GRADUATE DEGREE PROGRAMS SCHOLARSHIP REGULATION


Purpose
ARTICLE 1- (1) The purpose of this regulation is to bring in high quality students to postgraduate degree programs being conducted within the Graduate Schools affiliated to Izmir University of Economics, and to set out the general rules regarding scholarships and tuition discounts to be awarded for successful students.


Scope
ARTICLE 2 - (1) This regulation comprises the rules regarding scholarships and tuition discounts to be provided for post-graduate degree students of the university, including those in the Foreign Language Preparatory Program.


Basis
ARTICLE 3- (1) This regulation has been established in accordance with the respective article of Izmir University of Economics Graduate Program Bylaw of Graduate Degree Education in pursuant of Law No: 2547.  


Definitions
ARTICLE 4 – (1) The references in this regulation are as follows;
a) Academic Unit: Graduate schools affiliated with Izmir University of Economics,
b) Postgraduate Program: Master and Ph.D. programs conducted within the University,
c) Director: Directors of Graduate schools affiliated with the University,
ç) Rector: The Rector of Izmir University of Economics,
d) Senate: The Senate of Izmir University of Economics,
e) University Administrative Board: Izmir University of Economics Administrative Board,
f) University/IUE: Izmir University of Economics,
g) Board of Trustees: Izmir University of Economics Board of Trustees.   

 

Scholarship Rates and Quotas
ARTICLE 5- (1) Scholarship rates and quotas for postgraduate degree programs being conducted within the Graduate Schools affiliated to Izmir University of Economics are determined by the Senate upon the recommendation of the respective Department and the decision of the Graduate School Administrative Board, and announced prior to the applications with the decision of the Board of Trustees.


Scholarship Minimum Terms
ARTICLE 6- (1) Scholarship holders are ranked starting from the top student who meets the minimum requirements determined by the Graduate School Boards affiliated to Izmir University of Economics. Minimum requirements may also include undergraduate/graduate averages, ALES or equivalewnt scores, foreign language scores, and/or speicifc criteria to be determined by the Graduate School Board.


Merit Scholarship
ARTICLE 7- (1) Turkish national students, who qualified to enroll to post graduate programs at graduate schools affiliated to Izmir University of Economics, and applied for a scholarship, may be provided a tuition fee scholarship at a rate approved by the Board of Trustees, or “Comprehensive Scholarship”, based on their academic achievements. Such type of scholarships cover specified amounts of discounts in tuition fees for courses in post graduate programs, and foreign language preparatory class and scientific preparatory class, if applicable.

(2) “100% discount in tuition fees scholarship” or “Comprehensive Scholarship” is awarded to foreign national students who want to study at post-graduate degree programs based on the quotas specific to countries as part of internationalization mission of Izmir University of Economics. “100% discount in tuition fees scholarship” cover the tuition fees for courses in post graduate programs, and foreign language preparatory class and scientific preparatory class, if applicable. In addition to 100% discount in tuition fees, the “Comprehensive Scholarship” includes monthly payments to be determined by the Board of Trustees for specific periods in order to cover basic needs. 

Scholarship for Research Assistants and Teaching Assistants
ARTICLE 8- (1) Among the students admitted to the post graduate programs at graduate schools affiliated to Izmir University of Economics and students who are currently studying at these programs, 100% tuition fee scholarship is offered to those who are working as research assistants at Izmir University of Economics and working as teaching assistants on a temporary payroll at IUE, and to research assistants appointed by YOK who attend post graduate programs as part of the Faculty Member Training Program (OYP). Such type of scholarships cover tuition fees for courses in post graduate programs, and foreign language preparatory class and scientific preparatory class, if applicable.

(2) There are no quota limitations for Scholarship for Research Assistants and Teaching Assistants. Those who are working as research assistants and working as teaching assistants at Izmir University of Economics qualify directly for this scholarship. 

 

Scholarship for Education and Research Support
ARTICLE 9- (1) Scholarship for Education and Research Support is provided for education and research scholarship holders, supported by institutions and organizations specified below, among the new or current students who are admitted to post graduate programs at graduate schools affiliated to Izmir University of Economics. 

a) Those, who are granted research scholarships for their post praduate studies by public institutions and organizations such as TUBITAK (The Scientific and Technological Research Council of Turkey), TUBA (The Turkish Academy of Sciences), Ministry of Science and Technology, State Planning Organization (DPT).

b) Those, whose post-graduate thesis studies are supported as part of a research project by national and international institutions and organizations such as European Union, World Bank, TUBITAK (The Scientific and Technological Research Council of Turkey), TUBA (The Turkish Academy of Sciences), Ministry of Science and Technology, State Planning Organization (DPT), etc.

(2) Scientific Research Project (BAP) funds of Izmir University of Economics or other universities cannot be used for this scholarship.    

(3)  This scholarships cover the tuition fees for courses in post graduate programs, and foreign language preparatory class and scientific preparatory class, if applicable. 

(4) Those, who are employed at any institution and receiving paycheck, cannot apply for Scholarship for Education and Research Support.

 

Liability
ARTICLE 10- (1) Scholarships specified in Articles 7,8, and 9 are complimentary and it does not bind the scholarship holder with any financial liability.

 

Scholarship for Techical and Administrative Personnel
ARTICLE 11- (1) 100% tuition fee scholarship is awarded to technical or administrative personnel working at Izmir University of Economics, or at its partner institutions and organizations and its founding organization. This scholarship covers tuition fees for the courses at postgraduate programs, and foreign language preparatory class and scientific preparatory class, if any.  

 

Duration and Termination of Scholarships
ARTICLE 12- (1) The duration for scholarship for technical and administrative personnel is as much as the maximum period specified in CoHE Regulation for Graduate Education and duration for all other scholarships is the regular education period specified in CoHE Regulation for Graduate Education.
(2) In programs with thesis, if an additional period is requested for thesis study and if this is approved by the respective Graduate School Administrative Board, tuition fee scholarship can be extended for a maximum period of two semesters.

(3) In programs without thesis, if an additional period is requested and if this is approved by the respective Graduate School Administrative Board, tuition fee scholarship can be extended for a maximum period of one semester.
(4) Scholarships continue as long as the student continues education and attend courses. The scholarships will be terminated in the event of:
a) Not renewing registration for two consecutive or intermittent semesters.

b) Exceeding the maximum period of scholarship.

c) Receiving a suspension from the school for at least one semester.

ç) Lowering the cumulative GPA below 2.70 at the end of the academic year for the master’s program, and below 3.00 for doctoral program registered for.

d) Scoring grade of U in doctoral competency exam two times consecutively.

e) Scoring grade of U in doctoral thesis proposal for two times.

f) Scoring NP grade in graduate and doctoral thesis studies three times in total.

g) Starting full-time work at any institution while student status continued (for recipients of Scholarship for Education and Research Support).

ğ) Termination of contract with the University for research and teaching assistants, and technical and administrative personnel receiving scholarship.

(4) Those, whose scholarships are terminated due to termination of contract, can apply for another scholarship providing they meet the requirements specified in this regulation.


Special terms
ARTICLE 13- (1) Students in special student status are not granted scholarships.


ARTICLE 14- (1) Students, who continue their graduate and doctoral studies at a higher education institution abroad but want to study at Izmir University of Economics as a “Guest Student”, can also benefit from Merit Scholarship.

(2) Those, who have studied at their current university for at least two semesters are accepted as guest students.

(3) Guest students can take courses at Izmir University of Economics no more than two semesters.


Special Discounts
ARTICLE 15- (1) Discounts are offered at specific rates on terms specified below;

a) A total of 10% discount in tuition fees is applied to parents (mother-father), children, and spouses of students studying in graduate, undergraduate, and associate programs of Izmir University of Economics at the same time. This discount does not apply to summer school fees or dormitory fees. In the event of one of the scholarship holder leaving the University, the discount for the continuing member will be terminated in the following semester.

b) 15% tuition discount is applied to students, who enrolled to post-graduate programs at the University and graduated from any undergraduate (4 year) program of Izmir University of Economics.

c) Tuition discount may be applied to IUE senior students who meet the requirements for merit scholarship and are admitted to post-graduate programs at IUE. The rate of the discount is determined by the Board of Trustees and the students may be allowed to use it in the first year of their post-graduate program.

ç) 15% tuition discount is applied to spouses and children of Izmir Chamber of Commerce members and Izmir University of Economics permanent academic and administrative personnel who continue post-graduate programs at the University.

d) 15% tuition discount is applied to spouses and children, and employees of business owners or partners, who enrolled to post-graduate programs at the University, that are affiliated to TOBB.

e) 25% tuition discount is applied to Research and Development personnel employed at companies located at Izmir Bilimpark.

f) A specific discount, to be determined by the Board of Trustees upon the recommendation of the Senate, can be applied to group of 5 or more people from the same institution who enrolled to post graduate programs of Izmir University of Economics within their regular education period.

(2) The discounts are valid in maximum education period, and for in foreign language preparatory and scientific preparatory program (if applicable).

(3) The discounts will be in effect following the semester the documents are submitted.

(4) Discount for recipients of corporate discount will be terminated starting from the following semester in the event of their corporate relations specified in Article 15 being terminated.


Continuity of Scholarships
ARTICLE 16- (1) The academic performances of scholarship holders are evaluated at the end of each semester by the respective Graduate School Directors and the Rector’s Office is notified whether the scholarship should continue or not.

(2) Students, who are awarded more than one scholarship or discount, can benefit from the one with the highest amount and most extensive scholarship/discount.

 

Effectiveness
ARTICLE 17- (1) This Regulation takes effect on the date it is approved by the Board of Trustees.


Enforcement
ARTICLE 18-(1) The Rector of the Izmir University of Economics enforces the provisions of this Regulation.

 


This regulation takes effect upon the decision of the Senate dated 22.11.2016 and numbered 298/A4 and Board of Turstees dated 06.12.2016 and numbered 25.
