Article 1-(Change: SD-27/10/2009-142-A/10) These regulations are implemented for the publication of the course books, course notes, supplementary course books, original researches of the lecturers of the University, etc., the works with scientific quality or translated works with or without paying copyright, and the working of the Publication Commission of the University.
Article 2-(Change: SD-27/10/2009-142-A/10)
These regulations have been prepared in accordance with
a) Articles 14 and 48 of Higher Education Law numbered 2547,
b) Universities’ Publication Regulations prepared in accordance with related provisions of Higher Education Law numbered 2547,
c) Regulations about the Publications other than Books, Texts, and Supplementary Books Used As Course Medium prepared in accordance with related provisions of Higher Education Law numbered 2547.
The Foundation of the University Publication Commission
Article 3-(Change: SD-27/10/2009-142-A/10)
The Publication Commission consists of two permanent and two substitute academic members chosen by the University Administrative Board from among its members under the chairmanship of the Vice Rector. In cases where the publications of the academic studies in which the Director of the Commission or the permanent members take place are demanded to be published, substitute members instead of the related members are called for duty in accordance with order of election. If the Director resigns, the meeting is held under the chairmanship of the most senior member.
The term of office of the elected members is limited to the term of office of their University Administrative Board membership.
The Responsibilities and Authorities of the University Publication Commission
Article 4-The responsibilities and authorities of the Publication Commission are as follows:
a) To carry out the necessary planning, concerning publications,
b) (Add: SD-27/10/2009-142-A/10) To determine the formal qualities that will constitute the basis concerning publications,
c) (Add: SD-27/10/2009-142-A/10) To establish the specialist jury about evaluating the publications,
d) To evaluate the works that are ready to be published, and determine whether they are appropriate for publication as far as educational and instructional needs are concerned,
e) To discover which group of the stated principles the works belong to; to determine the printing order, printing amount and printing manner.
Article 5 -(Change: SD-27/10/2009-142-A/10) The Publication Commission makes use of the services of the lecturers and other administrative personnel. Publication Commission puts its entire work (decisions, assignments, declarations, etc.) in writing.
Article 6-(Change: SD-27/10/2009-142-A/10) The verdicts of the Publication Commission are finalized with the approval of the University Administrative Board.
According to these principles, the works published by the Izmir University of Economics are stated below in order of precedence.
a) Course books: Original or translated works that are required in any educational program and which cover the whole educational program that has been designated by the related regulation.
b) Course notes: Duplicated publications, however not in book form, which directly or indirectly cover a part or the whole of the required or elective course programs in the educational programs, and duplicated or publications to be duplicated, which cover all the practical and laboratory programs of a course.
c) Supplementary course books: Original or translated works which directly or indirectly cover a part or the whole of the course programs that have been determined as required or elective in the educational program.
d) Original researches: Researches of the university lecturers, related or not related to a research project.
e) Scientific works, original or translated: Scientific publications, which have been written or translated by the university lecturers.
f) (Add: SD-27/10/2009-142-A/10) Books of Papers: The books in which the papers presented in meetings like conferences, symposiums and congresses organized by the University are published.
(Change: SD-27/10/2009-142-A/10) Publications (university booklet, graduation catalogue, publications about promotion, etc.) that are not covered by the above definitions are subject to the principles, which have been determined by the Interuniversity Committee.
Article 8-(Change: SD-27/10/2009-142-A/10) According to the Universities' Publication Regulations, the writers of scientific works, which are original or translated, such as course books, course notes, supplementary course books and original researches by the university lecturers, apply to the Rectorate with the work they wish to be published. Along with these applications, a “Publication Presentation Document” is attached, which is prepared by the author and signed by the related Head of Department/ Dean/ Graduate School Director/ Vocational School Director.
Evaluation of the Works
Article 9 -(Change: SD-27/10/2009-142-A/10)
Upon receiving the application, the Publication Commission meets in 15 days and starts the procedure. In the first meeting, the Publication Commission evaluates the publications as far as educational and instructional needs are concerned. If finds necessary, the Commission establishes a jury made up of specialists in the subject of the work and decides to send the work to the jury.
If finds necessary, the Publication Commission demands the evaluation of the Ethics Committee about the applied works and sends a copy to the Committee.

Article 10-(Article no Changed: SD-27/10/2009-142-A/10) The lecturers evaluating the works give a report concerning their views about the works individually in 30 days following their assignment.
Article 11-(Article no Changed: SD-27/10/2009-142-A/10)
In the meeting that the Publication Commission holds after receiving the jury reports, the Commission;
a) Gives a negative or positive decision or demands a change in the work by considering the views in the report.
b) If the evaluation result proposes a change in the work, these change demands are sent to the author of the work in written form.
The author returns the changed copy of the work to Publication Commission. If finds necessary, the Commission sends the work to a jury member in order to take a final report. The Commission gives a decision in a meeting held after receiving the report of the jury member and submits to the University Administrative Board.
Article 12-(Article no Changed: SD-27/10/2009-142-A/10) One copy of the works that are not approved for publication is held at the Rectorate, other copies are returned to the author.
Article 13 -(Article no Changed: SD-27/10/2009-142-A/10) The calculations of the works' copyright royalty based on the corrected copies are made by the Publication Commission, according to the University Publication Regulations.
Article 14-(Article no Changed: SD-27/10/2009-142-A/10) University Publication Commission gives the decision about publishing or not publishing the works, and this decision is executed after the approval of the University Administrative Board.
Rules to be applied in Situations without Decree
Article 15 -(Article no Changed: SD-27/10/2009-142-A/10) The decrees of the University Publication Regulations and Regulations about the Publications other than Books, Texts, and Supplementary Books Used as Course Medium are effective in cases that are not specified in these principles.
Article 16-(Article no Changed: SD-27/10/2009-142-A/10) This directive takes effect on the date of the approval by the Board of Trustees of the Izmir University of Economics.
Article 17 -(Article no Changed: SD-27/10/2009-142-A/10) This directive is executed by the Rector of the IUE.
