      PRINCIPLES FOR THE IMPLEMENTATION OF INCENTIVES FOR PARTICIPATION IN ACADEMIC ACTIVITIES


      Objective 
      Article 1 – (1) The objective of these principles is to encourage the active participation of Izmir University of Economics faculty members, lecturers, and research assistants continuing their doctoral-level education in national and international scientific meetings, congresses, conferences, symposiums, and similar activities, to increase academic productivity, and to strengthen the University's scientific visibility.
       
      Definitions
      Article 2 – (1) The definitions in these principles are as follows: 
      a) Scientific Activity: National or international peer-reviewed activities that meet the criteria defined in Annex-1 of the University's Legislation for Appointment and Promotion of Academic Staff,
      b) Participant: Academic staff who apply under these principles and participate in the activity by giving a presentation, presenting a paper, or as an invited speaker,
      c) Support: Participant's travel, accommodation, and registration expenses being covered by the University at a certain percentage.
       
      Scope
      Article 3 – (1) These principles cover the procedures and essential provisions regarding the University's support for the participation of full-time faculty members, lecturers, and research assistants continuing their doctoral-level education at Izmir University of Economics in national and international scientific activities.
       
      Minimum Publication and Activity Conditions
      Article 4 – (1) To benefit from the academic participation incentive, the conditions specified below, based on cadre group and criteria in Annex-1 of the University's Legislation for Appointment and Promotion of Academic Staff, must be met. The phrase 'Izmir University of Economics' must be included in the works presented at the activities. Evaluation is carried out considering the Participation Limits, Repetitions, and Exceptions listed below. The term Annex-1 refers to the criteria of the University's Legislation for Appointment and Promotion of Academic Staff Annex-1.

      Faculty Members (Prof., Assoc. Prof., Asst. Prof.)

      Minimum 30 points[1] from Articles 1.1–1.6 of Annex-1; or minimum 20 points from international project lead/tasks defined in Articles 4.1–4.6 of Annex-1; or minimum 20 points from international patent, national patent, and design registration defined in Articles 3.6-3.8 of Annex-1 in the last 3 academic years.

      Travel + Registration + Accommodation + Meals – Maximum 1,500 EUR

      The participant must be giving a presentation or be an invited speaker at the activity. The determined support amount in this regulation may be used for multiple activities within one year, provided the limit is not exceeded.

      Lecturers (Dr. Lecturer, Lecturer)

      Minimum 20 points[1] from Articles 1.1–1.6 or 2.1–2.5 of Annex-1; or minimum 10 points from international project lead/tasks defined in Articles 4.1–4.6 of Annex-1; or minimum 20 points from international patent, national patent, and design registration defined in Articles 3.6-3.8 of Annex-1.

       

       

      Applied and creative field works are included. The determined support amount in this regulation may be used for multiple activities within one year, provided the limit is not exceeded.

      Research Assistants

      ­-Dr. Res. Asst.: Minimum 10 points[1]  from Articles 1.1–1.6 of Annex-1 or work produced from their thesis in the last 3 years.

       

      - Res. Asst.: Thesis proposal approved or advanced to the thesis stage, and actively presenting at the activity.

      Total budget of 1,500 EUR during the tenure. This amount may be used for multiple activities, provided the limit is not exceeded.

       

       

       

      [1] For the Faculty of Law, points to be taken from Articles 1.9, 1.11, and 1.12 of  Annex 1 for the last 3 years;  For the Faculty of Fine Arts and Design, points to be taken from the conditions between Articles 2.10 and 2.12 and Article 2.15 for the last 3 years may be included in the calculation.

       

      B. Strategic Area Activities

      The point thresholds and support limits defined in section A may be modified by the following situations and rates:

      Incentive for Possible Publication

      If the work presented at the activity is published or accepted for publication in an international peer-reviewed journal within 12 months, the participant's point threshold for the next application may be reduced by 10%.

      Participation Limits, Repetitions, and Exceptions
      ARTICLE 5
      – (1) For faculty members and lecturers, the determined annual budget in this regulation may be used for multiple activities within each academic year (September 1 – August 31), provided the determined support amount is not exceeded.

      (2) Research assistants may benefit from a total of 1,500 EUR in scientific activity support during their tenure (including the period after receiving the title of Dr.). The support may be used for multiple activities, provided this amount is not exceeded.

      (3) When determining the support limit that lecturers appointed to the Dr. Lecturer position can benefit from within the academic year, the support they benefited from while in the Lecturer position within the same academic year is taken into account.

      (4)  If the same work or publication is presented by more than one person, only the person giving the presentation is supported. The same rule applies to poster presentations.

      (5)  If more than one person from our University participates in the same activity with the same work, only one can receive support. The order of priority is:
         1. The person giving the presentation,
         2. The first author of the work,
         3. The person in the position of project leader.

      (6)  If the travel, accommodation, or registration expenses of the invited speaker are covered by the inviting institution/organization, the University support cannot be used for the same activity. Those who fail to declare that their expenses are covered cannot benefit from the incentive in the following period.

      (7) If the participant receives financial support for the same activity from another institution (e.g., TUBITAK, EU, private fund, association, or scholarship), the support under this regulation cannot be used. Those who fail to declare that they received support from these institutions cannot benefit from the incentive in the following period.


      Application, Assignment, and Approval Process
      Article 6
      – (1) Applications are made using the methods determined by the University and 30 days before the academic activity.

      (2)  The approval chain is: Head of Department/Program/Division → Dean/Director → Vice Rector Responsible for Academic Affairs → Rectorate.

      (3)  Following the approval of the Head of Department/Program/Division → Dean/Director, the Vice Rector Responsible for Academic Affairs examines the applications for compliance with the Annex-1 criteria; submits the suitable applications for Rectorate approval and forwards them as an information note to the Board of Trustees.

      (4)  Payments for approved expenditures to be supported are made as the TL equivalent according to the provisions of the University's Travel and Travel Advance Regulation.

      Post-Participation Obligations
      Article 7
      – (1) The participant must digitally submit the participation report, certificate, and program to the Office of the Vice Rector Responsible for Academic Affairs within 10 working days of returning from the activity.

      (2) Personnel who fail to submit the required documents on time cannot apply for support in the following year.

      Monitoring and Evaluation
      Article 8
      – (1) The Research Committee prepares the 'Academic Activity Participation Incentive Report' regarding the Academic Activity Participation Incentive Program at the end of each academic year and submits it to the Vice Rector Responsible for Academic Affairs.

      Amendments
      Article 9
      – (1) These principles may be amended by the decision of the Senate of Izmir University of Economics.

      Repealed Regulation
      ARTICLE 10
      - (1) The “Academic Travel Regulation” which entered into force with the Senate decision dated 25.10.2002 and numbered 13/5 and the Board of Trustees decision dated 06.01.2003 and numbered 22/C-10 is repealed.

      References
      ARTICLE 11
      – (1) References made to the “Academic Travel Regulation” which entered into force with the Senate decision dated 25.10.2002 and numbered 13/5 and the Board of Trustees decision dated 06.01.2003 and numbered 22/C-10 shall be deemed to have been made to these principles.

      Effectiveness
      Article 12
      – (1) These principles take effect on the date they are approved by the Board of Trustees of Izmir University of Economics.

      Enforcement
      Article 13
      – (1) The Rector of Izmir University of Economics enforces the provisions of these principles. The Rector may assign an 'Academic Participation Incentive Coordinator' who will be directly under the Vice Rector Responsible for Academic Affairs, if deemed necessary.

       


      Annexes
      Annex-1
      : Academic Activity Participation Incentive Application Form
      This is the official form to be used by the faculty member, lecturer, or research assistant when applying for participation support.

      Annex-2: Post-Participation Report Form
      This is the evaluation report that the supported participant is obliged to submit upon returning from the activity.
      The certificate of participation, activity program, and expense documents are also attached to this form.


      This principle, entered into force with the Senate decision dated 12.11.2025 and numbered 565, and the Board of Trustees decision dated 14.11.2025 and numbered 104.
