      DISASTER MANAGEMENT AND RISK REDUCTION (EKOAYRA) RESEARCH AND APPLICATION CENTER BYLAW


      SECTION ONE

      Preliminary Provisions

      Purpose

      ARTICLE 1- (1) The purpose of this Bylaw is to set out the general rules and principles regarding the aims, activities, governing bodies, their duties and working style of Izmir University of Economics Disaster Management and Risk Reduction Research and Application Center.

      Scope

      ARTICLE 2- (1) This Bylaw includes provisions regarding the aims, activities, governing bodies, their duties and working style of Izmir University of Economics Disaster Management and Risk Reduction Research and Application Center (EKOAYRA).

      Basis

      ARTICLE 3- (1) This Bylaw has been established in accordance with paragraph (d), sub paragraph (2) of clause one of Article 7, and Article 14 of Higher Education Law No. 2547 dated 4 November 1981.

      Definitions

      ARTICLE 4- (1) The references in this bylaw are as follows:

      a) Advisory Board: The Advisory Board of the Centre,

      b) Center (EKOAYRA): Disaster Management and Risk Reduction Research and Application Center of Izmir University of Economics,

      c) Director: The Director of the Center,

      ç) Rector: The Rector of Izmir University of Economics,

      d) Senate: The Senate of Izmir University of Economics,

      e) University (IUE): Izmir University of Economics,

      f) Administrative Board: The Administrative Board of the Center.

       

      SECTION TWO

      Aims of the Centre and Areas of Activity

      Aims of the Centre

      ARTICLE 5- (1) The aim of the Center is to coordinate the research-development and application activities that need to be carried out with a multidisciplinary, interdisciplinary and intersectoral perspective with a holistic approach in order to be resilient and prepared for natural disasters that can trigger each other such as earthquakes, rain, floods, storms, fires, especially earthquakes in Izmir and other provinces; to create a competitive, creative, productive research environment by triggering national and international collaborations; and to increase these activities in terms of quality and quantity.

      Areas of Activity

      ARTICLE 6- (1) Activities of the center are as follows:

      a) Carry out activities in line with the Center's objectives regarding natural disasters.

      b) Encourage the development of high intellectual value-added ideas through the contributions of basic, applied, and social sciences within the University concerning disaster prevention and management, and to turn these ideas into implementation projects.

      c) Develop and strengthen collaborations at national and international levels with universities, public institutions and organizations, private sector organizations, intergovernmental organizations, and non-governmental organizations in the areas of disaster management and risk reduction; promote information sharing and research; and engage in applied training activities and awareness campaigns.

      ç) Establish joint work groups in line with the Center's objectives, produce joint projects, contribute to existing projects, and provide consultancy services by promoting the shared use of R&D resources among units.

      d) Contribute to development and growth plans, and ensure the consideration and evaluation of creative ideas and talents in the preparation of plans and roadmaps.

      e) Organize national and international scientific meetings such as courses, seminars, symposiums, congresses, and conferences on disaster management and risk reduction for various types of natural disasters.

      f) Design training activities for associate, undergraduate, and graduate students based on the experiences gained in areas related to the Center’s objectives, and ensure the training of qualified personnel domestically and abroad as needed.

      g) Monitor and evaluate technological developments in disaster management and risk reduction; publish printed materials to inform stakeholders and the public about the work done; and design digital training materials for local coordination and provide training.

      ğ) Establish sub-units, work groups, communities, and similar structures or platforms in line with the Center’s objectives, and support the activities of organizations with similar goals.

      h) Perform other duties assigned under relevant legislative provisions.

       

      SECTION THREE

      Governing Bodies of the Centre and Duties

      Governing Bodies

      ARTICLE 7- (1) The center is made up of the following governing bodies:

      a) Director

      b) Administrative Board

      c) Advisory Board

      Director

      ARTICLE 8- (1) The Director is appointed by the Rector for a three-year term from among the University's faculty members who are involved in activities related to the center's areas of activity. The Director whose term of office expires may be reappointed or in cases deemed necessary, he/she may be dismissed by the Rector without waiting for the expiration of the term.

      (2) In order to assist the Director in his/her work, a Vice Director is appointed by the Rector upon the proposal of the Director for a three-year term from among the University's faculty members who are involved in activities related to the center's areas of activity. When the Director's duty ends, the duty of the Vice Director also ends. The Vice Director whose term of office expires may be reappointed or in cases deemed necessary, he/she may be dismissed by the Rector without waiting for the expiration of the term. The Vice Director deputizes the Director when the Director is not on duty. In the event that the deputization lasts more than six months, a new Director is appointed.

      (3) The Vice Director performs the duties assigned by the Director in line with the Center’s objectives and is responsible to the Director.

      Director’s Duties

      ARTICLE 9- (1) Duties of the Director of the Centre are to:

      a) Represent the Center.

      b) Take and implement the necessary measures regarding the management and functioning of the Center in line with its purpose.

      c) Chair the Administrative Board, implement the decisions taken by the Administrative Board, monitor and supervise their results.

      ç) Prepare the Center’s annual activity report in comparison with previous years, along with other requested reports when necessary, and submit them for the Rector’s approval following the decision of the Administrative Board.

      d) Prepare the Center’s personnel requirements and budget-related proposals, and submit them for the Rector’s approval following the decision of the Administrative Board.

      e) Ensure that all units within the Center and the University operate in a coordinated, effective, and high-quality manner, and take necessary measures when needed.

      f) Establish collaborations and joint projects with national and international organizations, and undertake initiatives aimed at developing the Center’s financial resources and ensuring their effective and efficient use.

      g) Submit reports to the Advisory Board aimed at evaluating the opinions and recommendations identified by the Board and aligning them with implementation objectives.

      ğ) Perform other duties assigned by the Rector under the provisions of the relevant legislation.

      Administrative Board

      ARTICLE 10- (1) The Administrative Board consists of nine members: the Director as the Chair, the Vice Director, and seven members who are appointed by the Rector for a three-year term from among the University's faculty members who are involved in activities related to the center's areas of activity, upon the recommendation of the Director. Members, whose terms have ended, may be reappointed in the same manner, or may be dismissed before the expiration of their term in the same manner. A member who fails to attend the meetings of the Administrative Board three times in a row without an excuse shall automatically cease to be a member.

      (2) The Administrative Board convenes at least twice a year upon the call of the Director with the absolute majority of the total number of members, and decisions are taken by majority of votes.

      Administrative Board Duties

      ARTICLE 11- (1) Duties of the Administrative Board are to:

      a) Make decisions regarding the management and operations of the Center and establish its working procedures.

      b) Determine the principles for supporting research projects deemed necessary.

      c) Set the principles and guidelines for the use of the Center in associate, undergraduate, and graduate education and research activities, and provide opinions to the Director when necessary.

      ç) Review and approve the programs and budget proposals related to personnel and funding needs prepared by the Director, as well as proposals for cooperation with domestic and international institutions and joint projects, and submit them to the Rector.

      d) Work on resourcing to fulfill the objectives of the Center.

      e) Evaluate the annual report of the Center prepared by the Director or any other requested reports, and finalize them for submission to the Rector by the Director.

      f) Review and finalize the proposals submitted by the Director and the Advisory Board.

      Advisory Board

      ARTICLE 12- (1) The Advisory Board consists of at most seventeen members appointed for a period of three years by the Rector from among the faculty members and/or members of the University, public institutions and private sector organizations who have studies related to the fields of activity of the Center, under the chairmanship of the Rector, and of the Vice-Rector in the absence of the Rector.

      (2) The Advisory Board convenes at least once a year.  

      Advisory Board Duties

      ARTICLE 13- (1) Duties of the Advisory Board are to:

      a) Offer any kind of recommendation related to the objectives of the Center and provide opinions on the measures taken and practices implemented.

      b) Contribute to the establishment and development of collaboration in the fields of disaster management and risk reduction with universities, public institutions, private sector organizations, and non-governmental organizations at both national and international levels.

      c) Provide opinions on the utilization of external (non-university) financial resources.

      SECTION FOUR

      Miscellaneous and Final Provisions

      Staffing Needs

      ARTICLE 14- (1) Academic, technical, and administrative staffing needs of the Center is fulfilled by a staff to be assigned by the Rector pursuant to Article 13 of Law No. 2547.

      Non-Provisional Circumstances

      ARTICLE 15- (1) Provisions of Law No.2547 and other respective legislations will be taken into account should non-provisional cases occur in this Bylaw.

      Effectiveness

      ARTICLE 16- (1) This Bylaw takes effect on the date it is published.

      Enforcement

      ARTICLE 17- (1) The Rector of the Izmir University of Economics enforces the provisions of this Bylaw.

       

       This Bylaw took effect on the date of its publication on the Official Gazette dated 08.04.2025 and numbered 32864.
