Exam.

 

 (2) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15)The duration for discounts is as long as the maximum education period. It is 2 years in Foreign Language Preparatory Program and 7 years in four-year Undergraduate Programs, and they do no cover summer school and dormitory fees. Discounts continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their discount period.

 

Athlete Discount (Added SD 19.06.2019 365/7-BTD 09.07.2019 23)

ARTICLE 16A - (1) Athlete Discount is awarded in order to attract athletically gifted student-athletes to Izmir University of Economics so they can join the University team and represent the University in their branches. The application dates are announced on the University web page, and the Board of Trustees selects eligible students upon the recommendation of the University Administrative Board.   

 

(2) Athlete Discount covers tuition and/or dormitory fees. The Board of Trustees, upon the recommendation of the University Administrative Board, determines the athlete discount quotas and tuition and/or dormitory fees discount rates by taking the University budget and means into consideration.

 

(3) Athlete Discount is awarded to new enrollees on conditional basis.

 

(4) Students need to meet the following criteria to be eligible for Athlete Discount:

a) Not having received any disciplinary punishments throughout education,

b) Not getting involved in any actions that might jeopardize the prestige of the university in the public eye.

 

(5) Athlete Discount does not cover summer school fees.

 

(6) Athlete Discount is valid for the academic year it is awarded; it is not awarded on a continuous basis. (Additional sentence SD 22.07.2020 403/A25-BTD 27.07.2020-41)The total discount / scholarship amount, to be applied to students over their semester tuition fees, is determined by adding the athlete discount to their current discounts / scholarships.

 

(7) If a student meets the requirements, he/she may be awarded the Athlete Discount for more than one academic year. The Board of Trustees, upon the recommendation of the Rectorate, decides about the continuity of the discount and its scope.

 

(8) Athlete Discount will be terminated in the following semester in the event of the eligibility of the student being no longer valid, the student leaving the University on his or her own will, or being dismissed from the team by the team manager.

 

Graduate Programs Academic Merit Discount  (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12)

 ARTICLE 17-(1) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12) Seniors in 4-year undergraduate programs and seniors in 6-year undergraduate programs may qualify for Graduate Programs Academic Merit discount if they meet the following requirements. The duration for discounts is as long as the maximum education period of the Graduate Degree program they will be accepted. The period of deferred registration, for students with justified and valid reasons, is added to their discount period.

 

 a) Obtaining a weighted grade average of 3.50 or above for courses taken in fourth grade (7th and 8th semesters) in the registered 4-year undergraduate program during fourth grade Fall and Spring semesters and for courses taken in fifth grade (9th and 10th semesters) in the registered 6-year undergraduate program during fifth grade.

 b) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12)Getting a high internship grade/internship evaluation in semester/s subject to Graduate Programs Academic Merit discount,

 c) (Change SD 7.11.2018-351-A/11-BDT 26.11.2018-12) Not receiving any disciplinary punishments in semester/s subject to Graduate Programs Academic Merit discount.

 

Highest ranking student discount (Add Article 29.07.2020 SD 404-A/9 BTD 18.08.2020-42)

Article 17A- (1) 100% discount in tuition fees is applied to the first, second and third highest ranking (including joint ranks) undergraduate program graduates of the University who are enrolled in the University's master's and / or doctoral programs; to the top undergraduate program graduates (including joint ranks) of the department who are enrolled in the University's master’s programs, and to the highest ranking (including joint ranks) associate program graduates of the University’s vocational schools who are enrolled in the University's undergraduate programs via Vertical Transfer Exam over the tuition fees of departments / programs in which they will be enrolled.

(2) Highest ranking student discount does not include summer school and dormitory fees.

(3) The period for benefiting from the discounts is as long as the maximum education periods, that is 2 years in Foreign Language Preparatory Program; 7 years in four-year undergraduate programs, and 9 years in six-year undergraduate programs; 2 semesters in the graduate scientific preparation program; 6 semesters in graduate programs with thesis; 3 semesters in graduate programs without thesis; 12 semesters for those admitted to doctorate program with graduate programs without thesis degree, and 14 semesters for those admitted to doctorate program with undergraduate degree.  Discounts are not interrupted until the end of this period. The time that students defer their registration in any semester, in accordance with their justified and valid excuses, is added to the discount period.

 

SECTION FOUR

General Provisions

 

ARTICLE 18 - (1) (Change SD 22.07.2020 403/A25-BTD 27.07.2020-41) (Change SD 18.06.2020-399-A/11- BTD 22.06.2020-39) Students who are awarded more than one scholarship or discount, excluding students who qualified to receive "Athlete Discount", “Basic Sciences Preference Discount” and Department of Architecture YKS Merit Discount” can benefit from the one with the highest amount and most extensive scholarship/discount.

ARTICLE 19 - (1) In the event of students receiving OSYS Scholarship or OSYS Discount transferring, requirements specified in “Regulations for Transfer on Associate and Undergraduate Level” shall be in effect. 

 

ARTICLE 20 - (1) The scholarships awarded by Izmir University of Economics are complimentary and they do not bind the students with any financial or service obligations.

 

Effectiveness

ARTICLE 21 - (1) This Regulation takes effect on the date of its approval by the Board of Trustees.

 

Enforcement

ARTICLE 22 - (1) The Rector of the Izmir University of Economics enforces the provisions of this Regulation.

 

PROVISIONAL ARTICLE 1- (Deleted SD 26.12.2018-355-A/26-BDT 08.01.2019-15)

 

PROVISIONAL ARTICLE 2- (Deleted SD 26.12.2018-355-A/26-BDT 08.01.2019-15)

 

PROVISIONAL ARTICLE 3- (1) (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15) Students, who were admitted to Izmir University of Economics within OSYS discount within the scope of Article 11 on or before 2015, will pay discounted fees for the dormitory based on their discount rates.

 

PROVISIONAL ARTICLE 4- (Change SD 26.12.2018-355-A/26-BDT 08.01.2019-15) (Add SD 07.02.2017-303/A8-BTD 07.03.2017-28) (1) Students, who were admitted to Izmir University of Economics with OSYS scholarship, OSYS discount, or international student scholarship quota within the scope of Article 5, 8, and 11 on or before 2016, will pay discounted fees for summer school based on their scholarship rates.

 

PROVISIONAL ARTICLE 5- (Deleted SD 26.12.2018-355-A/26-BDT 08.01.2019-15)

 

PROVISIONAL ARTICLE 6- (Deleted SD 26.12.2018-355-A/26-BDT 08.01.2019-15)

 

PROVISIONAL ARTICLE 7-(Add SD 30.01.2019-357-A/10-BDT 12.02.2019-16)Students, who enrolled to the University on 2018 and before as part of the OSYS scholarship, are not subject to the success requirement specified in clause 1 of article 5 in order to stay at the dormitory for free.

 

Ministry of Youth and Sports National Athletes Discount (Add SD 22.07.2020 403/A25-BTD 27.07.2020-41)
PROVISIONAL ARTICLE 8-
(1) Ministry of Youth and Sports National Athletes Discount includes a 100% tuition fee discount for national athletes under the age of 24, who are entitled to enroll in the University’s associate and undergraduate programs in the “Paid” or “Discounted” quota with the 2020 YKS exam, and can certify that they have been successful in the following areas in the past 4 years and are actively involved in the national team on the date of application.

a)   Group 1 field: Athletes, who won medals in Olympic, Paralympic and Deaflympics Games, Youth Olympics, World and European Championship Finals of the Olympic and Paralympic sports in the senior category, World and European Cups Finals of the sports of which World and European Championships are not held.

b)   Group 2 field: Athletes who participated in World and European Championship Finals in the category of U-21, Youth and Stars in Olympic and Paralympic sports,  World and European Cups Finals of the sports in the category of U-21, Youth and Stars of which World and European Championships are not held, athletes who won medals at the European Games, University Games, Mediterranean Games, Islamic Games, European Olympic Youth Summer and Winter Festivals, World Championships organized by FISU (International Federation of University Sports), and athletes who participated in the Olympic, Paralympic and Deaflympics Games and Youth Olympics.

c)   Group 3 field: Athletes who won medals in international  competitions and tournaments in which at least 16 athletes from countries attended in the individual sports and at least 9 teams from countries attended in team sports that are held in Olympic and Paralympic sports branches and included in the competition calendar of international federations, and athletes who participated in World and European Championship Finals in the category of U-21, Youth and Stars in Olympic and Paralympic sports, and athletes who participated in World and European Championship Finals in sports in the category of U-21, Youth and Stars of which World and European Championships are not held.

 

(2) The Ministry of Youth and Sports National Athletes Discount is decided by the Board of Trustees upon the proposal of the Senate, not exceeding 5 people in total, in the undergraduate and associate degree programs.

 

(3) Discount application dates are announced on the University website. Candidates must submit the following documents completely to the University on the announced dates for their application to be considered valid:

a) Application Form

b) Reference letter(s)

c) Nationality Certificate to be obtained from the federation of its branch

ç) All national competition results in the last 4 years.

 

(4) The Placement Points of the applicants on the announced dates are calculated considering the group field, the active sports teams of the University, the interview to be held by the jury. Candidate's Placement Score (YP) is the sum of the following points out of 100:

a) Group Field Point: 30 points for applications from group 1 field, 20 points for group 2 field, and 10 points for group 3 field,

b) Points according to the active sports teams of the University: 30 Points for Tennis, Swimming, Men's Basketball, Women's Volleyball, American Football, Fencing, Chess, Sailing, Football fields, 20 points for Women's Basketball, Athletics, Archery, Water Polo, Snowboard, Triathlon fields, and 10 points for  all other fields,

c) Interview Points: Maximum of 40 Points.

 

(5) The interview jury consists of a total of 5 people: Director of Health, Sports and Culture, Sports Coordinator, Rector or Vice Rector, and 2 people determined by the Board of Trustees.

 

(6) In the ranking of the candidates whose placement score (YP) is equal, the following is given priority:

a) Group field point,

b) Interview point,

c) Points according to the active sports teams of the University.

 

(7) Candidates who are eligible to apply are listed according to the Placement Points (YP) starting from the highest score. The candidates who are entitled to make final registration by taking place within the announced quota are made within the announced period. Registration of candidates who are entitled to final registration is made according to Regulation for Associate and Undergraduate Degree Education and Examinations.

 

(8) If there is available quota, registration is made on the dates announced earlier, starting from the candidates who have the highest placement score from the waiting list within the announced quota. The number of candidates in the waiting list cannot exceed the number of candidates in the main list and the quotas in the second paragraph of this article. Registration of candidates who are entitled to final registration is made according to Regulation for Associate and Undergraduate Degree Education and Examinations. Candidates on the waiting list, who do not register on the announced dates, lose their right to register.

 

(9) Ministry of Youth and Sports National Athletes Discount is valid for 2 years in Foreign Language Preparatory Program, 4 years in associate programs, 7 years in 4-year undergraduate programs and 9 years in 6-year  undergraduate programs.  It does not cover summer school and dormitory fees and extended education periods. The period of deferred registration, for students with justified and valid reasons, is added to their discount period.

 

(10) In the following cases, the discount is terminated following the semester of Ministry of Youth and Sports National Athletes Discount:

a) The student giving up participation in sports fields without reason,

b) Not renewing the semester registration,

c) Having received any disciplinary penalty,

ç) Those, who exceed the age range in article 7 of Competition Directive of Turkish University Sports Federation Directorate.

 

(11) In case the student gives up participation in sports fields due to health problems, after the student's situation is evaluated by the Director of Health, Sports and Culture, it is submitted for the approval of the Board of Trustees with a reasoned report. The Board of Trustees decides whether the student's discount will continue or not.         

 

 

This regulation takes effect upon the decision of the Senate dated 28.02.2018 and numbered 334/A-7 and the decision of the Board of Trustees dated 06.03.2018  and numbered 41
