DIRECTIVE ON THE LEGISLATION COMMISSION
Purpose and Scope
ARTICLE 1- (1) The purpose of this Directive is to regulate the provisions regarding the establishment, duties, powers, working procedures and principles of the Legislation Commission established within Izmir University of Economics.
(2) This Directive covers the structure, scope of duties and functioning of the Izmir University of Economics Legislation Commission.
Definitions
ARTICLE 2- (1) For the purposes of this Directive:
a) Chair refers to the Chair of the Legislation Commission,
b) Unit refers to the academic and administrative units within Izmir University of Economics,
c) Deputy Secretary General refers to the Deputy Secretary General of Izmir University of Economics,
ç) Secretary General refers to the Secretary General of Izmir University of Economics,
d) Legal Counsel refers to the Legal Counsel of Izmir University of Economics,
e) Commission refers to the Izmir University of Economics Legislation Commission,
f) Legislation refers to regulations, directives, procedures and principles, circulars, implementation principles, instructions and similar regulatory acts put into effect or amended within the University,
g) Board of Trustees refers to the Board of Trustees of Izmir University of Economics,
ğ) Vice Rector refers to the Vice Rector of Izmir University of Economics,
h) Rector refers to the Rector of Izmir University of Economics,
ı) Senate refers to the Senate of Izmir University of Economics,
i) University refers to Izmir University of Economics.
Formation of the Commission
ARTICLE 3- (1) The Commission shall consist of the relevant Vice Rector as Chair, the Secretary General, the relevant Deputy Secretary General, the Rector’s Office Manager, at least one faculty member appointed by the Rector for a term of three years from among the University’s full-time faculty members, and the Legal Counsel.
(2) The secretarial services of the Commission shall be carried out by a rapporteur assigned by the Secretary General.
(3) Depending on the agenda item, the Commission may invite representatives of the relevant units or experts to its meetings in order to obtain information and opinions.
Duties of the Commission
ARTICLE 4- (1) The duties of the Commission are as follows:
a) To carry out legislative work in areas needed by the University,
b) To review the currency, applicability and internal consistency of University legislation, to inform the relevant units where amendments are required, and to develop proposals regarding amendments deemed necessary,
c) To examine and evaluate matters related to legislation referred by the Rectorate.
SECTION THREE
Proposals from Units and Review Process
Preparation and Submission of Amendment Proposals
ARTICLE 5- (1) The relevant units of the University shall submit their reasoned proposals regarding the preparation of new legislation or amendments to existing legislation to the Rectorate for referral to the Commission.
(2) Each proposal to be submitted to the Commission must include the following:
a) The subject of the proposal,
b) The justification for the need for an amendment or a new regulation, and any relevant information and documents, if available,
c) Where a new text or amendment is proposed, a comparative version showing the existing text and the proposed text.
(3) Proposals whose justification is not clearly stated, which do not include a comparative text, or which are submitted with incomplete information or documents shall not be included on the Commission’s agenda and shall be returned to the relevant unit for completion of the deficiencies.
(4) Where deemed necessary, the Commission may request additional explanations, documents or a revised text from the unit submitting the proposal.
(5) Proposals that have been preliminarily reviewed by the rapporteur in terms of form shall be placed on the agenda by the Chair.
Meeting Procedure
ARTICLE 6- (1) The Commission shall convene upon the call of the Chair with the absolute majority of the total number of its members.
(2) The meeting invitation, together with the agenda and its annexes, shall be sent to the members by the rapporteur before the meeting date.
(3) The proposals on the agenda shall be discussed and evaluated, necessary revisions shall be made, and the opinion of the Commission shall be formed.

Miscellaneous and Final Provisions
Entry into Force
ARTICLE 7- (1) This Directive shall enter into force on the date of its approval by the Senate of Izmir University of Economics.
Execution
ARTICLE 8- (1) The provisions of this Directive shall be executed by the Rector of Izmir University of Economics.
This Directive entered into force by the Senate decision dated 29.04.2026 and numbered 573-2026/06-B1.
