UNDERGRADUATE AND ASSOCIATE DEGREE SCHOLARSHIP REGULATION


 

SECTION ONE

Purpose, Scope, Basis, and Definitions

 

Purpose

ARTICLE 1- (1) The purpose of this regulation is to set out the general rules regarding scholarships and tuition discounts to be awarded to students in order to provide enrolment of successful students to Izmir University of Economics; encourage these students to study harder, and to award successful students.

 

 

Scope

ARTICLE 2 - (1) This regulation includes the rules regarding scholarships and tuition discounts to be awarded to associate and undergraduate degree students of the university, including those in the English Preparatory Program.

 

 

Basis

ARTICLE 3-(1) This regulation has been established in accordance with the respective articles of Izmir University of Economics Student Regulation for Associate and Undergraduate Degree Education, and Faculty of Medicine Education and Examination Bylaw in pursuant of Laws No: 2547 and 4633. 

 

 

Definitions

ARTICLE 4 – (1) The references in this regulation are as follows;

a) Board of Trustees: Izmir University of Economics Board of Trustees,

b) Academic Unit: Faculty, school, or vocational schools affiliated to Izmir University of Economics,

c) Undergraduate program: Higher education program with a regular education period of 4-6 years,

ç) Associate program: Higher education program with a regular education period of 2 years,

d) Rector: The Rector of Izmir University of Economics,

e) Senate: The Senate of Izmir University of Economics,

f) Administrative Board: Izmir University of Economics Administrative Board,

g) University/IUE: Izmir University of Economics,

ğ) ECTS: European Credit Transfer and Accumulation System.

 

 

 

SECTION TWO

Scholarships

 

OSYS Scholarship

ARTICLE 5 - (1) Scholarship student quotas and quotas for students, who are going to receive scholarship based on special aptitude test, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

 

(2) The scholarship for undergraduate program students covers annual tuition fees, excluding summer school fees, and the opportunity of staying in the dormitory, provided by the University free of charge, for students who reside out of Izmir, and for those who reside in Izmir but whose transportation is not possible via public transportation vehicles in the same day, and those who reside in the districts identified by the University. The duration for scholarship students benefiting from the dormitory is 2 years in Foreign Language Preparatory Program, and as long as the regular education period in undergraduate programs. 

 

 

(3) The scholarship for associate program students covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees.

 

(4) The duration for scholarships is maximum 1 year in Foreign Language Preparatory Program, and as long as the regular education period in associate and undergraduate programs. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their maximum scholarship period.

 

 

Scholarship for Students from Abroad

ARTICLE 6 - (1) Scholarship student quotas are determined by the Board of Trustees each year, and announced by Turkish Higher Education Council.

 

(2) Scholarship for undergraduate students from abroad covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees.

 

(3) The duration for scholarships is maximum 1 year in Foreign Language Preparatory Program, and as long as the regular education period in undergraduate programs. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their maximum scholarship period.

 

 
 
 

Vertical Transfer Scholarship

ARTICLE 7- (1) Scholarship student quotas are determined by the Board of Trustees each year, and announced by Measurement, Selection and Placement Center (OSYS).

 

(2) The scholarship for students placed with vertical transfer exam covers annual tuition fees, excluding summer school fees, it does not cover dormitory fees

 

(3) The duration for scholarships is maximum 1 year in Foreign Language Preparatory Program, and as long as the regular education period in undergraduate programs. Scholarships continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their maximum scholarship period.

 

 

International Student Scholarship

ARTICLE 8- (1) The quotas, duration, and requirements for this scholarship, which will be awarded to international students who want to study at undergraduate programs based on the quotas specific for countries within the scope of the internalization mission of the University, are determined by the Board of Trustees upon the recommendation of the Senate.

 

(2) International student scholarships cover annual tuition fees, excluding summer school fees, dormitory fees for those who want to reside at the University dormitory, and their health insurance premiums. Other expenses such as transportation, transfer, and bureaucratic procedures are not covered.

 

 

Allocated Scholarship

ARTICLE 9 - (1) Various scholarships may be generated through funds by natural and legal persons or institutions, excluding the University or the founding organization of the University, to be allocated to the University for scholarship purposes, or funds generated by the University in the name of persons or organizations.  

 

(2) The main principal in "Conditional Scholarship Donations" is that it is allocated according to the request of the donator. The Board of Trustees, upon the recommendation of the Senate, determines the quotas, distribution, and codes of practice for this scholarship.

 

(3) If there are no requirements specified for scholars, the provisions of this regulation will be taken as basis for this type of scholarship.

 

(4) Allocated scholarship does not cover summer school fees and dormitory fees.

 

 

Academic Merit Scholarship

ARTICLE 10- (1) Academic merit scholarship quotas and rates are determined by the Board of Trustees upon the recommendation of the Senate by considering the University budget. 

 

(2) Merit scholarships are awarded to students who display outstanding performance in the fall/spring semesters of the academic year in which they registered for undergraduate/associate program, excluding the Foreign Language Preparatory Program. The scholarship starts from the end of the first year of their study, and the Board of Trustees designates the discount rate. Academic merit scholarship is awarded to students who meet the following requirements:

 

a)  Renewing registration for Fall/Spring semesters of the present academic year,

 

b) Taking at least 60 ECTS credit-courses at the end of the first year, at least 120 ECTS credit-courses at the end of second year, at least 180 ECTS credit-courses at the end of third year, at least 240 ECTS credit-courses at the end of fourth year, at least 300 ECTS credit-courses at the end of fifth year, and the total of ECTS for the respective year being at least 50,

 

c) Obtaining a grade point average of 3.50 and over in the Fall/Spring semesters of the academic year in which they registered for,

 

ç) Getting a high internship grade in semester/s subject to academic merit scholarship,

 

d) Not receiving any disciplinary punishments in semester/s subject to academic merit scholarship,

 

(3) Academic merit scholarship is valid for the duration of academic year the student has been awarded, but the grant’s continuity is not guaranteed, and it does not cover summer school fees.  

 

(4) If a student meets the requirements, he/she may be awarded the scholarship for more than one academic year.

 

(5) Seniors in 4-year undergraduate programs and seniors in 6-year undergraduate programs may qualify for academic merit discount if they meet the requirements.

 

 

SECTION THREE

DISCOUNTS

 

OSYS Discount

ARTICLE 11 - (1) Quotas for students eligible for 75%, 50%, 25% discount in tuition fees, and quotas for students, who are going to receive discount in tuition fees based on special aptitude test, are determined by the Board of Trustees upon the recommendation of the Senate each year, and announced by Measurement, Selection and Placement Center (OSYS).

 

(2) OSYS discount covers the discount rate at the time of registration, excluding summer school fees, and it does not cover dormitory fees.

 

(3) OSYS discount is valid for maximum of one academic year in Foreign Language Preparatory Program, and as long as the regular education period in associate and undergraduate programs. Discounts continue until the end of this period. The period of deferred registration, for students with justified and valid reasons, is added to their maximum discount period.

 

 

Foreign Language Preparatory Program Second Year Discount

ARTICLE 12 - (1) Students, who could not succeed in the Foreign Preparatory Program at the end of the first academic year, qualify for 50% discount in tuition fees for the second academic year.

 

(2) Foreign language preparatory program second year discount does not cover summer school fees and dormitory fees.

 

 

Sibling, Parent, Child, Spouse Discount

ARTICLE 13 - (1) A 10% discount is applied to parents (mother-father), children, and spouses of students studying in associate, undergraduate, and graduate, programs of Izmir University of Economics at the same time. 

 

(2) Sibling, Parent, Child, Spouse Discount does not cover summer school fees and dormitory fees.

 

(3) In the event of one of the beneficiaries of this discount leaving the University, the discount for the other student will be terminated in the following semester.

 

 

Chamber of Commerce Members Discount

ARTICLE 14 - (1) Discount in tuition fees, at specific rates deemed suitable by the Board of Trustees, is applied to first degree blood relatives (mother/father/self) of members, who are legal persons, of Izmir Chamber of Commerce and Izmir District Chambers of Commerce, and other city and district chambers of commerce specified by the Board of Trustees, and who are registered to Izmir Trade Registry Office as well, and to people that have the authority to represent and bind, and have partnerships for the past year at the same time.

 

(2) Aforementioned real persons or legal persons, will be able to benefit from this discount only once for each membership.

 

(3) Real and legal persons need to meet all of the following requirements in order to benefit from this discount: 1 year membership to the relevant chamber of commerce, partnership for the past year, and having the authority to represent and bind. 

 

(4) Below mentioned documents need to be submitted to the University in order to benefit from this discount:

 

a) Registration certificate from the respective Trade Registry Office (for real people).

 

b) Document proving the partnership for the past year from Izmir Trade Registry Office (for legal people), registration certificate, and document proving the legal persons having the authority to represent and bind.

 

c) ID copies of students and parents who are going to benefit from the discount.

 

(5) This discount is valid for 1 year in Foreign Language Preparatory Program, 3 years in associate programs, 5 years in 4-year undergraduate programs, and 7 years in 6-year undergraduate programs. Discount does not cover summer school and dormitory fees, and extended education periods.   

 

 

IUE (Izmir University of Economics), IZTO (Izmir Chamber of Commerce) Members, and IUE Founder Members Discount

ARTICLE 15 - (1) Discount in tuition fees, at specific rates deemed suitable by the Board of Trustees, is applied to members, their spouses and children of Izmir Chamber of Commerce, to Izmir University of Economics permanent academic and administrative personnel, their spouses and children, and to members and staff of founding organization of Izmir University of Economics, and their spouses and children.

 

(2) This discount is valid for 1 year in Foreign Language Preparatory Program, 3 years in associate programs, 5 years in 4-year undergraduate programs, and 7 years in 6-year undergraduate programs. Discount does not cover summer school and dormitory fees, and extended education periods.

 

(3) In the event of the right to discount being abolished, the discount for the student will be terminated in the following semester.

 

 
 
 
 
 

Vertical Transfer Discount

ARTICLE 16 - (1) A 25% discount is applied to students, who graduated from the University’s associate programs and qualify to enroll in the undergraduate programs of the University via Vertical Transfer Exam.

 

(2) This discount is valid for 1 year in Foreign Language Preparatory Program, 4 years in 4-year undergraduate programs, and it does not cover summer school fees and dormitory fees, and extended education periods.

 

 

Academic Merit Discount

ARTICLE 17-(1) Seniors in 4-year undergraduate programs and seniors in 6-year undergraduate programs may qualify for academic merit discount if they meet the following requirements, and they may be allowed to use it for one time only in the first year of a Graduate Degree program they will be accepted.

 

a) Obtaining a weighted grade average of 3.50 or above for courses taken in fourth grade (7th and 8th semesters) in the registered 4-year undergraduate program during fourth grade Fall and Spring semesters and for courses taken in fifth grade (9th and 10th semesters) in the registered 6-year undergraduate program during fifth grade.

 

b) Getting a high internship grade/internship evaluation in semester/s subject to academic merit discount,

 

c) Not receiving any disciplinary punishments in semester/s subject to academic merit discount.

 

 

 

SECTION FOUR

General Provisions

 

ARTICLE 18 - (1) Students who are awarded more than one scholarship or discount can benefit from the one with the highest amount and most extensive scholarship/discount.

 

 

ARTICLE 19 - (1) In the event of students receiving OSYS Scholarship or OSYS Discount transferring, requirements specified in “Regulations for Transfer on Associate and Undergraduate Level” shall be in effect.  

 

 

ARTICLE 20 - (1) The scholarships awarded by Izmir University of Economics are complimentary and they do not bind the students with any financial or service obligations.

 

 

Effectiveness

ARTICLE 21 - (1) This Regulation takes effect on the date of its approval by the Board of Trustees.

 

 

Enforcement

ARTICLE 22 - (1) The Rector of the Izmir University of Economics enforces the provisions of this Regulation.

 

 

PROVISIONAL ARTICLE 1- (1) The provisions of this regulation will be applied to students of Izmir University of Economics already holding scholarships on the date of this regulation accepted. The students have the right to reserve the provisions of the old regulations that are in their interest.

 

 

PROVISIONAL ARTICLE 2- (1) Students, who were admitted to Izmir University of Economics with scholarship quota on or before 2014, will be subject to the provisions that were in effect at the time of their admittance.

 

 

PROVISIONAL ARTICLE 3- (1) Students, who were admitted to Izmir University of Economics within OSYS discount within the scope of Article 11 on or before 2015, will pay discounted fees for the dormitory based on their discount rates.

 

 

PROVISIONAL ARTICLE 4-  (Ek SK 07.02.2017-303/A8-MH 07.03.2017-28) (1) Students, who were admitted to Izmir University of Economics with OSYS scholarship, OSYS discount, or international student scholarship quota within the scope of Article 5, 8, and 11 on or before 2016, will pay discounted fees for summer school based on their scholarship rates.

 

 

PROVISIONAL ARTICLE 5- (Ek SK 22.03.2017 307/A7-MH 04.04.2017 -29) (1) The duration for scholarships/discounts for students, who were admitted to Izmir University of Economics with “OSYS Scholarship” or “OSYS Discount” within the scope of Article 5, and 11 on or before 2016, is maximum of 2 years in Foreign Language Preparatory Program, maximum of 3 years in associate programs, and maximum of 5 years in undergraduate programs.

 

 

PROVISIONAL ARTICLE 6- (Ek SK 22.03.2017 307/A7-MH 04.04.2017 -29) (1) Students, who were admitted to Izmir University of Economics with “OSYS Scholarship” or “OSYS Discount” within the scope of Article 5, and 11 on or before 2016, and whose scholarships/discounts were terminated and/or suspended, may be re-awarded their scholarships/discounts in 2017-2018 academic year on the condition that they did not exceed maximum of 2 years in Foreign Language Preparatory Program, maximum of 3 years in associate programs, and maximum of 5 years in undergraduate programs.

 

 

 

 

 

 

This regulation takes effect upon  the decision of the Senate dated 28.02.2018 and numbered 334/A7 and the decision of the Board of Trustees dated 06.03.2018 and numbered 41.
