UNDERGRADUATE AND ASSOCIATE DEGREE SCHOLARSHIP REGULATION


SECTION ONE
Purpose, Scope, Basis, and Definitions

Purpose
ARTICLE 1- (1)The purpose of this regulation is to set out the general rules regarding “Scholarships” to be awarded for students in order to provide enrolment of successful students to Izmir University of Economics; encourage these students to study harder, and to award successful students.

Scope
ARTICLE 2- (1) This regulation comprises the rules regarding scholarships and tuition discounts to be provided for associate degree and undergraduate degree students of the university, including those in the English Preparatory Program.

Basis
ARTICLE 3- (1) This regulation has been established in accordance with the respective article of Izmir University of Economics Student Regulation for Associate and Undergraduate Degree Education in pursuant of Laws No: 2547 and 4633.

Definitions
ARTICLE 4 – (1) The references in this regulation are as follows;
a) Academic Unit: Faculty, school, or vocational schools affiliated with Izmir University of Economics,
b) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) Undergraduate degree program: Higher education program with an education period of 4-6 years,
c) Board of Trustees: Izmir University of Economics Board of Trustees,
ç) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) Associate degree program: Higher education program with an education period of 2 years,
d) Rector: The Rector of Izmir University of Economics,
e) Senate: The Senate of Izmir University of Economics,
f) University Administrative Board: Izmir University of Economics Administrative Board,
g) University/IUE: Izmir University of Economics.
 


SECTION TWO
Full Scholarship

Scope
ARTICLE 5- (1) (1) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) The “Full Scholarship” provided for students placed into undergraduate degree programs at Izmir University of Economics covers:

a) (Change SD 07.02.2017-303/A8-BTD 07.03.2017-28)Annual tuition fees, excluding Summer School fees,

b) The opportunity of staying in the dormitory, free of charge, provided by the University for the students who reside out of Izmir, whose transportation is not possible via public transportation vehicles in Izmir, and those who reside in the districts determined by the University.

 
(2) (Change SD 30.06.2016 282/A6-BTD 12.07.2016 20/10) “Full Scholarship” for students who are placed into IUE associate degree (2-year) programs, “Full Scholarship” for undergraduate students who are registered within foreign student quota, and “Full Scholarship” for sudents who are placed through the vertical transfer exam, cover only the tuition fee.


Duration of Scholarships

Quota
ARTICLE 6 - (1) (Change SD 30.06.2016 282/A6-BTD 12.07.2016 20/10) The quotas for Full Scholarships are determined each year by the Board of Trustees and are announced by  the Council of Higher Education or the Measurement, Selection and Placement Center.

Application and Terms
ARTICLE 7 - (Change SD 30.06.2016 282/A6-BTD 12.07.2016 20/10) (1) It is awarded to students who were placed into one of the Full Scholarship programs announced by the Council of Higher Education or the Measurement, Selection and Placement Center.

 

SECTION THREE
Other Quota Scholarships

Scope
ARTICLE 8 - (Change SD 30.06.2016 282/A6-BTD 12.07.2016 20/10)  (1) These scholarships, awarded to students who are placed into one of the 50% or 25% scholarship programs announced by the Measurement, Selection and Placement Center, allows a discount in the annual tuition fees based on the percentage of the scholarships.

(2) (Change SD 07.02.2017-303/A8-BTD 07.03.2017-28)These students will pay discounted tuition fees, excluding summer school fees, based on the percentage of the scholarships throughout their education..

Quota
ARTICLE 9 - (Change SD 30.06.2016 282/A6-BTD 12.07.2016 20/10) (1) The quotas for scholarships are determined by the Board of Trustees each year, and are announced by the Measurement, Selection and Placement Center.

Application and Terms

Diploma Scholarship

Scope

SECTION FIVE
International Student Scholarship

Scope
ARTICLE 14- (1) International student scholarships cover;
a) (Change SD 07.02.2017-303/A8-BTD 07.03.2017-28)Annual tuition fees, excluding Summer School fees,

b) Dormitory fees for those who want to reside at the University dormitory,
c) Health insurance premiums.

(2) Other expenses such as transportation transfer and bureaucratic procedures are not included in the scholarship.


Quota
ARTICLE 15- (1) The quotas, duration, requirements for this scholarship are determined by the Board of Trustees upon the recommendation of the University Senate.

Application and Terms
ARTICLE 16- (1) It is awarded to foreign national students who want to study at undergraduate degree programs based on the quotas specific to countries as part of internationalization mission of the University.

SECTION SIX
Scholarships through Donations

ARTICLE 17- (1) There may be scholarships generated through donations by natural and legal persons or institutions, excluding the University or University foundation, or funds generated by the University in the name of persons or organizations.

(2) The main principal in "Conditional Scholarship" is that it is allocated according to the requests of the donator. The quotas, distribution, and codes of practice for this scholarship are determined by the Board of Trustees upon the recommendation of the University Senate.

(3) If there are no requirements specified for scholars, the provisions of this regulation will be taken as basis for this type of scholarship.

(4) (Add SD 07.02.2017-303/A8-BTD 07.03.2017-28)Scholarships through donations do not include summer school.

SECTION SEVEN
Duration and Termination of Scholarships (Title Change SD 22.03.2017-307/A7-BTD 04.04.2017-29)

ARTICLE 18 (Change SD 22.03.2017-307/A7-BTD 04.04.2017-29) (1) Provisions regarding the duration, continuity and termination of scholarships, excluding merit and support scholarships, awarded by Izmir University of Economics are indicated below.

Duration of Scholarships
ARTICLE 19- (1)  (Change SD 11.07.2017/316-5-BTD01.08.2017/33) (Change SD 22.03.2017-307/A7-BTD 04.04.2017-29)  The duration for scholarships in Foreign Language Preparatory Program is maximum of 1 year; and in associate programs and undergraduate programs  is as long as the education period lasts.
 
(2) The period of deferred registration, for students with justified and valid reasons, is added to their maximum scholarship period.
 
(3) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) Free dormitory opportunity for full tuition students is 2 academic years for prep class, and as long as the education period lasts for undergraduate programs.


ARTICLE 20-(Deleted SD 22.03.2017-307/A7-BTD 04.04.2017-29)

Termination of Scholarships
ARTICLE 21- (Change SD 22.03.2017-307/A7-BTD 04.04.2017-29) (1) The scholarships continue for the education period stated in Article 19, and are terminated until the end of that period.

SECTION EIGHT
Merit Scholarship

Scope
ARTICLE 22- (1) Merit scholarships are awarded to students who display outstanding performance in the Fall/Spring semesters of the academic year in which they registered for undergraduate/associate degree program, and the discount rate is designated by the Board of Trustees. Merit scholarships do not include preparatory program.

Quota
ARTICLE 23- (1) The quotas and rates for this scholarship are determined by the Board of Trustees upon the recommendation of the University Senate by taking the University budget into consideration.

Terms
ARTICLE 24- (1) Merit scholarships are awarded to students who display outstanding performance in the Fall/Spring semesters of the academic year in which they registered for undergraduate/associate degree program, excluding preparatory program.

(2) “Merit Scholarship” is awarded to first, second, and third grade students who meet the following requirements:

a) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) Renewing registration for Fall/Spring semesters of the present academic year and taking at least 60 ECTS credit courses at the end of 1st grade, at least 120 ECTS credit courses at the end of 2nd grade, at least 180 ECTS credit courses at the end of 3rd grade, at least 240 ECTS credit courses at the end of 4th grade, at least 300 ECTS credit courses at the end of 5th grade and obtaining at least 50 ECTS credits total for the respective year,

b) Achieving a GPA of 3.50 or above for those two semesters.

c) Getting a high internship grade in semester/s subject to merit scholarship.

ç) (Change SD 26.05.2017-312/A25-BTD 06.06.2017-31)Not receiving any disciplinary punishments in semester/s subject to merit scholarship.

(3) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) “Merit Scholarship” is awarded to fourth grade students in 4- year undergraduate programs and sixth grade students in 6- year undergraduate programs who meet the following requirements:

a) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) Obtaining a weighted grade average of 3.50 or above for courses taken in fourth grade (7th and 8th semesters) in the registered 4-year undergraduate program during fourth grade Fall and Spring semesters and for courses taken in fifth grade (9th and 10th semesters) in the registered 6-year undergraduate program during fifth grade.

b) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) Getting a high internship/medical internship asessment grade in semester/s subject to merit scholarship.

c) (Change SD 11.07.2017/316-5-BTD01.08.2017/33)  Not receiving any disciplinary punishments in semester/s subject to merit scholarship.

(4) (Changed and came from article 25 SD 11.07.2017/316-5-BTD01.08.2017/33) If fourth grade students in 4- year undergraduate programs and sixth grade students in 6- year undergraduate programs meet the requirements for merit scholarship, they may be allowed to use it in the first year of a Graduate Degree program they will be accepted for one time only. Continuity of the scholarship is decided by the University.

Duration of Merit Scholarship
ARTICLE 25-(1) Students are awarded merit scholarship for the duration of one academic year, but the grant’s continuity is not guaranteed, and it does not include summer school fees. If a student meets the requirements, he/she may be awarded the scholarship for more than one academic year.

SECTION NINE
Discounts

Preparatory Class Second Year Discount
ARTICLE 26-(1) Students, who could not succeed in the English Preparatory Program at the end of the first academic year, continue to “Completion Program (Support Program-completing modules required in one academic year)” in their second academic year.

(2) 50% discount is applied to prep students, who are enrolled in the Completion Program.

Sibling Discount
Scope
ARTICLE 27-(1) A total of 10% discount is applied to parents (mother-father), children, and spouses of students studying in graduate, undergraduate, and associate programs of Izmir University of Economics at the same time.

(2) This discount does not apply to summer school fees or dormitory fees.

(3) In the event of one of the siblings leaving the school, the fee will be paid in full in the following semester.

Chamber of Commerce Members Discount Scope and Duration
ARTICLE 28-  (1) This discount is applied to students accepted on “General (paying tuition fee)” quota.

(2) (Change SD 11.01.2017-301/A6-BTD 08.02.2017-27) The discount will be given to first degree blood relatives (mother/father/self) of members of Izmir Chamber of Commerce and its county chambers, and other city and county chambers designated by the Board of Trustees who are registered to the respective Trade Registry Offices as well, and to blood relatives of people who are representatives of legal persons that have the authority to represent and bind, and who have partnerships for the past year at the same time. A total of 15% discount is applied to tuition fees of these students.
 
(3) Aforementioned real persons or legal persons, will be able to benefit from this discount only once for each membership.

(4) (Add SD 11.01.2017-301/A6-BTD 08.02.2017-27) In order for real persons or legal persons to be able to benefit from this discount they need to meet all of the following terms: 1 year membership to chamber of commerce, partnerships for the past year, and the authority to represent and bind.

(5) (Add SD 11.01.2017-301/A6-BTD 08.02.2017-27) Students, who want to benefit from this discount, need to submit the following documents to the University:
a) Chamber registration document from respective Trade Registry Office (for real persons).
b) Chamber registration document, document stating the partnerships for the past year, and document stating the authority to represent and bind taken from Izmir Trade Registry Office (for legal persons).
c) Birth certificate copies of students and their parents who are going to benefit from this discount.

(6) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) This discount is valid for 1 year in Foreign Language Preparatory Program, 3 years in associate (2 year) programs, 5 years in 4-year undergraduate programs, and 7 years in 6-year undergraduate programs; it does not cover summer school fees, dormitory fees, and extended education periods.
 

IUE (Izmir University of Economics) and IZTO (Izmir Chamber of Commerce) Members Discount
Scope and Duration
ARTICLE 29 (1) 15% tuition discount is applied to spouses and children of Izmir Chamber of Commerce members and Izmir University of Economics permanent academic and administrative personnel.

(2) (Change SD 11.07.2017/316-5-BTD01.08.2017/33) This discount is valid for 1 year in Foreign Language Preparatory Program, 3 years in associate (2 year) programs, 5 years in 4-year undergraduate programs, and 7 years in 6-year undergraduate programs; it does not cover summer school fees, dormitory fees, and extended education periods.

(3) (Change SD 22.03.2017-307/A7-BTD 04.04.2017-29)In the event of the spouses, parents of the beneficiaries leaving the school, the discount will be terminated following the semester they left.

SECTION TEN
General Provisions
 
ARTICLE 30 - (1) (Deleted SD 26.05.2017-312/A25-BTD 06.06.2017-31)

ARTICLE 31 - (1) Students who are awarded more than one scholarship or discount can benefit from the one with the highest amount and most extensive scholarship/discount.

ARTICLE 32 - (1) Students holding full scholarship, given that they meet the requirements stated in the “Regulation For Transfer On Associate And Undergraduate Level”, may be allowed interdepartmental transfer with their scholarships.

ARTICLE 33 - (1) The scholarships awarded by Izmir University of Economics are complimentary and they do not bind the students with any financial or service obligations.

Effectiveness
ARTICLE 34- (1) This Regulation takes effect on the date of its publication.

Enforcement
ARTICLE35 - (1) The Rector of the Izmir University of Economics enforces the provisions of this Regulation.

PROVISIONAL ARTICLE 1- (1) The provisions of this regulation will be applied to students of Izmir University of Economics already holding scholarships on the date of this regulation accepted. The students have the right to reserve the provisions of the old regulations that are in their interest.

PROVISIONAL ARTICLE 2- (1) Students, who were admitted to Izmir University of Economics with full scholarship quota on or before 2014, will be subject to the provisions that were in effect in the time of their admittance.

PROVISIONAL ARTICLE 3- (1) Students, who were admitted to Izmir University of Economics with other scholarships quota within the scope of Article 8 on or before 2015, will pay discounted fees for the dormitory based on their scholarship rates.

PROVISIONAL ARTICLE 4- (1) (Add SD 07.02.2017-303/A8-BTD 07.03.2017-28) Students, who were admitted to Izmir University of Economics with full scholarship, other scholarships, or international student scholarship quota within the scope of Article 5, 8, and 14 on or before 2016, will pay discounted fees for summerr school based on their scholarship rates.

PROVISIONAL ARTICLE 5- (Add SD 22.03.2017-307/A7-BTD 04.04.2017-29)  (1) The duration for scholarships in Foreign Language Preparatory Program is maximum of 2 years; in Associate Degree (2 year) programs is maximum of 3 years; and in Undergraduate Degree programs is maximum of 5 years for students, who were admitted to Izmir University of Economics with full scholarship, other scholarships quota on or before 2016.

PROVISIONAL ARTICLE 6- (Add SD 22.03.2017-307/A7-BTD 04.04.2017-29)  (1) Students, who were admitted to Izmir University of Economics with full scholarship, other scholarships quota on or before 2016, and whose scholarships were terminated and/or suspended may be given their scholarships back in 2017-2018 academic year on the condition that they did not exceed maximum of 2 years in Foreign Language Preparatory Program, maximum of 3 years in Associate Degree (2 year) programs, and maximum of 5 years in Undergraduate Degree programs.



This regulation takes effect upon  the decision of the Senate dated 19/08/2015 and numbered 254/A6 and the decision of the Board of Trustees dated 02/09/2015 and numbered 10.
