SECTION ONE

Purpose, Scope, Basis, and Definitions

 

Purpose
ARTICLE 1 –
(1) The purpose of this Bylaw is to set out the procedures and principles regarding the establishment, management, education, duties and functioning of Izmir University of Economics Children’s University Research and Application Centre Kindergarten.

 

Scope
ARTICLE 2 - (1) This Bylaw includes provisions about the procedures and principles regarding the establishment, management, education, duties and functioning of Izmir University of Economics Children’s University Research and Application Centre Kindergarten.

 

Basis
ARTICLE 3 -
(1) This bylaw has been prepared based on provisions of:

-“Higher Education Institutions, Medico-Social Health, Culture and Sports Affairs Department Implementation Regulation”, regulated pursuant to Articles 46 and 47 of Higher Education Law No. 2547 amended by Law No. 2880,

 

-Izmir University of Economics Children’s University Research and Application Centre Bylaw, entered into force by being published in the Official Gazette dated 26 July 2021 and numbered 31549.

 

 

Definitions
ARTICLE 4 -
(1) The references in this bylaw are as follows:

 

a) Kindergarten: Izmir University of Economics Children’s University Research and Application Centre Kindergarten,  

 

b) Kindergarten Directorate: Directorate in charge of management of Izmir University of Economics Children’s University Research and Application Centre Kindergarten,

 

c) Workshop: Activities for children and parents in the center and kindergarten,

 

ç) Science Board: Board in charge of education at Izmir University of Economics Children’s University Research and Application Centre Kindergarten,

 

d) Child: Children aged 36-72 months receiving pre-school education in kindergarten

 

e) Centre: Izmir University of Economics Children’s University Research and Application Centre,

 

f) Principal: Principal of Izmir University of Economics Children’s University Research and Application Centre Kindergarten,

 

g) Vice-Principal: Vice-Principal of Izmir University of Economics Children’s University Research and Application Centre, Kindergarten,

 

ğ) Directorate: Health, Culture and Sports Directorate of Izmir University of Economics,

 

h) Vice Rector: Vice Rector in charge of Izmir University of Economics Children’s University Research and Application Centre, Kindergarten,

 

ı) Intern Student: Undergraduate or associate degree students who perform internship or course practice in kindergarten,

 

i) Parent: Parents, who receive service from kindergarten.

SECTION TWO

Organization and Management

 

Governing Bodies

ARTICLE 5- (1) Kindergarten is made up of the following governing bodies:

  1. Principal
  2. Vice-Principal
  3. Science Board

 

Principal

ARTICLE 6-(1) The Principal is appointed by the Rector for a period of three years upon the recommendation of 3 members appointed by the Izmir University of Economics Rectorate for the Science Board. The Principal, whose term of office has expired, can be reappointed. Anaokulunun yönetilmesi ve geliştirilmesinde The principal is authorized to organize and carry out all the works of the Kindergarten in accordance with the legislation and the program, and answers to Izmir University of Economics Rectorate for the management and development of the kindergarten.

 

(1) Duties of Principal:

 

a) Evaluate the education program implemented in kindergarten, make the necessary corrections/arrangements and guide teachers in the updating process of the program by following the innovations in the field of early childhood education.

 

b) Increase the efficiency of the education and management, increase the quality of education and carry out the necessary research to ensure continuous development in this regard, monitor the current developments in education and evaluate the results.

 

c) Evaluate and approve the scientific research and applications planned to be done in kindergarten.

 

ç) Plan workshops, playgroups, parent interviews, parent meetings, teacher trainings etc. to be held in the kindergarten.

 

d) Lead the efforts to create suitable conditions and time for regular in-service training of teachers working in kindergarten.

 

e) Evaluate the performance of administrative staff, psychologists and teachers working in kindergarten.

 

f) Organize weekly/monthly meetings to ensure internal coordination in kindergarten.

 

g) Mentor the planning and execution of trainings and meetings for parents.

 

ğ) Accept intern students; take part in the determination of the classes they will practice and the teachers they will answer to.

 

h) Ensure the coordination of the kindergarten with the Faculties, Schools, Vocational Schools, Graduate School and Centers within the body of Izmir University of Economics for the execution of academic studies and projects.

 

Vice-Principal

ARTICLE 7- (1) The Vice-Principal is appointed by the Rector for a period of three years upon the recommendation of 3 members appointed by the Izmir University of Economics Rectorate for the Science Board. The Vice-Principal, whose term of office has expired, can be reassigned. The Vice-Principal answers to the Principal for the management and development of the kindergarten.

 

(2) Duties of Vice-Principal:

 

a) Prepare the annual plan of all educational activities of the kindergarten and submit it to the approval of the Principal before the start of the school year.

 

b) Increase the efficiency of the education and management, increase the quality of education and carry out the necessary research to ensure continuous development in this regard, monitor the current developments in education and evaluate the results.

 

c) Take the necessary measures for the provision, use, protection, maintenance, cleaning and order of educational materials.

 

ç) Announce the regulations, announcements, etc. related to education to the personnel and ensure that a harmonious work environment is created.

 

d) Collaborate with the Principal in ensuring school-family cooperation.

 

e) Notify the relevant authority of extraordinary situations related to kindergarten.

 

f) Determine the needs for the use, maintenance, cleaning, indoor and outdoor security of the kindergarten buildings and facilities and notify the relevant units of Izmir University of Economics to take the necessary measures.

 

g) Collaborate with the Principal in the performance evaluation of kindergarten staff.

 

ğ) Prepare an annual report and present it to the Principal at the end of each school year.

 

h) Communicate and counsel with parents.

 

ı) Collaborate with psychologists in the evaluation and follow-up of children's development.

 

Science Board

ARTICLE 8- (1) Science board consists of 5 members, under the chairmanship of the Principal, the Vice-Principal and 3 members assigned by the Izmir University of Economics Rectorate. The Board is appointed by the Rector for a period of three years. The Principal chairs the Science Board.

 

(2) Duties of the Science Board:

 

a) Take part in the creation, execution and evaluation of the training program.

 

b) Give opinions on determining personnel needs and personnel recruitment.

 

c) Collaborate with parents.

 

ç) Take part in the approval and execution of academic studies, projects and studies to be carried out in kindergarten.

 

SECTION THREE

Personnel and Intern Students

 

General Principles

ARTICLE 9-(1) All personnel and intern students are obliged to comply with the job descriptions determined by the Principal and Vice-Principal.

 

Teacher

ARTICLE 10-(1) Persons, who have graduated from universities’ 4-year undergraduate programs in pre-school teaching or child development, work as teachers. Employment is provided as one teacher for every 18 children.

 

(2) Duties of Teacher:

 

a) Plan and implement the monthly and daily training flow in accordance with the training program.

 

b) Take care of the daily care, nutrition and health of the child group for which s/he is responsible for education, and participate in educational activities during their time in kindergarten.

 

c) Prepare the training materials required for the events, ensure the protection and maintenance of the equipment and training materials.

 

ç) Prepare and implement an individual education plan (IEP) if there is an individual with special needs in the class, by following his/her development together with the psychologist.

 

d) Provide full-time training in the groups s/he is responsible for.

 

e) Take part in the planning and implementation of family education and parent meetings.

 

f) Follow the developmental processes of children together with the psychologist and report observations at regular intervals.

 

g) Follow the daily process of children; organize their portfolios at regular intervals.

 

ğ) Participate in the planning and implementation of special days to be celebrated in kindergarten.

 

h) Guide intern students with their applications.

 

ı) Participate in the planning and execution of workshops and activities for children.

 

i) Perform professional and other administrative duties assigned by the Principal and Vice-Principal.

 

Teaching Assistant

ARTICLE 11- (1) Persons, who have graduated from universities’ associate degree programs in child development, work as teaching assistants. Teaching Assistants serves alternately in the classrooms depending on the need, with the assignment of the Principal and the Vice-Principal.

 

(2) Duties of Teaching Assistant:

 

a) Assist the teacher in the planning and implementation of the monthly and daily training flow in accordance with the training program; implement the training program when necessary.

 

b) Take care of the children's daily care, nutrition, health, cleaning and participate in other educational activities during their time in kindergarten.

 

c) Prepare the training materials required for the events, ensure the protection and maintenance of the equipment and training materials.

 

ç) Provide full-time training in assigned groups.

 

d) Assist the teacher in the implementation of parents’ education and participate in the activities.

 

e) Participate actively in the planning and implementation of special days to be celebrated in kindergarten.

 

f) Participate in the planning and execution of workshops and activities for children

 

g) Assist teachers in planning and implementing family education and parent meetings.

 

ğ) Follow the development processes of children together with psychologist and teacher.

 

h) Follow the daily process of the children; help the teacher in organizing their portfolios at regular intervals.

 

ı) Guide intern students with their applications.

 

i) Perform professional and other administrative duties assigned by the Principal and Vice-Principal.

 

Psychologist

ARTICLE 12-(1) A psychologist is appointed when in kindergarten, when necessary. Persons, who graduated from universities’ 4-year undergraduate programs in psychology, work as psychologists.

 

(2) Duties of Psychologist:

 

a) Answers to the Principal and Vice-Principal.

 

b) Prepare and implement a guidance program suitable for the training program with the Principal, Vice-Principal and educators.

 

c) Make screenings about the adaptation status of the students in all classes together with the class teachers.

 

ç) Meet with teachers to evaluate their observations about children.

 

d) Meet with parents, together with child development educators and teachers, at the beginning of the school year and in the middle of the semester, within the knowledge of the Principal.

 

e) Prepare a report twice a year at the end of the fall and spring semesters and present it to the Principal and Vice-Principal.

 

f) Perform other duties related to the guidance given by the Principal and Vice-Principal.

 

Administrative Operations Specialist

ARTICLE 13-(1) A staff member is assigned in kindergarten, to carry out the administrative processes such as secretarial work, document tracking, parent informing and communication etc. Persons, who preferably graduated from universities’ 4-year undergraduate programs in psychology, child development, and are experienced in the relevant field, work as administrative operations specialist.

 

(2) Duties of Administrative Operations Specialist:

 

a) Handle the correspondence by Principal and Vice-Principal.

 

b) Keep the files and notebooks of incoming and outgoing letters, keep the originals or samples of the correspondence by filing and prepare answers to the necessary ones.

 

c) Store and keep confidential the letters contaning personal information submitted.

 

ç) Organize the archives of the kindergarten.

 

d) Carry out assignments and correspondence to the personnel files of kindergarten employees and children.

 

e) Organize and store articles, documents, notebooks and files related to kindergarten.

 

f) Greeting visitors in the kindergarten.

 

g) Receive incoming letters, telephone, e-mail, post and news and deliver them to the relevant places.

 

ğ) Monitor incoming and outgoing goods and services.

 

h) Inform the kindergarten principal of all correspondence and interviews carried out.

 

ı) Follow up of the receipts of the kindergarten dues paid by the parents, and warn the parents whose payment is missing.

 

i) Plan activities such as trips, events, etc.

 

j) Follow up the students coming to the application and internship.

 

k) Take part in the preparation of monthly parent bulletins.

 

l) Follow processes such as cleaning, food and security.

 

m) Oversee the purchase of the basic needs of the kindergarten.

 

n) Help part-time teachers to follow their course schedules.

 

o) Perform other administrative duties given by the Principal and Vice-Principal and duties related to their profession. 

 

Health Personnel

ARTICLE 14-(1) Doctors and nurses are assigned as health personnel in kindergarten.

 

(2) Duties of Health Personnel:

 

a) Make periodic health checks and follow-up of the children's height and weight and ensure that their records are kept.

 

b) Organize and follow up the periodical health checks of the kindergarten staff, which will be held twice a year.

 

c) Take necessary measures to avoid epidemics and infectious diseases, take measures to prevent the spread of epidemics and infectious diseases.

 

ç) Give health-related information to all the staff in the Kindergarten from time to time, when deemed necessary by the Principal.

 

d) Collaborate with the Principal and teachers to participate in parent training and inform parents about health.

 

e) Respond to children and inform the parents in case of accidents, injuries and illnesses that occur in the kindergarten.

 

f) Inform children and staff about accidents and injuries that may occur inside and outside the kindergarten, ensure that the basic rules of first aid are adopted and applied correctly.

 

Support Personnel

ARTICLE 15- (1) Security staff, cleaning/maintenance staff and kitchen staff work as support staff in kindergarten. Izmir University of Economics assigns staff responsible for security and cleaning services periodically. Kitchen staff work full time.

 

(2) Duties of Security Staff:

 

a) Take the necessary measures for the security of the interior and exterior of the building.

 

b) Monitor the security camera system; take precautions for its maintenance and repair.

 

(3) Duties of Cleaning/Maintenance Staff:

 

a) Carry out cleaning, arrangement, maintenance and repair works of the interior and exterior of the building when assigned.

 

b) Carry out the transportation and placement of the goods, tools, equipment and materials belonging to the Kindergarten when assigned.

 

c) Perform services related to the cleaning, maintenance and repair of the kindergarten garden and garden equipment.

 

(4) Duties of Kitchen Staff:

 

a) Maintain the cleanliness and organization of the kitchen and dining hall.

 

b) Prepare breakfast, lunch and afternoon snacks in kindergarten.

 

c) Receive meals from the kitchen.

 

ç) Ensure the dishes are washed.

 

d) Assist kindergarten staff in the daily care, nutrition, health and cleaning of children.

 

e) Perform other duties given by the Principal, Vice-Principal, Teachers, and Administrative Staff.  

 

Intern Student

ARTICLE 16- (1) Students of Izmir University of Economics Vocational School of Health Services, Child Development Program perform their professional practice in kindergarten primarily.  A maximum of two interns and practice students are accepted to each class to work in the classes every day of the week. Students can also be assigned to work in observation, research, etc. in kindergarten. If there is a child with special needs in the class, more than one intern can be admitted to that class. Students who perform internship in kindergarten participate in educational activities under the supervision of acadmeics in charge, Principal, Vice-Principal and Teachers. Intern students are responsible for complying with the rules of the Kindergarten and participating in the studies without disturbing the operation of the program.

 

SECTION FOUR
Objectives, Principles and Rules of Operation

 

Objectives of Kindergarten
ARTICLE 17 –
(1) Objectives:

 

a) Prepare a program and environment that will support the development of cognitive, language, social emotional, motor development areas and self-care skills of children aged 36-72 months.

 

b) Provide appropriate physical and social environmental conditions that can best support the development of children.

 

c) Prepare children for primary school. Improve their Turkish language skills; help them gain problem solving, thinking and decision-making skills.

 

ç) Support children's versatile development, well-being, universal awareness and life skills.

 

d) Support them to adapt to the environment by increasing their awareness of the digital age.

 

e) Enable them to be individuals who can think critically, scientifically and creatively and be inquisitive.

 

f) Take into account the ages, developmental characteristics, learning speeds, interests, needs of children and the opportunities of the school and the environment, while organizing developmental support programs.

 

g) Support all development of children in environments created with contemporary information.

 

h) Ensure the participation of the parents in the education programs, since the parents are the most important factor in the development of the child, to support the development of the children by strengthening the cooperation between the school and the parents.

 

ı) Allow children to develop their self-concept, express themselves and become independent individuals.

 

i) Enable them to access all the achievements they need within the game-based programs.

 

Principles of Kindergarten
ARTICLE 18 – (1) The following principles are taken into account in the services provided in kindergarten;

 

a) Provide education, training and contemporary pre-school services to children aged 36-72 months.

 

b) Enable students in Izmir University of Economics, Vocational School of Health Services, Child Development Program to practice for recognizing the characteristics of 36-72 months old children.

 

c) Prepare an educational environment that will support the versatile development of children such as physical, cognitive, emotional, social, cultural, language and motor skills.

 

ç) Ç Ensure that children acquire nutrition, sleep, self-care skills, correct and healthy habits, and be sensitive to the environment with a love of nature.

 

d) Provide suitable environments for academic staff working in related disciplines to conduct research.

 

Rules of Operation

ARTICLE 19- (1) The rules of operation of the kindergarten are as follows:

 

a) Full-time education is essential.

 

b) Work hours are 8.00-18.00. Teachers stay at school between the hours of 8.30-17.30, the teacher on duty stays at school 8.00-18.00

 

c) Kindergarten is closed on the weekends and public holidays.

 

ç) It is important to bring the child to the kindergarten by 9.30 at the latest not to disrupt the daily education program and order of the kindergarten, and to pick the child up at 18.00 at the latest since the kindergarten closes at 18.00.

 

d) Breakfast, lunch and afternoon snacks are served in the kindergarten. Children who come to school after breakfast should have their breakfast at home. The responsibility in this regard belongs to the parents.

 

e) The children are divided into groups according to their ages (months) and each group consists of a maximum of 18 children.

 

f) A school year in kindergarten begins in September and ends at the end of June. July and August are holidays. Summer school opens in certain periods.

 

g) When it is decided to close the schools by the order of the Izmir Governorship due to adverse weather such as snow, fog etc., the kindergarten will not be able to serve during the period relevant to governor's order.

 

ğ) Parents should avoid calling teachers on their mobile phones during work hours to provide better quality service to children and not to interrupt their education. Parents should call the kindergarten during work hours on matters they want to share or ask in an emergency.

 

h) The school is kept closed, including the summer school, for the periods determined in July and August by the decision of the management to make the necessary preparations for the new academic year, physical landscaping, repair, maintenance and repair works.

 

ı) The kindergarten can be shut down in extraordinary circumstances that may arise in the physical conditions of the Kindergarten and in infectious disease outbreaks, with the approval of the Rectorate.

 

SECTION FIVE
Quota, Registration, Fees, Special Situations

 

Quota

ARTICLE 20- (1) The Kindergarten Principal submits the number of children to be admitted to the kindergarten, taking into account the age groups, to the approval of the Rector’s Office in an official letter in June every year.

 

Registration

ARTICLE 21- (1) Children's registration to kindergarten and services are carried out in accordance with the following provisions:

 

a) On the pre-registration date, the registration of children who are 36 months old as of the beginning of September (September 1) of the current year, preferably who have gained the toilet habit, and children who have not completed 72 months are accepted. As a result of the evaluations made in terms of development, the registration of 30-month-old children who are approved by the Kindergarten Directorate can also be accepted.

 

b) Oryantasyon program tarihleri Anaokulu Müdürlüğü tarafından belirlenir ve velilere önceden duyurulur. Children enrolled in kindergarten start kindergarten with the “Kindergarten Orientation (adaptation) Program”. Kindergarten Directorate determines the orientation program dates and announces to parents in advance.

 

c) Registration for kindergarten is carried out in two stages: pre-registration and final registration. In case of vacant quota in the interim period, Kindergarten registration can be accepted.

 

ç) Kindergarten pre-registration procedures are made to the Kindergarten Directorate and this date is announced to all units of the University and graduates via e-mail, and in the announcements of Izmir University of Economics for external applications. If the applications are full within the pre-registration dates, no new applications will be accepted in the interim period.

 

d) In case of an application exceeding the quota, upon the end of the pre-registration date, the relevant Vice-Rector, Principal and Vice-Principal evaluate the application list.

 

e) The applications of the parents whose registration is taken are evaluated and decided by the commission consisting of the relevant Vice-Rector, Principal and Vice-Principal. The following order is taken into account in the evaluation:

1) Children of Izmir University of Economics Staff,

2) Children of Izmir University of Economics Graduates,

3) Children of Izmir Chamber of Commerce Members,

4) External Applicants (People who are not staff/graduates of Izmir University of Economics and not members of Izmir Chamber of Commerce)

 

f) When the number of applications is high, a lot is drawn when deemed appropriate by the Izmir University of Economics Rectorate. As a result of the lottery, a main list and a waiting list is created. Parents, who are entittel for final registration, submit the required documents to the Kindergarten Directorate on the final registration date. Children of parents who do not take action on the final registration date lose their registration rights. In case of vacancy, the parents in the waiting list are given the right to register, respectively.

 

g) If there are twins who have applied for the lot drawing, a single draw is made for these children, and both of the twins are accepted to Kindergarten. In this case, if the twins were not drawn last, the drawing is completed with one less child from the quota.

 

ğ) Children, who have applied to Kindergarten with the report of the Ministry of National Education Guidance and Research Center and received a report of “can attend kindergarten” and who need special education in accordance with the mainstreaming program, are admitted to Kindergarten within the quota.

 

h) The situation of children, whose parents did not inform the school about their special education needs when starting kindergarten, but whose special education needs are noticed after they start school, is evaluated by the Kindergarten Directorate. When necessary, the Kindergarten Directorate decides on whether the child should continue education or not, and if so, under what conditions.

 

Registration Documents

ARTICLE 22- (1) At pre-registration, the "Pre-Registration Form" to be obtained from the Kindergarten Directorate is filled.

 

(2) In final registration, parents are obliged to fill in the required registration documents and the “Child Identification Forms”, which describe the developmental characteristics of their children, and submit them to the Kindergarten Directorate.

 

(3) Registration files and documents of the Kindergarten must be filled during the final registration.

 

Fees

ARTICLE 23- (1) Kindergarten fees are determined each year by the Izmir University of Economics Board of Trustees upon the recommendation of the Centre’s Administrative Board before the registration process begins. The determined fee is put into effect as of September. When Izmir University of Economics Board of Trustees deems it necessary, it may be decided to decrease or increase the kindergarten fee.

 

(2) Fees are determined at three different levels: Children of Izmir University of Economics Staff and Graduates, children of Izmir Chamber of Commerce members, and children of external applicants (people who are not staff/graduates of Izmir University of Economics and not members of Izmir Chamber of Commerce).

 

(3) Kindergarten fees are deposited by the parents to the relevant bank account between the 1st and the 5th of each month. The deposited fee covers the service received in the relevant month. The paying parent has to send the bank receipt to the Kindergarten Directorate.

 

(4) Kindergarten fee is not charged in July and August when Kindergarten is closed.

 

(5) During the first start of kindergarten, a daily calculation is made until the end of the current month, considering the number of days the child starts Kindergarten. If the child is not sent to Kindergarten for any reason, such as sickness, vacation etc., the Kindergarten fee is charged in full. The fee for the days that the child does not come to Kindergarten is non-refundable.

 

(6) The parents cover special expenses such as social activities including trips, theater, etc., additional lessons/course classes, workshops, and book purchases within the scope of the kindergarten education program. Apart from these cases, the financial issues including the participation fee, organization expenses and the payments to be made to the trainers for other workshops, seminars, certificate programs, courses and similar activities to be organized within the Kindergarten are determined by the Centre’s Administrative Board and approved by the Rectorate.

 

(7) Kindergarten fee includes meals. The Kindergarten Directorate determines the stationery fee annually.  It is collected from the parents at the beginning of the semester.

 

(8) Kindergarten provides full-time education, and fees are calculated on a full-day basis.

 

(9) In special cases, such as the epidemic, the problems that may be experienced in the kindergarten building, etc., kindergarten activities may be cancleled or suspended by the decision of the Izmir University of Economics Rectorate. Parents are not charged any fees during these periods.

 

(10) After the start of the school year, the student who leaves the Kindergarten for a reason deemed valid by the Kindergarten directorate (illness, city change, etc.) is refunded the remaining amount, after calculating the daily fee for the number of days the child attended the kindergarten.

 

(11) No refund will be made due to absences caused by the parent or child. The student's absence does not affect the Parent's payment obligation. As long as the student is not disenrolled, the parent is obliged to pay the fee determined in the contract. If the student receives a medical report for one month or more, the fee is not charged for the period not attend.

 

(12) If the kindergarten is suspended due to force majeure, the fee will not be refunded.

 

Dismissal and Deferral of Registration

ARTICLE 24- (1) Parents, who want to disenroll, must notify the Kindergarten directorate at least 30 days in advance. After calculating the daily fee for the number of days the child attended the kindergarten, the remaining amount is refunded. For dismissal, all monthly fee payments must be paid in full, retrospectively. Dismissal from Kindergarten is done in the following cases:  

 

a) The student whose dismissal is requested should not have any debts. The student's registration is deleted after the debt is collected.

 

b) Paying monthly fees irregularly, and despite two justified warnings through communication channels such as a phone call, sms, e-mail, etc., if payments continue to be made irregularly, student will be dismissed. In this case, the fees that the Parent has not paid will be collected together with the commercial default interest in accordance with the General Provisions.

 

c) If it is determined that there are false statements in the information and documents that are essential for the admission of the child to the Kindergarten, child will be dismissed.

 

ç) If the parent does not comply with the operation and order of the Kindergarten and the principles in this bylaw, child will be dismissed.

 

d) A student, who does not attend school for thirty days and whose fee for two consecutive months is not paid, will be dismissed. Action will be taken in accordance with the General Provisions for the collection of the receivable for parents who do not pay their fees despite receiving service.

 

e) In the event of the child's maladaptive behaviors in kindergarten and the negative effects of these behaviors on the educational flow, especially the child's violence against other children, such as injuring, harming others etc., the parent has to get psychological screening and treatment for the child. If the parent does not undertake the necessary screening and treatment or if the child continues to harm other children for more than 1 month, the Administrative Board has the right to dismiss the child. In this case, without warning, the child is dismissed from the Kindergarten with the decision of the Science Board and the fee is not refunded.

 

f) If the parent, who is a staff member of Izmir University of Economics, leaves his/her job for any reason, the registration of the child is continued until the end of the school year, depending on his/her request. At the end of the term, the student is dismissed. In line with the request of the parents, if there is vacancy, the parent can reapply for the next school year as an external applicant.

 

g) If the child does not attend kindergarten for 20 days without an excuse, the child will be dismissed.

 

(2) Deferral of registration is done in the following cases: 

 

a) Domestic or overseas assignment of parents, who are university staff, temporarily or permanently.

 

b) Approval of the child's inability to adapt to the kindergarten by the Principal, Vice-Principal, Psychologist and Teacher.

 

c) In case of detection of a persistent illness of the parent or child reported by the doctor.

 

ç) In special circumstances arising from the parent (military service, abroad and domestic assignment, illness, etc.) or the child (illness, surgery, etc.), if the special situation is documented, the registration can be deferred during the validity of the document.

 

d) During the deferred registration period, the parent does not pay any fees. The right of registration of the child is reserved.

 

e) The duration of the documents submitted due to deferral of registration must be at least 3 months. If the period specified in these documents is less than 3 months, the parent is obliged to pay the Kindergarten fee.

 

f) No refund will be made except for the above-mentioned deferral of registration excuses and if these excuses are less than 3 months.

 

Special Circumstances

ARTICLE 25- (1) The following provisions are applied regarding special circumstances that arise during the execution of kindergarten services.

 

a) The parent is obliged to notify the kindergarten administration and the teacher if the child does not come to the kindergarten for any reason.

 

b) If the child is sick with an infectious disease (COVID 19, beta, chicken pox, parasite, parasite, etc.), s/he is not admitted to Kindergarten to prevent epidemics until the disease symptoms heal and contagiousness and rapid spread fade. The parent has to inform the Kindergarten Principal in case of illness. The child can only attend Kindergarten after the doctor's report stating that the child can attend the Kindergarten.

 

c) Parents are responsible for notifying the Kindergarten Directorate of address and telephone changes.

 

ç) Parent approval is also obtained after the permissions (ethics committee, etc.) obtained for scientific research studies to be carried out in kindergarten for children and their parents. It is not allowed to take audio, video recordings and personal information of the child in studies that are not approved by the parent.

 

d) The parents are obliged to supply the special items that the child needs to use in the kindergarten (such as sleeping materials, personal materials). The list in which these materials and documents are defined is presented to the parents in the final registration file.

 

e) Parents can visit their children when the Kindergarten Directorate deems it appropriate, but they cannot bring a guest child. It is not appropriate to leave children in kindergarten for hourly care, and former registered children to be present in kindergarten without parental accompaniment.

 

f) A doctor's prescription is required to give medicine to children attending kindergarten during work hours.

 

g) Children with drug and food allergies should be reported to the kindergarten management with the latest tests and a health report stating the drugs being used. Otherwise, the school administration will not responsible for the situations that may be encountered.

 

ğ) The family should notify the kindergarten about their children’s allergy to a certain food. The kindergarten sends the weekly menu to the family and takes care not to give those foods to the child. However, the kindergarten cannot prepare a special meal suitable for the child, when necessary; the family can bring a special meal for their child. The meal fee cannot be deducted from the tuition fee.

 

h) If there is any medication that the child uses regularly or needs to take at a certain time during that day, the parents should provide the school nurse with the drug and necessary information. Apart from this, the school nurse will not give any medication other than antipyretic.

 

ı) The camera system in the kindergarten records for security purposes. Only the Izmir University of Economics Management and Kindergarten Directorate can view the videos.  It is strictly forbidden for parents to view the videos, as it may adversely affect the personal, psychological and social development of other children, and to respect children's rights, freedoms and privacy.

 

i) If parents want to observe their children in the classroom, they can do so by requesting an appointment from the Kindergarten Directorate and simply by watching them through the observation windows.

 

j) When the school administration deems it necessary, parents have to have the child's health screening and, if necessary, get them treated.

 

k) Parents are obliged to attend the meetings organized by the school administration and group teachers, unless they have a just and valid excuse.

 

 

 

Delivery and collection of children

ARTICLE 26- (1) Children are delivered and picked up at the kindergarten by their mother or father. In cases where this is not possible, the written or electronic approval of the parent is obtained with the identity card of the person who will deliver or collect the child. The information of the third person(s) who will pick up the child must be reported with the signature of the parent in the final registration documents.

 

SECTION SIX

Miscellaneous and Final Provisions

 

Non-Provisional Circumstances

ARTICLE 27-(1) In cases where there is no provision in this Bylaw, relevant laws and regulations, internal regulations and board decisions are applied.

 

Amendments

ARTICLE 28 – (1) This Bylaw can be amended with the decision of the Izmir University of Economics Senate.

 

Effectiveness
ARTICLE 29 - (1) This Bylaw takes effect on the date it is accepted by the Izmir University of Economics Senate.

 

Enforcement
ARTICLE 30-(1) The Rector of the Izmir University of Economics enforces the provisions of this Bylaw.

 

 

This bylaw took effect with the decision of the Senate dated 24 August 2022 and numbered 477-2022-21, and the decision of the Board of Trustees dated 26 August 2022 and numbered 70.
