      R&D QUALITY DETERMINATION AND EVALUATION COMMITTEE WORKING PROCEDURES AND PRINCIPLES


      SECTION ONE
      Purpose, Scope, Basis, Definitions and Abbreviations

      Purpose
      ARTICLE 1
      - (1) The purpose of these procedures and principles is to regulate the procedures and principles related to the preliminary examination, evaluation, monitoring, and completion processes of R&D Studies for R&D, innovation, design, and industrial cooperation activities carried out within the scope of Izmir University of Economics.

      Scope
      ARTICLE 2
      - (1) These procedures and principles cover the formation, duties, and working methods of the evaluation committee for research and development, innovation, and design activities and projects carried out within the scope of university-industry-public-NGO cooperation.

      Basis
      ARTICLE 3
      - (1) These procedures and principles are based on Articles 12, 14, and 58/k of the Higher Education Law No. 2547, the Technology Development Zones Law No. 4691, the Law No. 5746 on the Support of Research, Development, and Design Activities, and the Regulation on the Implementation and Supervision of the Support of Research, Development, and Design Activities.

      Definitions and Abbreviations
      ARTICLE 4
      - (1) The references in these procedures and principles are:
      a) SRP Commission: The Scientific Research Projects Commission of Izmir University of Economics,
      b) Application Form: R&D Project Application Form of Izmir University of Economics,
      c) Evaluation Form: R&D Evaluation Committee Evaluation Form of Izmir University of Economics,
      ç) Frascati Manual: A guide document published by the Organization for Economic Cooperation and Development (OECD) that sets out the internationally accepted methodological framework for the definition, scope, and classification of research and experimental development (R&D) activities,
      d) Committee (R&DEC): Research and Development Evaluation Committee
      e) Oslo Manual: A guide document published by the OECD and Eurostat that defines the international principles for the definition, types, and measurement of innovation activities.
      f) PDTTO: Project Development and Technology Transfer Office,
      g) Rector: The Rector of Izmir University of Economics,
      ğ) Senate: The Senate of Izmir University of Economics,
      h) University/IUE: Izmir University of Economics.

      R&D Activities
      ARTICLE 5
      - (1) R&D work/activity refers to creative and original work conducted on a systematic basis to increase the knowledge stock and to direct existing knowledge toward new applications. An R&D activity must contain an element of innovation, be creative in nature, involve scientific or technological uncertainty, be conducted within the framework of a systematic plan, and its results must be transferable or reproducible.

      (2) R&D activities consist of the following: 
      a) Basic research: Experimental or theoretical work undertaken primarily to acquire new knowledge of the underlying foundations of phenomena and observable facts, without any particular application or use in view.
      b) Applied research: Original research activities undertaken in order to acquire new knowledge directed primarily towards a specific practical aim or objective,
      c) Experimental development: Systematic work, drawing on existing knowledge gained from research and practical experience, directed at producing new products, processes, or services, or at substantially improving those already produced.

      SECTION TWO
      Formation, Duties, and Working Principles of the Committee

      Formation and Appointment of the Committee
      ARTICLE 6
      - (1) The Committee consists of a maximum of 7 faculty members, including the Chairperson, representing different scientific fields. The Chairperson is appointed by the Rector from among the full-time faculty members serving at our University.

      (2) The term of office for members is 3 years. Members whose terms have expired may be reappointed using the same procedure.

      (3) The secretariat of the Committee is carried out by the PDTTO.

      Duties and Authorities of the Committee
      ARTICLE 7
      - (1) The Committee evaluates the R&D, innovation, and design characteristics projects that are not supported under national or international grant programs, but are carried out based on direct contracts with industry/public sectors and requested to be evaluated under Article 58/k of Law No. 2547, within the framework of these procedures and principles.

      (2) The evaluation regarding the R&D nature of projects supported under national and international grant programs, particularly TUBITAK and European Commission grant programs, is conducted by TUBITAK.

      Meeting and Decision-Making Procedures
      ARTICLE 8
      - (1) The frequency of the Committee's meetings is determined by the Chairperson based on the number of applications.

      (2) The Committee shall convene with a simple majority of its total membership; decisions are made by a simple majority of those present at the meeting.

      ARTICLE 9 - (1) When necessary for the evaluation of applications, written opinions may be requested from internal or external university experts, or additional information and documents may be requested from the applicant.

      Application and Evaluation Process
      ARTICLE 10
      - (1) Academics shall apply to their respective Dean’s Office or Directorates via the DMS (Document Management System) through their Head of Department/Division, using the application form and annexes prepared by the Committee and published on the website.

      (2) The documents shall be sent by the Dean’s Office or Directorates via the DMS with an official cover letter to the Project Development and Technology Transfer Office (PDTTO) for review.

      (3) The Project Development and Technology Transfer Office submits the project to the Committee for evaluation. The Committee's evaluation process shall be completed within 30 working days.

      (4) The reasoned decision made by the Committee as a result of its evaluation is recorded in the evaluation form, signed by the committee members, and submitted to the Rector along with a cover letter.

      (5) Applications that have completed the evaluation process are submitted to the University Administrative Board for approval.

      Confidentiality and Conflict of Interest
      ARTICLE 11
      – (1) Committee members and appointed evaluators are obliged to comply with confidentiality regarding the content of the applications.

      (2) A member cannot participate in the evaluation process for applications in which they are directly involved or have a conflict of interest.

      SECTION THREE
      Final Provisions

      Effectiveness
      ARTICLE 12
      - (1) These procedures and principles take effect on the date they are approved by the Senate of Izmir University of Economics.

      Enforcement
      ARTICLE 13
      - (1) The Rector of Izmir University of Economics enforces the provisions of these procedures and principles.


      This procedures and principles took effect with the Senate decision dated 18.02.2026 and numbered 570.
