STUDENT COUNCIL REGULATION


OBJECTIVE
ARTICLE 1- (1) The aim of this regulation is to protect the rights of the registered students in terms of meeting their needs related to education, health, sports and culture, to raise their public awareness on national interests, to communicate the wishes and expectations of the students to the administrative units and to arrange the foundation, duties, authority and working principles of the Student Council, which will be formed in order to enable the students to take part in the decision-making process.
 
SCOPE
ARTICLE 2- (1) This regulation consists of the provisions regarding the foundation, duties, authorities and the working principles of the Izmir University of Economics Student Council, which will be established with the duty of representing the vocational school, undergraduate and post-graduate students.
 
BASIS
ARTICLE 3-(1) This regulation is based on the seventh article of Student Councils of Higher Education Institutions and the National Students Council Regulation of Higher Education Institutions.
 
DEFINITIONS
ARTICLE 4-(1) In this regulation,
a) University Student Council stands for student union that is formed among the Izmir University of Economics with democratic methods.
b) The Student Representative of the Department/Program/ Faculty of Science/Faculty of Arts stands for the student chosen by students of each department/program/institute or faculty of arts in faculty/vocational school or institutes affiliated to Izmir University of Economics to represent the students in Student Council.
c) Student Representatives Board of the Department/Program/Faculty of Science/Faculty of Arts stands for the board composed of student representatives of department/program/faculty of science or faculty of arts in faculty/vocational school or institutes affiliated to Izmir University of Economics.
d) Student Representative of Faculty/Academy/Vocational School/Institute stands for the student representatives of department/program/faculty of science or faculty of arts in faculty/vocational school or institutes affiliated to Izmir University of Economics chosen among Izmir University of Economics in order to represent their department/program/faculty of science or faculty of arts.
e) General Board of Student Council stands for the assembly composed of student representatives of faculty/vocational school or institutes affiliated to Izmir University of Economics.
f) (Changed: SD-27/07/2012–195-A/9-BTD-07/08/2012-24/09) General Assembly of the Student Council: This stands for the general meeting of the Student Council, which is held at a designated date every year with the participation of the student representatives of faculty, grad schools, schools, or vocational school affiliated to Izmir University of Economics.
g) General Meeting Board Committee stands for the committee composed of the students in order to realize the agenda according to the principles of Student Councils of Higher Education Institutions Regulation and the National Students Council Regulation of Higher Education Institutions.
h) Administrative Board of the Student Council stands for the executive body of the Student Council.
i) Supervisory Committee of the Student Council stands for the supervisory body of the Student Council.
j) President of the Student Council stands for the president of the Student Council and of the Executive Committee.
k) National Student Council of Higher Education Institutions stands for the student union composed of the presidents of the student councils of higher education institutions in Turkey.
 
GENERAL PRINCIPLES OF THE ELECTION OF STUDENT REPRESENTATIVES
ARTICLE 5-(1) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) The elections for the student council representatives are carried out by the Rector’s Office based on a calendar, period, and program designated by the Higher Education Council. If there is not a favourable result for any reason in a unit within the designated period and program, then, no representatives in that unit are chosen.
 
(2) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) The candidate students submit their application to the Student and Corporate Activities Directorate within the announced periods. The Student and Corporate Activities Directorate transfers the copies of the applications to the Registrar’s Office. The lists of candidates that are approved by the Registrar’s Office are announced for one week by the Student and Corporate Activities Directorate by posting them on designated boards.
 
(3) The candidates announce their candidacy a week before the elections and they can carry out their election campaigns by the end of a work day before the elections.
REQUIREMENTS FOR THE STUDENT REPRESENTATIVE CANDIDATES
ARTICLE 6- (1) The Student Representative candidates must have the following qualifications:
a) be a registered student of the related Faculty/Academy/Vocational School/Institute,
b) (Cancelled: SD-21/10/2010–160/A-7-BTD-21/10/2010-160/A6)
b) not be a member of the political parties,
c) (Change: SD-21/10/2010–160/A-7-BTD-21/10/2010-160/A6) not to have committed an infamous crime that will cause him/her get suspension.
d) not suspend its register in the period of elections.
 
(2) The students on probation and on conditional probation cannot be student representative candidates.
 
THE BODIES OF THE STUDENT COUNCIL
ARTICLE 7- (1) University Student Council bodies are;
a) The Student Representative of the Department/Program/ Faculty of Science/Faculty of Arts
b) Student Representatives Board of the Department/Program/Faculty of Science/Faculty of Arts
c) The Student Representative of Faculty/Academy/Conservatory/Vocational School/Institute
d) General Assembly of the Student Council
e) General Meeting Board Committee
f) Administrative Board of the Student Council
g) Supervisory Committee of the Student Council
h) President of the Student Council
 
STUDENT REPRESENTATIVE OF DEPARTMENT/PROGRAM/FACULTY OF SCIENCE/FACULTY OF ARTS
ARTICLE 8- (1) The student representative of department/program/faculty of science/faculty of arts is chosen with the majority of votes for one year by,
a) Each department in the Faculty and Academy,
b) Each department in Vocational Schools,
c) (Change: SD-21/10/2010–160/A-7-BTD-21/10/2010-160/A6) Chosen by each faculty of science/faculty of art students in the institutes, among themselves, by an absolute majority of the voters and for two years.
d) (Added: SD-27/07/2012–195-A/9-BTD-07/08/2012-24/09)  In School of Foreign Languages Preparatory program, student representative is chosen for one year to be repeated every year.
 
(2) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) Each student has one vote in the elections. The number of students in each department/program is counted by the Registrar’s Office and informed to the Election Board.
 
(3)The students give their votes individually in the elections.
 
(4) (Changed: SD-27/07/2012–195-A/9-BTD-07/08/2012-24/09) A representative can be on duty for two consecutive academic year at most.
 
(5) (Change: SD-13/10/2006-79/A-4-BTD-16/10/2006-06) In order for the elections to be valid, at least 60% of the students must vote in the first tour of the elections, at least 50% of the students must vote in the second tour of the elections. If there is no participation in the first two tours, there is no participation requirement in the third tour.
 
(6) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) If the Student Representative of Department/Program/Faculty of Science/Faculty of Arts loses the necessary qualifications or resigns before his term of office, a new representative is chosen among the related Department/Program/Faculty of Science/Faculty of Arts with the same principles in one month. In the event of department/faculty student representatives studying abroad for half semester with ERASMUS program, their duty as student representative is continued.
 
(7) (Added: SD-24/11/2009-143/A/9-BTD-01/12/2009-60/9) If the candidates have equal votes in Department/Program Representative elections, the election is repeated.
 
THE DUTIES OF THE STUDENT REPRESENTATIVE OF DEPARTMENT/PROGRAM/FACULTY OF SCIENCE/FACULTY OF ARTS
ARTICLE 9-(1)The duties of the Student Representative of Department/Program/Faculty of Science/Faculty of Arts are as follows:
a) to conduct the studies of the Student Council of Department/Program/Faculty of Science/Faculty of Arts of which s/he is the representative of,
b) To announce and observe the practicing of the decisions taken by the units of the Student Council,
c) To take part in the meetings of the Student Representatives Board of the Department/Program/Faculty of Science/Faculty of Arts in faculty/vocational school or institutes and to represent their Department/Program/Faculty of Science/Faculty of Arts,
d) To diagnose the Department/Program/Faculty of Science/Faculty of Arts students’ problems they represent and communicate them to the Student Council and University Units concerned for the resolution of the problems,
e) To represent the Department/Program/Faculty of Science/Faculty of Arts students in student events,
f) To improve the communication between the students in the Department/Program/Faculty of Science/Faculty of Arts s/he represents and the administrative bodies of these units,
g) To coordinate the student events of the Department/Program/Faculty of Science/Faculty of Arts s/he represents,
h) To take part in the academic meetings of the Department/Program/Faculty of Science/Faculty of Arts s/he represents while discussing the issues about the students.
 
BOARD OF STUDENT REPRESENTATIVES OF DEPARTMENT/PROGRAM/FACULTY OF SCIENCE/FACULTY OF ARTS
ARTICLE 10- (1) The Board of Student Representatives of Department/Program/ Faculty of Science/Faculty of Arts is composed of the student representatives of
a) departments in Faculties,
b) programs in Vocational School,
c) faculty of science/faculty of arts in Graduate Schools and it carries out the studies of the Student Council in the related academic units of the University.
 
(2) The Board of Student Representatives of Department/Program/ Faculty of Science/Faculty of Arts is responsible to the General Assembly of the Student Council and the Executive Board.
 
(3) The Board meets at least once a month with the presidency of the Student Representative under the presidency of the related Board of Student Representatives of Department/Program/ Faculty of Science/Faculty of Arts or Graduate School Student Representative. The agenda, place and the time of the meeting is announced at least seven days before the meeting by the president of the Board. The majority of the student representatives must be present in order for the meeting to be held. The majority of the votes is necessary in order for the decisions to be valid. If there are equal votes, the determinant vote is given by the president.
 
THE DUTIES OF THE BOARD OF DEPARTMENT/PROGRAM/FACULTY OF SCIENCE/FACULTY OF ARTS STUDENT REPRESENTATIVES
ARTICLE 11- (1) The duties of the Board of Department/Program/Faculty of Science/Faculty of Arts Student Representatives are as follows:
a) to announce the decisions of the Student Council to the relevant units and observe their implementation,
b) to discuss the problems of the departments and give decisions,
c) to organize student activities and to coordinate them,
d) to improve the communication between departments and students,
e) to improve the communication between the academic executive units of the departments and students,
f) to prepare reports on their activities and put them in archive.
 
THE STUDENT REPRESENTATIVE OF FACULTY/ACADEMY/VOCATIONAL SCHOOL AND INSTITUTE
ARTICLE 12- (1) The Student Representative of Faculty/Academy/Vocational School/Institute is chosen with the majority of votes for two years, among themselves by the student representatives of
a) each department in the Faculty and Academy,
b) each program in Vocational Schools,
c) (Changed: SD-27/07/2012–195-A/9-BTD-07/08/2012-24/09) Each department of science/department of arts in grad schools are chosen among themselves, by an absolute majority of the voters and for two years.
 
(2) (Added: SD-27/07/2012–195-A/9-BTD-07/08/2012-24/09) School of Foreign Languages Preparatory program student representative is also chosen as School of Foreign Languages representative for one year.
 
(3) (Change: SD-24/11/2009-143-A/9-BTD-01/12/2009-60/9) If the Faculty/School/Vocational School/Institute Student Representative candidates have equal votes, some time is given by the Board of Election to the students to come to an agreement. At the end of this time, the election is repeated. If the students do not come to an agreement, the election is finalized by drawing. In the Faculty/Department/ Vocational School or Institute, that has only one department/ program/ faculty of science/ faculty of art, the student representative of the existing department/program/ faculty of science/ faculty of art works as the representative of the said faculty/ academy/ conservatory/ vocational school or institute. A representative can be on duty for two terms at most.
 
(4) If the Student Representative of Department/Program/Faculty of Science/Faculty of Arts loses the necessary qualifications or resigns before his/her term of office, a new representative is chosen among the related Department/Program/Faculty of Science/Faculty of Arts with the same principles in one month. Until the new elections, a member that is chosen among the Board of Department/ Program/ Faculty of Science/ Faculty of Art Student Representatives of the related faculty/ department/ vocational school or institute substitutes the faculty/ academy/ vocational school or institute student representative deputizes.
 
(5) (Added : SD-24/11/2009-143-A/9-BTD-01/12/2009-60/9) The department/program representatives who could not take part in the Faculty/School/Vocational School/Institute Student Representative elections due to a reasonable excuse can take part in these elections on condition that they apply to the Board of Elections in written and certifying their excuses. However, they cannot give vote even if they give a power of attorney to someone else.
 
THE DUTIES OF THE STUDENT REPRESENTATIVE
ARTICLE 13- (1) The duties of the Faculty/Academy/Vocational School/Institute Students Representative are as follows:
a) to conduct the studies of the Student Council of Faculty/Academy/Vocational School or Institute which s/he represents,
b) To announce and observe the practicing of the decisions taken by the Student Council in the Faculty/Academy/Vocational School or Institute which s/he represents,
c) To diagnose students’ problems in the Faculty/Academy/Vocational School or Institute which s/he represents and communicate them to the Student Council and University Units concerned for the resolution of the problems,
d) To represent the students of the Faculty/Academy/Vocational School or Institute which s/he represents in student events,
e) To coordinate the student events in the Faculty/Academy/Vocational School or Institute which s/he represents,
f) To preside over the meetings of the Department/Program/Faculty of Science and Arts Student Representatives Board in the Faculty/Academy/Vocational School or Institute which s/he represents and communicate the decisions taken in those meetings to the related University units,
g) To take part in the academic meetings of the Administrative Board and the Board of Academics of the Faculty/Academy/Vocational School or Institute which s/he represents.
 
GENERAL ASSEMBLY OF THE STUDENT COUNCIL
ARTICLE 14- (1) General Assembly of the Student Council is composed of the student representatives of faculties, academies, vocational schools and institutes and is the highest decision-maker body in the Student Council.
 
(2)  In order for the General Assembly to convene, an absolute majority of its members are required to join the meeting.
 
(3) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) Provided that the first one is held within the week following the elections for the Student Council General Assembly, they meet at least once per year under the name of “General Meeting of the Student Council”. 
 
(4) The President of the Student Council informs the members about the meetings and agenda of the Student Council in written form at least fifteen days in advance. If the adequate number of participants specified in these regulations for the meeting cannot be reached, the announcement is repeated in the same manner.
 
(5) The decisions about the establishment of the organs are taken by absolute majority, secret ballot and by open counting. Other decisions are taken by absolute majority and by open counting.
 
(6) The General Assembly of the Student Council can be convoked to an extraordinary meeting by the Executive Committee upon the request of the Executive Committee or a written application by at least one-forth of the members of the General Assembly of the Student Council. The Council meeting is to be held within fifteen days. The Executive Committee conducts these meetings and carries out the agenda.
 
DUTIES OF GENERAL ASSEMBLY OF THE STUDENT COUNCIL
ARTICLE 15- (1) The duties of the General Assembly of the Student Council are as follows:
a) To elect the President of the Student Council,
b) To elect the members of the Administrative Board of the Student Council,
c) To elect the members of the Supervisory Board of Student Council,
d) To discuss and make decisions about the problems of the students in the higher education institution,
e) To define the semester objectives of the Student Council.
 
GENERAL MEETING BOARD COMMITTEE OF THE STUDENT COUNCIL
ARTICLE 16- (1) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) General Meeting Board Committee of the Student Council is formed by electing one president and two vice-presidents by absolute majority by the General Assembly, at the General Meeting of the Student Council being regularly held on a date based on a calendar designated by the Higher Education Council.Members of the Board Committee cannot become candidate at the elections of the Executive and Supervisory Committees of the Student Council.
 
DUTIES OF THE GENERAL MEETING BOARD COMMITTEE OF THE STUDENT COUNCIL
ARTICLE 17- (1) The duties of the General Meeting Board Committee of the Student Council are as follows:
a) To conduct the general meetings and carry out the agenda,
b) To prepare separate ballots for the candidates for elections for the President of the Student Council, Executive Committee and Supervisory Committee,
c) To ensure vote by secret ballot and open counting for the elections of the President of the Student Council, Executive Committee and Supervisory Committee,
d) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) To announce the voting results and winners of elections for President of the Student Council, Executive Board and Supervisory Board, at the General Meeting of the Student Council, close the general meeting after the speech of the new President of the Student Council, prepare the closing declaration, and submit it to the Student and Corporate Activities Directorate.
 
ADMINISTRATIVE BOARD OF THE STUDENT COUNCIL
ARTICLE 18- (1) This body is elected by an absolute majority of the General Assembly of the Student Council, among its members, for a period of one year, and consists of a president, vice-president, secretary general, treasurer, public relations and informatics officer, foreign relations officer, working groups officer, education officer and health, sports and culture officer totaling nine students; providing that the number of representatives in the General Assembly is not sufficient enough to generate this total, five students consisting of one president, one secretary general, one treasurer, one education officer and one health, sports and culture officer constitute the Administrative Board of the Student Council. The Administrative Board of the Student Council is responsible to the General Assembly of the Student Council.
 
(2) The Administrative Board of the Student Council holds at least one meeting per month. The agenda, venue and date of the meeting are announced to the members by the president of the committee seven days in advance. For the Administrative Board to meet, an absolute majority should be present at the meeting. A decision cannot be taken without the absolute majority of the votes of the members in open voting in the meetings. Once the president is unable to take part in the meetings the vice-president carries out the duty. In the event of the absences of the both president and vice-president, a member to be assigned by the president carries out the duty and is able to vote. In case of an equal number of votes, the president casts the determining vote.
 
DUTIES OF ADMINISTRATIVE BOARD OF THE STUDENT COUNCIL
ARTICLE 19- (1) The duties of the Administrative Board of the Student Council are as follows:
a) To implement the decisions made by the General Assembly of the Student Council and the decisions in these regulations,
b) To convey the problems of students and their opinions and thoughts to administrative organs in the higher education institution,
c) To cooperate with non-governmental organizations and develop projects of social sensitivity,
d) To encourage participation in national and international “Education and Youth Programs”,
e) To develop relations with national and international student clubs and organizations,
f) To form working groups concerned with dining facilities, transportation, accommodation, cafeteria, clubs, scholarships, and academic and art-culture-sport fields and ensure their working,
g) To inform the members of the General Assembly of the Student Council about its activities,
h) To announce the decisions of the National Student Council in his/her higher education institution,
i) To prepare reports about activities performed and establish an archive.
 
SUPERVISORY COMMITTEE OF THE STUDENT COUNCIL
ARTICLE 20- (1) (Change: SD-21/10/2010-160-A7-BTD-21/10/2010-160/A6) The committee is elected, for a one-year period, by the General Assembly of the Student Council among the Executive Committee of the Student Council members whose term of office is about to end, provided that their connection with the relevant higher education institute will continue for at least two years. In case there are not enough Executive Committee members, the committee is elected for two years among the members of the General Assembly of the Student Council in the prescribed manner and with the absolute majority of the participants in the election. The Supervisory Committee of the Student Council consists of one president and two members.
 
DUTIES OF SUPERVISORY COMMITTEE OF THE STUDENT COUNCIL
ARTICLE 21- (1) The duties of the Supervisory Committee of the Student Council are as follows:
a) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) To determine whether the Executive Committee of the Student Council works in conformity with the provisions of Student Councils of Higher Education Institutions and the National Students Council Regulation of Higher Education Institutions, the directives of Izmir University of Economics, and the decisions of the General Assembly of the Student Council,
b) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04)  To inform the Student and Corporate Activities Directorate and the General Assembly of the Student Council about its activities.
 
PRESIDENT OF STUDENT COUNCIL
ARTICLE 22- (1) (Change: SD-21/10/2010-160/A-7-BTD-21/10/2010-160/A6) The President of Student Council is elected for a one-year period by an absolute majority of the General Assembly of the Student Council, among its respective members that are 2nd, 3rd or 4th grade students. A representative can be on duty for two terms at most
 
(2) If President of the Student Council loses the necessary qualifications or resigns before his/her term of office, a new representative is chosen with the same principles in one month to complete the rest of the term. Until a new president is elected, the Administrative Board of the Student Council assigns one of its members as acting president of the Student Council.
 
DUTIES OF PRESIDENT OF STUDENT COUNCIL
ARTICLE 23- (1) The Duties of the President of the Student Council are as follows:
a) To represent the students in his/her higher education institution in national and international activities,
b) To fix the agenda of the Administrative Board and to preside at the meetings,
c) To ensure and follow up the distribution and implementation of the decisions taken by the Administrative Board,
d) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) To present his/her annual report of one year, at the end of his/her term of office, in the next General Meeting of the Student Council to the Student and Corporate Activities Directorate.
e) To participate in Senate or Administrative Board meetings of the relevant Higher Education Institution during discussion of issues related to students. If the president is unable to participate, the vice president or an executive committee member to be assigned by the president participates in the meetings.
 
ELECTION COMMITTEE
ARTICLE 24- (1)  (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04)
An Election Committee, composed of five people including a representative assigned by the Rector, Director of Student and Corporate Activities, Student Clubs and Sports Coordinator in charge of Student Council, Registrar, and a lecturer from Faculty of Law. The Student Clubs and Sports Coordinator in charge of Student Council announces the election calendar on the designated date each year.
 
(2) The preparations for the Student Council elections shall be executed by the Student Clubs and Sports Coordinator in charge of Student Council. 
 
(3) The preparations for the Student Council elections shall be executed by the Election Committee. The duties of the Election Committee:
a) To hold the elections in accordance with the relevant directives and regulations,
b) To prepare and announce the election calendar,
c) To take the necessary precautions in order to ensure that the elections are conducted in an organized and safe manner,
d) To make the necessary announcements on elections,
e) To count the votes immediately after the elections and to announce the results in a report within a week.
 
ARTICLE 25- (1) (Changed: SD-16/02/2015–242-A/4-BTD-02/03/2015-04) The election results shall be finalized within a week at the latest following the election date and announced by the Student and Corporate Activities Directorate on the notice boards for a week. The relevant units are also informed about the results in writing.
 
COORDINATION AND OPERATION OF THE STUDENT COUNCILS
ARTICLE 26- (1) The National Student Council is required to coordinate its work and activities in coordination with the Council of Higher Education, and conduct them in accordance with the Turkish Constitution and the other laws in force after obtaining approval from the Council of Higher Education, when necessary.
 
TERM OF OFFICE OF STUDENT REPRESENTATIVES AND ORGANS
ARTICLE 27-(1)  (Change : SD-21/10/2010-160/A/7-BTD-21/10/2010-160/A6)The term of office of student representatives in all organs of the Student Council is one year.
 
TERMINATION OF DUTIES OF STUDENT REPRESENTATIVES
ARTICLE 28- (1) When the representatives of the National Student Council and the Student Councils have no further connection with the higher education institution as a result of graduation or any other reason or when they are suspended or dismissed according to the regulations of discipline for higher education students published on the date of 13th of January, 1985 in the Official Gazette of the number of 18634 , their duty as a representative and related duties terminate.
 
EXPIRATION OF A MEMBERSHIP OF THE NATIONAL STUDENT COUNCIL
ARTICLE 29-(1) Membership of a student in the National Student Council also terminates when his/her Presidency of the Student Council terminates.
 
EFFECTIVENESS
ARTICLE 30- (1) This directive takes effect on the date of the approval by the Board of Trustees of the Izmir University of Economics.
 
IMPLEMENTATION
ARTICLE 31- (1) This directive is executed by the Rector of the the Izmir University of Economics.
 
(2) (Added: SD-21/10/2010-160/A-7) TEMPORARY ARTICLE 1-Student Council presidents, graduate school, faculty, school and conservatory student representatives and higher education institution national student council presidents, administrative board members who were elected before January 31, 2010 can stay on duty, if they wish, until the student council election calendar that will take place in 2011-2012 academic year is announced. However, their total term of duty cannot exceed two years. If there is vacancy in any of the above-mentioned representations, the last items of the articles 8, 12 and 22 are reserved.
