      FACULTY OF MEDICINE MEDICAL INTERNSHIP PROCEDURES AND PRINCIPLES


      SECTION ONE

      Definition, Purpose, Source, Scope, Basis

       

      Definition

      ARTICLE 1- (1) Students, who have successfully completed the first five-year education at Izmir University of Economics Faculty of Medicine (IUEFoM), who are entitled to move on to the sixth year and who are prospective doctors to provide primary health care services are defined as "intern doctors".

       

      Purpose

      ARTICLE 2-(1) The purpose of these Procedures and Principles is to set out all processes related to the intern education of Izmir University of Economics Faculty of Medicine.

       

      Source

      ARTICLE 3-(1) These Procedures and Principles have been prepared based on the National Core Curriculum (NCC), IUEFoM Education and Examination Bylaw, and the original education and training program.

       

      Scope

      ARTICLE 4-(1) These Procedures and Principles include the provisions regarding the intern education training and assessment-evaluation processes, attendance and other issues at the Faculty of Medicine of Izmir University of Economics.

       

      Basis

      ARTICLE 5-(1) These Procedures and Principles have been prepared in accordance with Article 14 of Higher Education Law No: 2547 and dated November 4, 1981, and on the relevant legislation of Izmir University of Economics.

       

      SECTION TWO

      Purpose, Lenght, Work Station and Rotations, General Principles

      Scope of Internship Training and Training Activities

       

      ARTICLE 6. The purpose of the Faculty of Medicine intern education is to enable medical students to apply the knowledge, skills and attitudes they have acquired in the previous periods of medical education in the fields of health service delivery, in line with the Graduate Qualifications.

       

      ARTICLE 7-(1) The lenght of the intern education is 12 (Twelve) months without interruption. Students continue their internship education without interruption, except for the “Just Causes” determined by the Izmir University of Economics Senate.

       

      ARTICLE 8-(1) External institutions can be universities, institutes, hospitals and similar institutions in the country and abroad to be determined by the IUEFoM Dean's Office. Their duration can be changed if deemed appropriate by the faculty board.

       

      ARTICLE 9-(1)  At the beginning of the internship training, the “Internship Adaptation Program” is organized with the purpose of informing the students about learning outcomes, scope and program, learning methods, assessment-evaluation process, learning resources and rules to be followed. It is mandatory for all interns to participate in the adaptation program. The Faculty Board determines the scope and form of this program.

       

      ARTICLE 10-(1) The Internship period consists of Basics, General Surgery-Anesthesiology, Gynecology and Obstetrics, Pediatrics and Diseases, Adult Health and Diseases, Emergency Medicine, Neurology-Psychiatry, Public Health, Family Medicine and elective education sections.

       

      General Principles in Internship Training

      ARTICLE 11-(1)  In internship training, students work in health service delivery locations such as clinics, polyclinics, operating rooms, laboratories, medical imaging centers, family health and community health centers, other health institutions and organizations, etc.), under the supervision of faculty member(s) in charge. They perform the defined activities for all education sections of the internship period.

       

      ARTICLE 12-(1)  A feedback meeting is held under the supervision of the faculty member in charge on the last day of each training period, and the program, its functioning, whether the anticipated learning outcomes have been achieved and other issues are evaluated together with the students.

       

      ARTICLE 13-(1) Internship period education and training programs and their content are decided by the Faculty Board after they are prepared by the relevant departments and the Medical Education Board, taking into account the program qualifications and core curriculum of IUEFoM. The program is carried out by the 6th grade coordinatorship.

       

      (2) 6th grade education programs are prepared in a way to prepare students to use, synthesize and make decisions for primary health care delivery. The programs include interactive training activities conducted at the bedside, on the job and/or in other educational environments, basic medicine practices and attitudes and behaviors towards professionalism.

       

      (3) Interactive training activities are planned for the basic admission symptoms/conditions, disease and clinical problems of the relevant divisions.

       

      (4) General and education section-specific application lists are prepared for the entire internship period, and students' performance is evaluated and feedback is given with bedside/on-the-job evaluation methods within basic medicine practices.

       

      (5) In addition, it is recommended that faculty members see patients with intern doctors and discuss patient reception, communication, professionalism, diagnosis, differential diagnosis, treatment, prevention and follow-up.

       

      (6) The purpose of the education section, learning outcomes, scope, learning methods and assessment and evaluation process are announced in the guides. The program of each group is announced to the students on the first day of the education period, and it is important to comply with this program except for mandatory situations.

       

      SECTION THREE

      6th Grade Coordinator, Faculty Member in charge of Education Section and Intern Representative, Duties and Responsibilities of Intern Doctors, Attendance status, Intern Report Cards and Assessment-Evaluation Process, Feedbacks

       

      6th Grade Coordinator, Faculty Member in charge of Education Section and Intern Representative

      ARTICLE 14- (1) Selection of the 6th grade coordinator, faculty member in charge of the education section and intern representative, their duties, authorities and responsibilities are stated below:

       

      a) 6th Grade Coordinator; The Coordinator is appointed by the Dean for a period of 2 years. The work and duties are defined by these procedures and principles. Intern doctors are responsible for ensuring coordination between divisions/departments and the dean's office. The coordinator meets with the intern doctor representative at least twice a year and evaluates the intern doctors' feedback, and enables divisions to determine, review and make necessary preparations for educational goals, tools and methods at the beginning of each academic year.

       

      b) Faculty Member in Charge of 6th Grade Education Section; Faculty Member in Charge of 6th Grade Education Section is selected and assigned by the relevant division/discipline from among the faculty members of the division/discipline. He/she presents the educational goals and objectives, tools and methods, competence and evaluation criteria to the coordinator on the dates determined by the Dean's Office. He/she arranges the intern report card according to the educational goals and objectives of the division. Ensures that the training is carried out in accordance with the objectives, monitors and evaluates the training process. Organizes the training and rotation programs of the intern doctors in the unit and prepares the shift schedules. Monitors the information and protection of intern doctors against risks to health workers on behalf of the dean. He/she gives information to the interns about the execution and functioning of the training program at the beginning of the education section, and holds an evaluation meeting and receives written / verbal feedback. The faculty member in charge and the head of the division/department evaluate and approve the report cards of intern doctors at the end of the education section.

       

      c) Intern Doctor Representative; Intern Doctor Representative is selected at the beginning of each academic year. The tenure covers the entire internship period, unless there are any mandatory conditions. In case of objections to the selection of the intern representative and/or the current representatives, the Dean's Office makes the decision regarding the selection. The intern representative ensures that the feedbacks of the students are forwarded to the coordinator, actively participates in the evaluation and improvement studies of the education and training processes.

       

      Duties and Responsibilities of Intern Doctors

      ARTICLE 15-(1) Intern doctors must fulfill (actually perform or monitor) the duties assigned to them regarding health care in the units where they are educated. They must participate in educational activities and other academic activities (seminar, literature, case presentation, council, etc.) and successfully complete the activities for which they will take responsibility.

       

      (2) Intern doctors must comply with all the rules and conditions, work hours of the division / department or institution they selected to work for. These periods may be exceeded depending on the benefit of the patient or the quality and necessity of the health service.

       

      (3) Intern doctors take responsibility for patients in their clinical work and they work under the supervision of the faculty member in charge in the diagnosis, follow-up and treatment processes and present these patients to the responsible faculty members in charge during their clinical visits. The relevant divisions determine the number of inpatients that intern doctors will be responsible for.

       

      (4) In departments with outpatient clinics, all intern doctors are assigned to the polyclinic alternately for an equal period. They take part under the supervision of the physician in charge in taking the anamnesis, physical examination, and treatment of the patients.

       

      (5) Intern doctors must fulfill the duty of keeping watch as deemed appropriate by the division or department they are working in and cannot leave the place of duty without permission. They are responsible to the clinical duty doctor during their watch. The number of watch cannot be more than once every three days and not more than eight per month. Fulfilling the duty of keeping watch in healthy and appropriate conditions is under the responsibility of the official of the institution.

       

      (6) The watch duty cannot be changed without an excuse and except in compulsory situations. When such a need arises, it is necessary to inform the education section supervisor and get approval. Intern doctors working in different education section cannot change their watch duty with each other. It is the responsibility of the education section supervisor to arrange and monitor the watch lists.

       

      (7) Intern doctors cannot be appointed in a way that is not in accordance with the purpose, learning objectives and content of the education, which is not mainly fulfilled by the physician or goes beyond the educational purpose without taking a role and responsibility in the diagnosis and treatment processes of the patients.

       

      (8) Intern doctors are obliged to comply with the general rules of the institution / organization they work and the rules specific to the unit they work, to know the International Patient Safety Goals and to work in accordance with these rules.

       

      (9) When working in national or international institutions in elective education sections, work principles, rules and conditions of those institutions are valid. However, if these go beyond the acceptable limits, the semester coordinator is informed.

       

      (10) it is the responsibility of the intern doctors to get the approval of the officials of the institutions / organizations for the studies conducted in elective education / practice sections, and to get them transferred to the intern report card with the appropriate documents and in due time.

       

      (11) Intern doctors are obliged to dress in accordance with the dress code of the institution / organizaiton and to carry their identity cards visibly in the institution.

       

      (12) Intern doctors must know the rights of patients and their relatives, respect them, and act in accordance with the principle of confidentiality of patient information and the Law No. 6698.

       

      (13) They must feel obliged to contribute to the health services of the institution.

       

      (14) They must work in harmony and mutual respect with all employees providing health services in the unit / department they work.

       

      (15) The education section supervisor must introduce the intern doctors to the unit / department employees and draw the boundaries of their duties at the beginning of each work period.

       

      (16) Intern doctor cannot inform a patient about their disease without the knowledge of the physician in charge.

       

      Attendance

      ARTICLE 16-(1) It is compulsory to attend the education sections during the internship period. If an Intern doctor does not attend more than 10% of the specified education period in each education period, he/she is considered absent.

       

      (2) Intern doctors, who participate in national or international scientific, cultural or sports activities for the representation of the faculty, university or country with the assignment approved by the Administrative Board, are deemed to be on leave from the education period they rotate during the event. However, such assignments cannot exceed 20% of the total education period (including weekends and public holidays). If this period is exceeded, they are given a grade of "unsatisfactory" and they have to repeat the education section.

       

      (3) The education section supervisor monitors the attendance of the intern doctors. The student, who exceeds the absenteeism limit, is notified to the semester coordinator by the education section supervisor before the education section ends.

       

      Report Cards and Assessment-Evaluation Process

      ARTICLE 17-(1) Evaluation of internship training is based on the evaluation of students' achievement of program competencies. For this purpose, an intern report card is prepared in line with IUEFoM program qualifications and the success of the students is evaluated as 'Satisfactory' or 'Unsatisfactory' by taking into account the criteria in this report card.

       

      (2) It is the responsibility of the intern doctors to make sure the intern report card is completed and entered into the system.

      They are obliged to complete their report cards until the last day of the education section and to transmit them through the system.

       

      (3) The signed document regarding the qualification taken from an external institution at the end of the elective education section, will be delivered to the 6th grade elective education section supervisor within two work days at the latest. Those who do not submit their intern report cards on time will have "unsatisfactory" grades and will have to repeat the education section.

       

      (4) Students, who do not fulfill the attendance requirement, do not comply with the work rules of the relevant education section, or exhibit attitudes and behaviors that do not suit the prospective physician, are considered “unsatisfactory”.

       

      Feedbacks

      ARTICLE 18-(1) Verbal and written feedback is received from the students to help develop the programs in the 6th grade education sections.

       

      (2) On the last day of all education sections, verbal feedback sessions are held and whether learning outcomes have been achieved and problems related to training and other issues are discussed.

       

      (3) Written feedback is received in the computer environment or with feedback forms.

       

      (4) The education section supervisor and the semester coordinator do the analysis of the feedback.

       

      SECTION FOUR

      Other Provisions

       

      Program Development Activities

      ARTICLE 19-(1) By evaluating the recommendations from the students in line with the verbal and written feedbacks, the divisions / departments make the arrangements that need to be made urgently on issues such as the timing and the way the training activities are carried out, the infrastructure, and inform the Dean’s Office in writing about these arrangements.

       

      (2) Important arrangements / changes planned to be made in the program are presented to the Medical Education Board at the end of the academic year, together with the opinion of the division / department and feedback reports. Recommendations that cannot be fulfilled despite the feedbacks are also stated in this report with their justifications.

       

      (3) The Medical Education Board discusses the recommendations regarding the relevant education section and then the Faculty Board finalizes them.

       

      Student Exchange

      ARTICLE 20-(1) A maximum of 4 (four) months of internship training can be performed in another medical faculty, hospital or institute that provides medical education in the country or abroad. However, students must apply to the Dean's Office with a petition and acceptance certificate of the other institution at the latest two weeks before the date corresponding to the internship period they will perform in our faculty.  The Administrative Board must approve the applications.

       

      (2) In the last month of the internship period, education sections other than the optional education cannot be performed outside the institution not to cause any loss of rights due to graduation procedures and time limitations specified in the legislation.

       

      ARTICLE 21-(1) The follwing are required in application and admission of students from other domestic or foreign medical faculties who want to receive internship training in our faculty's divisions/departments:

       

      a) Petition and transcript of the applicant,

      b) Approval/offer letter of the Dean’s Office of the relevant faculty,

      c) Application to the Dean's Office at least three months before the date on which internship training is requested,

      d Approval of the applications by the Faculty Administrative Board.

       

       

      Principles of Forming Intern Groups

      ARTICLE 22-(1) Making sure the number of students equal is important in the formation of intern education groups.

       

      (2) Students, who join after the start of the academic year for various reasons, are added to the group with the most appropriate schedule and the lowest number of students.

       

      (3) The rotations of the students, who benefit from the domestic and international student exchange program, are determined according to the education they will attend with the exchange program.

       

      SECTION FIVE

      Non-Provisional Circumstances

      ARTICLE 23-(1) Provisions of respective legislations and decisions of the Faculty Board are taken into account should non-provisional cases occur in these Procedures and Principles.

       

      Effectiveness

      ARTICLE 24-(1) These Procedures and Principles take effect with the approval of the University Senate, to be valid as of the beginning of the 2022-2023 Academic Year.

       

      Enforcement

      ARTICLE 25-(1) The Dean of the Faculty of Medicine, Izmir University of Economics enforces the provisions of these Procedures and Principles.

       

       

      * These Procedures and Principles took effect with the Senate decision dated 07.09.2022 and numbered 478-2022-22-C/1.
