SECTION ONE

Purpose, Scope, Basis, and Definitions

 

Purpose and Scope

ARTICLE 1 – (1) The purpose of these procedures and principles is to regulate the procedures and principles regarding the applied education provided in the relevant programs to improve the professional skills and experience of the students in higher education institutions.

 

Basis

ARTICLE 2 – (1) These procedures and principles have been prepared in accordance with Article 20 of the Vocational Education Law dated 5/6/1986 and numbered 3308, “Framework Regulation on Applied Education in Higher Education”, published in the Official Gazette dated 17/06/2021 and numbered 31514, Izmir University of Economics “Regulation for Associate and Undergraduate Degree Education and Examinations" and "Faculty of Medicine Education and Examinations Bylaw ".  

 

 

Definitions

ARTICLE 3 – (1) The references in these procedures and principles are as follows:

a) European Credit Transfer System (ECTS) credit: The numerical value based on the total workload required to acquire the knowledge, skills, and competencies to be gained by the students and covers all the work that the student must do in order to successfully complete a course,

b) Educational Staff: Business personnel who have professional competence, are responsible for the education of students in the business, have received business pedagogy training, know, and apply vocational education methods and techniques, or have the authority to teach workshops, laboratories and vocational courses in vocational and technical education schools and institutions,

c) Adaptation Commission: A commission established to evaluate which course or achievement corresponds to the courses or education and training achievements that students have taken during their transfers or previous learning,

ç) Medical Internship: Applied education in which the sixth-year medical students actively participate with the faculty members, medical doctors and other healthcare professionals in clinical decision-making processes and practices, and deliver health service, including night shifts, to improve their knowledge, skills, and attitudes of towards the practice of medicine, and the duration is determined by the Council of Higher Education,

d) Optional Internship: Internship that the student performs in line with his/her own needs and wishes, although it is not included in the curriculum of the program he/she is enrolled in,

d) Business: Public and private institutions, organizations and workplaces that produce goods and services,

f) Business Evaluation Form: The form(s) filled by the enterprise for each student, containing information about the applied education processes, observations and evaluations of the enterprise regarding the students' applied education activities,

g) Vocational Training in Business: Educational practices which vocational training program students receive their theoretical education in higher education institutions, in the business or in the education units established by the business, and their skill education in the businesses,

ğ) Career Guidance Center: Career Guidance Center of Izmir University of Economics,

h) Commission: Applied education commission,

ı) Vocational Training Program: Higher education diploma programs, which are determined by the Council of Higher Education at certain time intervals, taking the country's top development policy documents and needs into account, and in which education and training activities are carried out at the associate degree or undergraduate level related to a profession,

i) Board of Trustees: The Board of Trustees of Izmir University of Economics,

j) Program: The diploma program, which continues its activities within the academic units of higher education institutions in line with an achievement-oriented education and training plan related to learning and profession related to science and art, whose registration conditions and duration are certain, and which gives its graduates a title and higher education degree,

k) Rector: The Rector of Izmir University of Economics,

l) Internship: The professional work in businesses performed by students to develop the vocational knowledge, skills, attitudes, and behaviors that students are expected to gain through the curriculum, get to know the sector, adapt to the business life, gain experience, and grow in a real production and service environment, apart from the theoretical and applied courses given in higher education institutions and determined specifically for the program,

m) Applied Course: Course that is not within the scope of vocational training or internship in businesses and conducted under the responsibility of the instructor or staff of the relevant course which provides the development of knowledge, skills and competencies of students by taking part in the application areas of the higher education institution, in the businesses or service areas of the higher education institution within the scope of the courses belonging to the diploma program in an academic semester,

n) Applied Course Folder: Notebook, development file, form, report, and similar document that students should prepare within the scope of applied education,

o) University: Izmir University of Economics.

 

 

SECTION TWO

Duties, Authorities and Responsibilities

 

Duties, Authorities and Responsibilities of the Rector

ARTICLE 4 – (1) The Rector is responsible for the planning, budgeting, implementation, coordination, and supervision of applied education activities.

 

Duties, Authorities and Responsibilities of the Dean and the Director

ARTICLE 5 – (1) Below are the duties, authorities and responsibilities of deans and directors of Izmir University of Economics:

a) Coordinating the planning and implementation of applied education activities in their units.

b) Carrying out the procedures regarding the insurance of the students to be insured in accordance with Article 5 of the Social Insurance and General Health Insurance Law No. 5510, dated 31/5/2006, within the scope of vocational training and internship.

c) Submitting the contracts established between the higher education unit and the relevant business within the scope of applied education to the Board of Trustees to be signed upon the approval of the Rector, if authorized by the Rector.

 

(2) The Career Guidance Center, which is responsible for the coordination, as well as faculties, schools, and vocational schools, fulfills the duties and responsibilities specified in this Article upon the appointment by the Rector.

 

Duties, Authorities and Responsibilities of the Applied Education Commission

ARTICLE 6 – (1) The relevant faculty dean/school director/vocational school director, in the programs or departments of the faculty, school or vocational school where applied education is provided, forms a commission of at least three academic staff, one of whom is the chairman (faculty member or lecturer), responsible for the planning, implementation and coordination of applied education activities.

 

(2) The commission carries out the measurement and evaluation of the achievements obtained at the end of vocational training or internship in the business, or it may form sub- commission, including the instructor responsible for measurement and evaluation.

 

(3) The Career Guidance Center, which will be responsible for applied education at Izmir University of Economics, with the appointment of the Rector, can fulfill the duties and responsibilities specified in this Article. However, measurement and evaluation processes regarding applied education are carried out by an academic commission consisting of the relevant lecturers in the programs or departments to be assigned by the dean or the director.

 

(4) Repealed (STD 482-2022-26-C/1) 

 

Duties, Authorities and Responsibilities of the Training Officer

ARTICLE 7 – (1)

A training officer is assigned during the trainings for each applied education group that will receive vocational training or perform internship in the business to monitor the applied education activities in the programs or departments, to ensure the coordination between the business and the institution, to guide the students in the applied education processes and to take part in the measurement and evaluation processes.

The Career Guidance Center can support the coordination between the business and the institution.

 

Duties, Authorities and Responsibilities of the Educational Staff

ARTICLE 8 – (1) Students who will receive vocational training or perform internship in the business are under the supervision of an educational staff who is appointed by the business after receiving the opinion of the Commission and who has professional competence in the field.

 

(2) Students who perform medical internship are under the supervision of lecturers at the health research and application center within Izmir University of Economics or at hospitals affiliated with Izmir University of Economics, and physicians who specialize in medicine.  

(3) Responsibilities of the Educational Staff are as follows:

 

a) Ensuring that students receive and continue their applied education within the prepared education plan.

 

b) Ensuring that the Izmir University of Economics business evaluation form is filled out for each student who receives applied education.

 

c) Reviewing, commenting, and approving the applied education folders prepared by the students.

 

ç) Collaborating with the training officer or the chairman of the applied education commission on absenteeism, discipline and other issues related to applied education.

 

Duties, Authorities and Responsibilities of the Business

ARTICLE 9 – (1) The responsibilities of the business in which vocational training or internship is carried out are as follows:

a) Assigning enough educational personnel with professional competence in the field, taking the number of students into account who will receive applied education in the business.

b) Approving the Izmir University of Economics applied education acceptance form of the student who will receive applied education.

c) Filling out the business evaluation form for each student receiving applied education in the business.

ç) Ensuring that applied education activities are carried out in an environment in accordance with the provisions of the Occupational Health and Safety Law dated 20/6/2012 and numbered 6331.

d) Giving occupational health and safety trainings to students, taking the work environment and the nature of the practices in the business into account.

e) Paying fees to students who perform internships in accordance with the relevant provisions of Law No. 3308, as it is included in the course plan of the program in which they are registered and vocational education in the business.

f) Informing the relevant persons and the Career Guidance Center of Izmir University of Economics on the same day, in accordance with the relevant legislation, of the occupational accidents experienced by students who receive vocational training and perform internship in the business.

 

Responsibilities of the Student

ARTICLE 10 – (1) Students receiving applied education are subject to the relevant legislation of Izmir University of Economics and the official working rules of the business in the procedures regarding the leave or absence periods during the applied education. The obligation of students to attend classes must be at least 90% in internships, at least 80% in applied courses and 80% in medical internship for each semester. A student who is found and reported to be absent without an excuse is deemed absent. The applied education of students who violate these procedures and principles or the official working rules of the business is considered unsuccessful in accordance with the provisions of the Izmir University of Economics legislation specified in article 2.

 

(2) Each student must submit all documents required for applied education in the business to the Career Guidance Center at least two weeks before the start of the applied education.

 

(3) Each student must prepare an applied education folder in internship and vocational training courses in business and submit it in due time. The applied education folder is prepared in the language of instruction of the department and/or the program in accordance with the content and spelling rules determined by the relevant department or program and delivered to the relevant commission or the lecturer responsible of the course within 7 days at the latest following the end of the education.

 

(4) At the end of the applied education, each student is obliged to have the training officer in the business review and approve the report showing what they have done in the process, and to have the student evaluation form filled out. The student evaluation form must be hand-delivered to the lecturer responsible by the training officer or sent to the Career Guidance Center by mail.

 

(5) Students must comply with the working conditions, discipline, and occupational safety rules of the workplaces where they receive applied education, and to carefully use all kinds of places, tools, materials, machines, and equipment. Any responsibility arising from the failure to fulfill these obligations belongs to the student. Students are responsible for the damages they will cause in the institution due to their faults.

 

(6) Students receiving applied education are subject to the relevant disciplinary legislation of the Higher Education Institutions Student Disciplinary Regulation published in the Official Gazette dated 18/8/2012 and numbered 28388, and the higher education institution they belong to, and the operating rules of the business, while they are in the business.

 

SECTION THREE

Vocational Education, Internship and Applied Course in Business

 

Vocational Training in Business

ARTICLE 11 – (1) It is essential to carry out vocational training in the business during the academic semesters. Vocational training in the business starts in the academic semesters determined in the academic calendar of Izmir University of Economics and ends at the end of this period. However, depending on the nature of the program and the suitability of the business, vocational training can be provided in the business during the summer period.

 

(2) ECTS credits are determined for vocational training in business, added to the curriculum of the program or department and included in the graduation credit calculation of the students.

 

 

(3) The total credits of the courses calculated within the scope of vocational training in business cannot be less than 15 ECTS credits and more than 30 ECTS credits. Medical internship practice is evaluated as 60 ECTS credits.

 

(4) Commissions or sub- commissions, course coordinators, evaluate students who receive vocational training in the business / institution in line with the business evaluation form, applied education folder and predetermined achievements.

 

(5) The student's evaluation grade within the scope of vocational training in the business is entered into the system as a course grade. At the same time, this evaluation grade is included in the academic achievement grade evaluations.

 

(6) Students, who fail as a result of the evaluation in accordance with the provisions of the Izmir University of Economics legislation specified in Article 2, can re-receive their vocational training in the same or different businesses.

 

(7) Students, who receive vocational training in business are paid in accordance with Article 25 of the Law No. 3308.

 

(8)  Medical students, who receive vocational training in the business within the scope of medical internship practice, are paid a fee in accordance with the additional Article 29 of the Higher Education Law No. 2547 dated 4/11/1981.

 

(9) In accordance with Article 25 of the Law No. 3308 and the subparagraph (b) of the first paragraph of Article 5 of the Law No. 5510, occupational accident, occupational disease and sickness insurance is applied to the students who receive vocational training in the business. General health insurance provisions are also applied to those students who are not dependents. Premiums to be paid within the scope of this paragraph are covered by Izmir University of Economics in accordance with subparagraph (e) of the first paragraph of Article 87 of the Law No. 5510. Students, who need to be insured, are notified to the Career Guidance Center by the relevant faculty/school/vocational school at least 15 days before the start of vocational training in the business.

 

(10) Medical internship practice is considered within the scope of vocational training in business.

 

(11) Council of Higher Education decides which of the applied education with special qualifications other than internships will be considered as vocational training in business and the limits of their ECTS credits.

 

Internship

ARTICLE 12 – (1) It is essential that the internships are performed in the months that coincide with the semester or summer vacation. However, in cases where the below-mentioned internships are not performed in the months that coincide with the semester or summer vacation, education and training activities continue with the internship, and the internship cannot be performed on the days when the student has a course or exam:

a) In case the relevant program or business conditions are not suitable, internship can be performed outside of these periods if education and training are not disrupted.

b) If the student has completed all courses but has not completed the internship yet, he/she can perform internship in any month. The submission and evaluation of internship reports must be completed one week before the start of the next semester's courses. The student graduates at the end of the semester in which he/she completes his/her internship.

c) Internship can also be performed on days when the student does not have an exam during the academic semester, summer school and general exam periods, if it is of the same duration and not less than three days a week.

 

(2) The duration of the internship, not to be less than 20 working days, is determined by the Izmir University of Economics Senate upon the recommendation of the relevant faculty/school/vocational school board, depending on the nature of the program.

 

(3) ECTS credits are determined for the internship, added to the curriculum of the program or department, and included in the graduation credit calculation of the students.

 

(4) ECTS credits of internships cannot be less than 5 ECTS credits and more than 10 ECTS credits in total.

 

(5) With the approval of the Commission and in accordance with these procedures and principles:

a) Students can optionally perform an internship, but it is not included in the graduation credit calculation and is not included in their transcripts.

b) Students can perform an internship longer than the internship period determined within the scope of the program they are studying, but the internship periods are credited, but not included in the graduation credit calculation, by giving a "NI" grade and recorded on the transcript in accordance with the provisions of the Izmir University of Economics legislation specified in Article 2. If students fail these internships, they are obliged to repeat their internships until they are successful.

(6) The commission decides whether the internship place and dates are appropriate by examining the information such as the internship place, internship start and end dates of the student who applied with the acceptance form signed and stamped by the workplace, it conducts inspections by communicating with workplaces to monitor the quality of applied education and its compliance with the rules when necessary. At the end of the internship, the commission receives  the internship reports and evaluates them. Students perform their internships in institutions that comply with the internship criteria determined and announced by the relevant commission. The eligibility of the institution found becomes final with the approval of the commission. Internship documents are reviewed by the commission and evaluated until the start of the courses in the next semester. If necessary, the commission may interview the student about his/her internship, make an application and/or request a rewrite of his/her report.

 

(7) Commissions or sub-commissions, evaluate students, who perform internship in line with the business evaluation form, applied education folder and predetermined achievements, as successful or unsuccessful in accordance with the provisions of the Izmir University of Economics legislation specified in Article 2. Students whose internships are evaluated as unsuccessful must perform internships again until they are successful.

 

(8) Students, who perform internship, are paid in accordance with Article 25 of the Law No. 3308.

 

(9) In accordance with the subparagraph (b) of the first paragraph of Article 5 of the Law No. 5510, occupational accident and occupational disease and sickness insurance is applied to the students who perform internship. General health insurance provisions are also applied to those students who are not dependents. Premiums to be paid within the scope of this paragraph are covered by Izmir University of Economics in accordance with subparagraph (e) of the first paragraph of Article 87 of the Law No. 5510. Students, who need to be insured, are notified to the Career Guidance Center by the relevant faculty/school/vocational school at least 15 days before the start of the internship.

 

 

Cancellation or Date Change Procedures for Internships with Insurance Entry

ARTICLE 13-(1) Internship for which insurance is entered can only be canceled under the following conditions:

a) Documentation of a health problem that requires the cancellation of the internship.

b) Documenting that the scope of work of the institution or organization where the internship is performed is not related to the program studied, with a letter from the relevant workplace and confirmation of this by the commission.

 

(2) The request for the cancellation of the internship must be submitted to the commission with a petition and the documents subject to the cancellation of the internship must be submitted in the annex of the petition.

 

Applied Course

ARTICLE 14 – (1) It is essential that the applied course be given on the days and times determined in the curriculum within the scope of the course it is related to. However, if it is deemed necessary, applied courses can be held at different times than the days and hours specified in the curriculum.

 

(2) ECTS credit calculation for the applied course is made within the scope of calculating the ECTS credits of the related course, and ECTS credits are not calculated separately.

 

(3) Evaluations of the applied course are made by the lecturer or lecturers who teach the relevant course within the scope of the course it is related to. During the evaluations, the opinion of the institution training officer can be obtained.

 

(4) No fee is paid to students who receive applied education within the scope of the applied course.

 

(5) Students, who receive applied courses are not considered to be insured under item (f) of the first paragraph of Article 6 of Law No. 5510, this provision does not apply to students who are excluded from item (f). Students who need to be insured are notified to the Career Guidance Center by the relevant faculty/school/vocational school at least 15 days before the start of the applied course.

 

(6) The applied education of the medical program students in the fourth and fifth grades is evaluated within the scope of the applied course.

 

SECTION FOUR

Miscellaneous and Final Provisions

 

Determination of Applied Education Groups

ARTICLE 15 – (1) The number of students in the applied education groups to be formed within the scope of vocational training or internship in the program or departments cannot be less than five. However, if the total number of students to be educated in programs or departments is less than five, an applied education group can be formed.

 

(2) Students in the same applied education group can receive vocational training or perform internship in different businesses.

 

Course load

ARTICLE 16 – (1) The lecturer assigned within the scope of vocational training in business is loaded with a maximum of five hours of theoretical course load per week regardless of the number of applied education groups he/she is responsible for.

 

(2) (Change STD 482-2022-26-C/1) The lecturer assigned within the scope of internship is loaded with two hours of applied course load per week regardless of the number of applied education groups he/she is responsible for. 

 

Changing the Business

ARTICLE 17 – (1) After starting the applied education, the student can change the business based on the approval of the commission.

 

Applied Education Abroad

ARTICLE 18 – (1) Students can receive their vocational training or perform internship abroad, which are included in their curriculum, based on the approval of the commission, without disrupting their education programs.

 

(2) Students, who have completed their vocational training or internship abroad in the business, submit their documents related to applied education studies and applied education folder to the Commission. Measurement and evaluation processes regarding applied education within this scope are carried out in accordance with the provisions of the Izmir University of Economics legislation specified in Article 2.

 

(3) Premiums to be paid to domestic or foreign institutions and organizations operating in the field of insurance for the purpose of insuring students who will receive applied education abroad are not covered by Izmir University of Economics, but by the student.

 

Recognition of Previous Applied Education

ARTICLE 19 – (1) The validity of the vocational training and internship of the students in the business coming through transfers in the previous educational institutions is evaluated by the relevant adaptation commission and decided by the relevant faculty/school/vocational school board.

 

(2) Students, who have worked or are working in a job related to the program they are studying can apply for the recognition of previous learning within the scope of vocational training or internship in the business, if they document their working hours and titles. The relevant adaptation commission examines the applications in question and takes a decision at the relevant faculty/school/vocational school board. For the students, about whom the adaptation commission has made a positive decision, only measurement and evaluation procedures are carried out in accordance with the provisions of the Izmir University of Economics legislation specified in Article 2.

 

(3) Repealed (STD 482-2022-26-C/1) 

 

Financial Provisions

ARTICLE 20– (1) Students pay the fees determined in accordance with the provisions of the Izmir University of Economics legislation specified in Article 2.

 

Storage of Documents and Works used in Measurement-Evaluation

ARTICLE 21-(1) The reports submitted by the students are kept within the periods determined by Izmir University of Economics. They are duly destroyed at the end of this period.

 

Other Provisions

ARTICLE 22 – (1) Matters related to applied education and the forms to be used in this context are determined in accordance with these procedures and principles and published on the official website.

 

 

(2) Applied education in programs that provide education and training through open education and distance education are outside the scope of these procedures and principles.

 

(3) The rules regarding the applied education of those convicted in open penitentiary institutions who are also a student of Izmir University of Economics, are decided by the relevant faculty/school/vocational school board, taking the opinions of the penitentiary institution and the applied education commission of Izmir University of Economics.

 

 

Force Majeure

ARTICLE 23 – (1) The procedures and principles regarding applied education in case of earthquakes, fires, natural disasters such as floods, legal strikes, lockouts, general epidemics, war, partial or general mobilization announcements and similar force majeure are determined by the Council of Higher Education.

 

Non-Provisional Cases

ARTICLE 24 – (1) In cases where there is no provision in these procedures and principles, the provisions of the relevant legislation, the provisions of the legislation in Article 2, internal regulations and board decisions are applied.

 

Changes in Procedures and Principles

ARTICLE 25 – (1) These procedures and principles can be changed by the decision of the Izmir University of Economics Senate.

 

 

Effectiveness

ARTICLE 26 – (1) These procedures and principles take effect on 2021-2022 academic year fall semester.

 

Enforcement

ARTICLE 27 – (1) The Rector of the Izmir University of Economics enforces the provisions of these procedures and principles.

 

State Contribution Paid to Students

PROVISIONAL ARTICLE 1 – (1) Vocational training in business is carried out in the academic year and on a full-time basis, covering one semester in the last year of the students' education period within the scope of the temporary Article 74 of the Law No. 2547.

 

(2) Vocational training in business within the scope of the first paragraph is limited to higher education institutions determined by the Council of Higher Education and certain undergraduate programs of these institutions' science and engineering sciences.

 

(3) 35% of the net amount of the minimum wage is paid to students who receive vocational training in private sector enterprises, techno parks, research infrastructures, R&D centers, or industrial establishments during their applied education until 1 January 2023 within the scope of this Article.

 

(4) Seventh paragraph of Article 12 of these procedures and principles will not be applied until 1 January 2023 for students covered by the third paragraph.

 

(5) Among the students studying in the programs or departments included in the applied education within the scope of the second paragraph, those who receive vocational training in the businesses outside the scope of the third paragraph are subject to the seventh paragraph of Article 12 of these procedures and principles.

 

 

 

These procedures and principles took effect with the decision of the Senate dated 25 August 2021 and numbered 445-A/19, and decision of the Board of Trustees dated 27 September 2021 and numbered 58.
